Five National Artists petition Supreme Court against conferment of Awards to Malacañang's choices

Five National Artist awardees led a petition to the Supreme Court yesterday, August 19, to stop Pres. Macapagal-Arroyo from conferring the National Artist awards to four of this year's seven nominees, who  did not pass through the strict selection process required by law to earn the high artistic merit, as reported by GMANews.TV.

The five National Artists who filed the petition were Bienvenido Lumbera (literature), Virgilio Almario (literature), Benedicto Cabrera (visual arts), Napoleon Abueva (visual arts), and Arturo Luz (visual arts). Supporting them were the Concerned Artists of the Philippines, 66 other private individuals, lawyers, and university professors.

In a 38-page petition, the group asked the high court to issue a temporary restraining order (or status quo order) to stop Malacañang from giving the awards to Carlo J. Caparas (film and visual arts), Cecile Guidote Alvarez (theater), Jose "Pitoy" Moreno (fashion design), and Francisco "Bobby" Mañosa (architecture).These four were among the seven new National Artists that the President picked on July 29.

The Cultural Center of the Philippines (CCP) and the Commission on Culture and the Arts (NCCA) jointly administer the awards. The two institutions decide who would be given the distinction through a rigorous screening process spanning three years.

The CCP and the NCCA then recommends the selected names to the President for confirmation, proclamation, and conferral.

Upon conferment, National Artist awardees become eligible to a cash award of up to 100,000 pesos at the time of conferment, a monthly life pension, medical and hospitalization benefits, life insurance coverage, and arrangements for a state funeral.

"DAGDAG-BAWAS." According to the petitioners, Arroyo committed "grave abuse of discretion" when she added the new names to the already existing list. Malacañang, however, continues to emphasize the President's "prerogative" in composing her own list of awardees.

Previous cases in past administrations had asserted this prerogative. In 1997, then President Fidel V. Ramos added Carlos Quirino (historical literature). Former President Joseph Estrada added Hernani Cuenco (music) two years later.

This year, Arroyo proclaimed only three of the four names recommended by the selection committee—Lazaro Francisco (literature), Manuel Conde (film), and Federico Aguilar Alcuaz (visual arts)—to accommodate her four choices.

Ramon Santos (music), a Filipino composer whose works have been performed in major music festivals around the world, had been dropped from the list.

Santos, who received the highest votes from the selection committee, has not released any statement about the issue. Reports said that he underwent an 11-hour delicate heart surgery in the Philippine Heart Center on August 13 for suspected aneurysm.

WHO IS QUALIFIED? The petitioners also criticized the nomination of Alvarez and Caparas, citing several irregularities.

They pointed out that Alvarez currently sits as the NCCA's executive director and as presidential adviser on culture. Alvarez also heads the NCCA secretariat that receives nominations for national artists.

The guideline for the selection of National Artists automatically disqualifies NCCA and CCP board members and consultants from nominations.

    Ganyan talaga ang buhay nating Filipino, laging nakikita ang mga mali bakit hindi pairalin ang pagiging positibo..pag nakagawa ka ng 9 na kabutihan at 1 pagkakamali, ang mga tao makikita lang ung 1 mali hindi ung 9 na kabutihan..ganyan tayong mga Filipino mga hunghang tayo..kahit pansinin mo lang sa loob ng ating mga tahanan ang ganyang pag-uugali natin...

    Sana yung iba dito alamin muna kung sino-sino ang mga national artists natin. Alamin nyo muna kung ano yung kanilang accomplishments at contribution sa ating lipunan. Tapos alamin nyo na din kung paano sila nagsimula at itinaguyod ang kanilang sining.

    Then, pakikumpara sina Caparas sa kanilang lahat. Lalabas kung sino ang karapat-dapat bigyan ng award at kung sino ang tunay na elitista.

    as usual, inggitan blues. may prerogative ngang mag-compose ng own list of awardees ang presidente, eh. sino ba namang shunga ang tatanggi sa award ng presidente? huwag na lang sumama sa state funeral yung ayaw sa awardee. talagang ganiyan ang buhay. mga pinoy nga, bumu-boto ng mga politicians na mga ewan.

