doesn't matter if the kids were born in the US of A or not. for now, i suppose they hold triple citizenship..Filipino, Turkish, and American. when the kids reach the legal age, then they can elect which citizenship they want. in our case, Filipinos may hold dual citizenship. don't know if that applies to Turkey. giving or not giving of financial support is immaterial although if the matter was settled in the US, child support is mandatory.

the purpose for full custody of minor children is according to Philippine laws, consent of the spouse husband or wife if required, for example, if the minor child leaves the country. don't know if there are other restrictions. know this because my sister is separated and every time we want to go abroad with the kids, we must get the written consent of my brod-in-law. good thing the two are in good terms.

congratulations to the one and only miss ruffa gutierrez, ganyan talaga pag maraming naiinggit sayo, marami blessings ang darating.
