Liza Dino "very confused" about resurfacing of FDCP’s 2017 letter re: MMFF

Nilinaw ni Liza Diño, ang chairperson ng Film Development Council (FDCP), na 2017 pa ang letter-proposal na ipinost ni Celine Pialago, na spokesperson ng Metro Manila Development Authority (MMDA).

Tungkol ito sa mungkahing ilipat ang pamamahala ng Metro Manila Film Festival (MMFF) sa ilalim ng FDCP.

Naka-address ang undated proposal sa Office of the President.

Nang makausap ng PEP.ph (Philippine Entertainment Portal) sa pamamagitan ng Facebook Messenger si Liza noong Martes ng hapon, July 21, klinaro niyang ang post ni Pialago ay isang position paper na ipinasa ng FDCP sa Office of the President noon pang taong 2017.

Subalit sa ngayon, wala pang “written updates” tungkol sa proposal.

Matatandaang July 20 in-upload ni Pialago sa Facebook ang kopya ng proposal.

Ang MMDA ang nagpapalakad ng taunang Filipino-films-only festival simula 1994.

Ayon sa Facebook post ni Pialago, taun-taon na lang daw pinag-uusapan ng MMDA at FDCP ang pamamahala sa MMFF.

Buwelta ni Pialago sa kanyang caption, “Ang MMFF nga po belongs to MMDA.”

Ang sabi ni Liza sa PEP.ph, “Sorry, I haven’t personally met Miss Pialago.

“What she posted was a position paper we drafted and submitted to Office of the President in 2017 and MMFF was requested for a comment on the same.

“As far as we know, they have no written updates yet on the matter.”

Taong 2017 nang maging opisyal na miyembro si Liza ng MMFF Executive Committee. Ito rin ang taon kung saan na-appoint si Lim bilang MMDA chairman.

August 2016 naman nang ma-appoint si Liza bilang chairman ng FDCP.

Ngayong umaga, July 24, lumabas ang sulat ni MMDA Chairman Danilo Lim na nagsasabing tinatanggal na si Liza bilang miyembro ng MMFF Executive Committee.

Si Lim din ang tumatayong chairman ng MMFF.

Nang makausap muli ng PEP.ph si Liza ngayong hapon, July 24, sa pamamagitan pa rin ng Facebook Messenger, sinabi nitong “very confused” siya kung bakit muling lumitaw ang 2017 position letter niya sa 2020 Facebook post ni Pialago.

Ayon kay Liza, na-discuss na raw ito ng MMFF Executive Committee noong October 2017.

Paliwanag niya, “No further action was taken on this matter up to this date so we are very confused as to why these are resurfacing.”

FDCP'S OFFICIAL STATEMENT

Ngayong hapon, July 24, 2020, naglabas ng official statement ang FDCP tungkol sa post ni Pialago, at sa pagkakatanggal ni Liza bilang MMFF Executive Committee member.

Nakasaad dito na nagpadala ang FDCP ng sulat sa MMDA noong July 21, upang klaruhin ang post ni Pialago sa Facebook noong July 20.

Ipinaliwanag ng FDCP na 2017 pa ang position paper na ipinost ni Pialago at napag-diskusyunan na ito noong October 2017, kasama ang MMFF Executive Committee.

Simula raw noon, wala pang ginagawang hakbang ang FDCP tungkol sa isyu.

Noong July 23, 2020 natanggap ng FDCP ang sulat ni MMDA Chairman Danilo Lim tungkol sa pagkakatanggal ni Liza bilang miyembro ng MMFF Executive Committee.

Ito raw ang “first official communication” sa pagitan ng FDCP at MMDA.

Ikinagulat daw ito ng FDCP dahil sa mga huling meeting ng MMFF Executive Committee, kung saan present din ang FDCP, ay hindi napag-usapan ang mga issues sa pagitan ng dalawang ahensiya.

Maglalabasdaw ulit ng statement ang FDCP pagkatapos ng pakikipag-usap nito sa MMDA.

Narito ang full statement ng FDCP:

“On July 20, 2020, the Facebook page of MMDA Spokesperson Celine Pialago accused FDCP of lobbying to be in charge of MMFF and posted images of FDCP’s position paper submitted in 2017 to the Office of the Executive Secretary regarding MMFF.

“On July 21, 2020, FDCP sent a letter to MMDA requesting for clarifications on the MMDA Spokesperson’s post.

"In the letter, FDCP explained that (a) the document was a 2017 position paper of FDCP which was forwarded to the MMFF for comments and position, (b) in a meeting in October 2017, the MMFF Executive Committee discussed the document as one of the agenda, and (c) since then up to this date, no further actions were made by any of the parties on the matter.

"In fact, FDCP accepted subsequent invitations to be part of the Executive Committee after 2017 in support of the Philippine Film Industry.

“On July 23, 2020, FDCP received a letter from MMDA Chairman Danilo Lim informing FDCP Chairperson Liza Din?o of her removal from the MMFF Executive Committee.

“As this was the first official communication that was received from the Chairman about this matter, FDCP has reached out to MMDA for further clarification on their statements reflected in their letter.

“As far as FDCP is concerned, in the last meetings conducted by the MMFF Executive Committee which FDCP attended and even with the FDCP Board of Trustees where MMDA is also a permanent member, none of the issues raised in the letter have been officially taken up. Hence, the confusion of the Agency.

“FDCP will be releasing a more detailed statement after a meeting with MMDA.”