    Alam naming marunong kang magdrawing Mr. Caparas. Pero hindi issue dito kung marunong kang magdrawing or hindi. Ang punto dito ay hindi ikaw ang nagdrawing ng mga kwentong komiks mo kaya hindi ka nababagay sa kategoryang visual artist.

    Kung talagang may dignidad si Carlos Caparas, dapat di nya tinanggap. Anong saysay ng award nya kung yung mga kapareho niyang mga artists ay walang respeto sa kanya. At hindi ito isyu ng crab mentality. Ang mga respetadong artists na ito ay may basehan. Kung may bahid ng pagaalinlangan ang award mo, kapal naman ng mukha mo kung tatanggapin mo pa.

    kung d tinanggap ni caparas ung award eh d sana mas lalong tataas ung tingin ng tao sa kanya at pedeng pede ma appoint as NA next time. nakakahiya kaya ung d ka tanggap ng karamihan.
    at ung pagiging mayaman nya ngaun eh nakuha nya lng nman thru his wifey!

    elitista ba si Levi Celerio? bakit yung mga dating pangulo, nagappoint naman ah, pero walang nagreklamo. Eh kasi naman diba dapat 1-2 lang ang dapat iappoint na wala sa original list, eh kaso, yung may pinakamataas na point nawala tapos 5 asin LIMA pa ang nilagay na kapalit. siguro di iingay ng ganito ito kung yung mas mababa ang points ang nalaglag di yung pinakamataas...

    Sa susunod na may travel visit ang Pangulo sa ibang bansa dpt magbaon nlng sya ng sardinas, noodles,tuyo at bigas para iwas gastos ska para di na nya kailangan mag check-in sa hotel magbitbit na rin ng tint,unan at habol para wala ng masasabi at wala ng iaaudit ang taong bayan.

    Ang yaman talaga ng bansa natin, mayaman sa ingay sa daan.
    Pansin ko lang lahat na mga bansa na mahilig sa protesta, ay mga bansang mahihirap, no.1 yan ang bansa natin.
    Karamihan sa mga protesters mga tambay sa kanto,mga walang trabaho. Hayyy...pano uunlad ang buhay nyo..eh ang tamad nyo!

    hindi ba ang mga napiling national artist, OO elitista lahat sila, kahit si Larry alcala at Levi Celerio na nakatira lang sa siang rented apartment elistista.

    dahil tinaas nila ang antas ng sining na kanilang kinabibilangan...

    Si caparas ba NAGAWA YON???? with his massacre movies and his comics stories NAHINDI NAMAN SIYA ANG NAG-DRAWING????

    ano ba naman ito pati ba naman ang national artist issue na may petition online pa! masyado na ang mga filipino lahat na lang issue... KUNG SWERTE NILA NGAYON TANGGAPIN NIO, HINTAYIN NIO ANG SWERTE NIO! mas marami pa kayong matutulong sa ating bansa keysa dyan sa puro kayo protesta! E yung mga nagrarally dahil daw sa magarbong biyahe ni arroyo sa US. Nagrereklamo kayo may share ba kayo don, i mean nagbabayad ba kayo ng buwis?! Kung hindi manahimik na lang kayo, dahil ang may karapatan magalit yung mga nagbabayad ng buwis... yung iba naman dyan mga bayaran lang para manggulo!

    this is probably the first time a protest was made on the selection of national artists. DELICADEZA na lang ang pairalin lalong lalo na si Caparas at si Alvarez... Personally, I dont think they deserve it.

    these national artists thought that they have the monopoly of talent.. e wala nga yatang nakakaintindi ng gawa nila....pang elitista kasi.... galit sa masa ..ha ha ha...
