Liza Dino gets asked if she is on good terms with FAP head Vivian Velez

Inimbitahan ng Film Development Council of the Philippines sa pamumuno ni Chairman Liza Dino ang aktres at director general ng Film Academy of the Philippines (FAP) na si Vivian Velez sa 4th Film Ambassadors' Night.

“Yes, of course, she’s a part of our board. And, actually, alam ko nag-acknowledge siya ng invitation namin. Sana, sana dumating,” pahayag ni Chair Liza sa PEP.ph (Philippine Entertainment Portal) nang ma-interview namin siya sa Maybank Performing Theater sa Bonifacio Global City, Taguig City last February 9.

Nagkaayos na ba sila ni Vivian pagkatapos ng controversy sa 2019 Luna Awards ng Film Academy of the Philippines?

“Uhm, it’s a working board,” ngiti ni Chair Liza.

“Of course, hindi maiiwasan na may mga question siya. It’s just a matter of...she’s very new. It’s just a matter of explaining to her kung ano ba yung mga patakaran na kailangan nating sundin.”

Nasagot naman nila ang mga tanong sa kanila ni Vivian?

“Yes, of course,” sagot ni Liza.

“Saka marami kami sa board. I’m the Chair. Pero maraming board members ang FDCP. So, we’re all working together para mas maging klaro at maayos yung pag-approve namin ng mga ginagawa naming initiatives.”

Nagkita na ba ulit sila ni Vivian?

“Oo, nagkita na kami ulit last time.”

How was it?

“Uh, ahh….yeah,” tatangu-tangong reaksyon ni Chair Liza.

Pero walang ma-comment sa amin si Chair Liza nang tanungin namin ang tungkol sa huling pagkikita nila ni Vivian. At pagkatapos, tumawa na lang si Chair Liza.

Matatandaan na nagkaroon ng kontrobersiya noong December 2019 nang i-question ni Vivian ang ginawa ng FDCP na piliin ang mga nanalo sa 2019 Luna Awards. Ayon sa statement na nilabas noon ni Vivian, ang ginawa ng FDCP ay "clear violation of FAP's mandate."

“Kahit may [coronavirus disease, COVID-19] scare, nandito tayong lahat.

“This year, well, we’re looking forward to, but looking onward sa future ng Philippine cinema. So, nakakatuwa na very, very young.

“Marami rin tayong acting awards this year.

“Kasi, last year, namayagpag ang mga actor. Normally yan, puro films yan, and directors. But now even our actors are creating a name for themselves and getting recognition.

“Ang haba ba ng listahan? Hahaha!”

Ang Film Ambassadors' Night ang ika-apat na taon na pagkilala ng FDCP sa mga natatanging pelikula at mga individuals na nagbigay karangalan sa Pilipinas sa iba't ibang international film festivals.

Nagbigay ng pagkilala ang FDCP sa Film Ambassadors' Night para sa mga nanalo sa ibang bansa mula sa short films, documentaries (TV, short, full-length), technical and creative awards, acting awards, feature films, A-listers, special citations, at ang pinakamataas na parangal that night: ang Camera Obscura.

Labing-anim ang artistang binigyan ng award para sa mahusay na performance nila sa naipanalong pelikula nila sa ibang bansa. Kabilang dito sina Ai-Ai delas Alas, Maja Salvador, Ogie Alcasid, Ina Raymundo, Barbara Miguel, Crisel Consunji, Krystle Campos, Geraldo Jumawan, Angeli Bayani, Max Eigenmann, Rainbow's Sunset cast, at ang veteran stars na sina Dante Rivero at Gloria Romero.

Kabilang din sa 16 actors ang mga yumaong artista na sina Eddie Garcia, Tony Mabesa, at Kristoffer King.

Pasok naman para sa binigyang parangal sa hanay ng A-Listers ang aktres na si Judy Ann Santos, director Jun Robles Lana, at ang mga pelikulang Aswang, Mindanao, at Verdict.

Hindi naman nakarating para personal nilang tanggapin ang kanilang award for the Special Citation category sina Bea Alonzo, Joel Lamangan, at Cesar Montano.

Sina Ricky Lee, Nick Deocampo, at Direk Cathy Garcia-Molina ang napiling tumanggap ng Camera Obscura award.

Ano ang plans ng FDCP for 2020?

“Marami, marami tayong plans. PPP [Pista ng Pelikulang Pilipino], meron pang film labs. Uh, puro policies din, working on intellectual property, etong workers aayusin natin.

“We’re meeting now, next week, with a lot of, with networks para maayos ko yung implementation nung kakalabas lang na policy for workers.”

Totoo ba na gagawin ng 8 hours na lang ang pagtatrabaho sa set ng mga taga-industriya?

“Minimum of 8 hours, maximum of 16. So, yun yung magiging patakaran ngayon.”

Ano ang suportang binibigay ng mga producer sa bagong batas na ‘to?

“Uh, yung producers, I have a meeting next week with ABS-CBN. And I’m hoping, that is because they want to understand compliance and working towards transitionary measures para ma-meet nila yung ano, yung guidelines na yun.

“Tapos, uhm siyempre may fear din yung ibang producers. Pero uhm, generally, parang gusto lang nilang maintindihan kung paano sila makakarating doon sa masunod yung patakaran.

“Siyempre, parang ang sinasabi nila, ‘Naku, Chair, baka sobrang tumaas yung cost and ano. Pero uhm, sobrang tumaas yung cost ng production.’

“Bu, siguro nandoon tayo ngayon sa, let’s try to understand how muna we can elevate conditions of our workers.”

Bago ba nila binuo ang mga bagong polisiya sa tamang oras ng pagtatrabaho ng taga-industriya ay nagkaroon ba sila ng consultation with the producers?

“Uh, ilang beses pong nag-consultation with the producers. It’s the DOLE [Department of Labor and Employment] that actually calls for the negotiation.

“Ilang beses dumating ang GMA-7, ang ABS-CBN, and all the other networks.

“Even smaller producers were called for those negotiations. Kami po ang nagkaroon ng ten consultative meetings with the workers naman. So, parang naghati kami ng responsibility.”

Kailangan talaga nilang sundin yun?

“Yes po, wala silang choice, Hahaha!”

Ano ang penalty kapag hindi sinunod ng mga producer ang bagong batas sa tamang working hours sa set?

“Magbabayad po sila. Maraming penalties na involved, in terms of the violation.”

Ano naman ang masasabi niya sa Eddie Garcia Act?

“Yung Eddie Garcia Act is a Congress initiative.

“Eto yung mag-i-institutionalize sa batas na ‘to.

“So, napaka-importante nito kasi, eto ang magsusulong talaga na hindi lang nasa executive level ‘yung compliance. Pero talagang institutionalized na siya. Isa na siyang batas na susundin ng lahat at, forever na siyang nandiyan.

“So, malaking bagay po talaga na masuportahan natin yung Eddie Garcia Act. And then, I’m happy that the Congress is really giving it the priority that it needs.”
