Part 1 Isko Moreno says a change of leadership is the "instant" way to stop deterioration of Manila

Pinagdidiinan ni Manila Vice Mayor Isko Moreno na wala siyang utang na loob na dapat pagbayaran kay Manila Mayor Alfredo Lim. Dalawa lang daw ang tinatanawan niya ng utang na loob politically—si Congressman Danny Lacuna at sa mga Manilenyo na nagluklok sa kanya sa puwesto.


Ekslusibong nakausap ng PEP.ph (Philippine Entertainment Portal) si Manila Vice Mayor Isko Moreno, sa Los Angeles International Airport, noong Biyernes ng gabi, July 27, (Sabado ng hapon sa Pilipinas, July 28).

Pabalik na ng Pilipinas ang bise alkalde ng Maynila mula sa pagkuha ng isang short-course program on local governance sa Harvard University.

Ang una naming napag-usapan ni Vice Mayor Isko ay ang tungkol sa mga kontrobersiya sa buhay niya ngayon.

“Wala naman, part lang siguro ’yan ng pamumulitika ng ibang politiko na masamang mag-isip.

“Pero awa naman ng Diyos na nasasanay na rin naman na tayo sa mga ganyan.

“These are some of those challenges in politics, especially, whether we accept it or not, it is already election season.

“Because very unique itong eleksyon na ito dahil mas maaga ang filing of candidacy.

“It will be held on October 1 to 5, but normal elections katulad nung dati natin, ang filing of candidacy is March of an election year, so mas maaga ngayon.

“Kaya mas maaga, marami diyan namumulitika na talaga. Well, wala ka namang magagawa.”

RUNNING MATE. Tuloy na ang pagta-tandem nila ni former President Joseph "Erap" Estrada sa 2013 elections.

“President Erap is running, confirmed, as mayor [of Manila], base na rin sa sinabi niya.

“At ako naman kasi, under Puwersa ng Masang Pilipino, which is headed also by Senate President Juan Ponce Enrile...

“And Senator Jinggoy Estrada and President Erap, with alliance with UNA [United Nationalist Alliance].

“Ang komposisyon niyan, dalawang partido, PDP-Laban which is headed by the Vice President [Jejomar Binay].

“So most likely, I’m running for re-election as vice mayor, so kami na rin ni President Erap ang magka-team up.”

RIFT WITH MAYOR ALFREDO LIM. Ano na ang update sa sigalot nila ni Manila Mayor Alfredo Lim?

“Wala, hindi ko naman pinapansin.”

Nagkikita pa ba sila?

“Oo naman. As I have promised the city of Manila, the Manilans, that we will continue to support under his [Mayor Lim’s] administration.

“We respect him because he is our mayor, at hanggang ngayon naman, patuloy kaming sumusuporta.”

POLITICAL DEBT. Buhat nang sumiklab ang kanilang alitan, bihira na raw silang magkita o mag-communicate ni Mayor Lim.

Nasaktan ba siya sa nangyari sa kanila ni Mayor Lim?

“Well, wala kang magagawa, hindi ko naman puwedeng sabihin na hindi ako nasasaktan sa ginagawa niya, dahil tao lamang ako.

“Pero talagang ganun, e. Hindi niya gusto yung desisyon ko, wala naman akong magagawa...

“Because I don’t owe it to anybody, I owe it to Manilans.

“Kung meron man akong pinagkakautangan ng loob sa pulitika, for me being the vice mayor, it’s the former Vice Mayor Danny Lacuna.

“Kasi iyon ang nagpaaral sa akin sa kolehiyo, siya ang nag-encourage sa akin na mag-aral...

“Iyon ang kumuha sa akin na vice mayor, siya nag-alaga sa akin sa pulitika.

“So, kung political debt lang, e, kay Danny Lacuna yun.

“Ngayon naman, yung kinalalagyan ko bilang vice mayor, e, utang na loob ko yun sa mga Manilenyo, nothing more, nothing less.

“So, the least that I can do is think of things, better things for them.

“So, kung sa tingin kong meron akong paniniwala, na hindi naman ayon sa paniniwala ng kasalukuyan [administrasyon], tingin ko karapatan ko din naman iyon.”

SETTLEMENT. Sa tingin ba ni Mayor Isko ay maaayos pa ang sitwasyon o lalong titindi habang palapit ang eleksyon?

“I have nothing personal against him, I respect him as a mayor, but with regards to political decisions, magkaiba kami—iyon talaga.

“May difference kami kasi magkaiba naman kami ng partido ever since.

“We were in separate parties, at ngayon naman, basta siya ang ibinotong alkalde, ’ginagalang namin siya...

“I hope tulad din ng pagtingin namin sa kanya ang gawin niya.

“Until June 2013 of our mandate, from 2010 to 2013, we will support him because I think we need to support each other.

“Not because of our political advantages, but because we were obliged to and we are mandated by our people to serve them.”

FAR BEHIND. Maliban sa hidwaang political, naghain din si Vice Mayor Isko ng mga corruption case laban kay Mayor Lim.

Kasabay nito, ikinagulat daw ng vice mayor ang malayong ranking ng City of Manila in terms of development sa ginawang pag-aaral ng Depatment of Interior and Local Government (DILG).

Saad niya, “Because if you go to DILG.gov.ph, the website of the DILG, you’ll see there that out of 38 cities na pinag-aralan ng DILG sa buong Pilipinas, ang Maynila is number 36!

“We were almost in the tail, far, far behind.

“Now, out of sixteen cities, highly-urbanized cities in Metro Manila, ang Maynila is number fifteen!

“And what’s ironic about it, we are the capital of the country!"

ONLY TWO MAYORS. Ayon sa Vice Mayor, mayroong historical basis kung bakit nagkaganito ang pagpapatakbo ng siyudad.

“So, kaya sinasabi ko kanina, may kanya-kanya kaming paniniwala.

“And I think yung mga paniniwala namin, we should respect our belief or principles of both sides.

“I believe that we have to renew the city. We have to change leadership with regards to the city.

“Why? Tingnan mo, ha? Not for anything else, Manila was led by two persons only, for the past 21 years.

“Why and how? 1992 to 1998, sino ang mayor? Ang kasalukuyan po naming alkalde [Mayor Lim].

“That’s how many years, that is six years.

“1998 to 2007, dating mayor Lito Atienza, that is nine years... So six plus nine, fifteen [years].

“2007 to 2013, sino ang mayor? Yung kasalukuyan pong alkalde—that’s how many years?

“That’s six years... so fifteen plus six, that is twenty-one years!

“Twenty one years, my God, we’ve been electing two people only!

“So, hindi ka na magtataka bakit nagkaganoon na ang Maynila, naging No. 36 sa buong Pilipinas...

“Sa buong Metro Manila No. 15 out of 16 [cities and municipalties]!"

CHANGE OF LEADERSHIP. Ganunpaman, nagbigay ng suggestion ang vice mayor.

“So what do you think is the solution? One of the solutions is to change the leader.

“Immaterial whether it is me, somebody else—si Pedro, si Juan, si Petra.

“We need a new face, a new face of a leader in the city of Manila.

“Immaterial na yung personalidad dito na si Erap, si Isko, o siya o sino... We have to change.

“We have to put somebody there, a new face to lead our city,with a fresh mind. Iyon ang paniniwala ko.

“Hindi ko sinasabi na iyon kaagad ang tunay na solusyon, iyon ang makakapagbigay ng solusyon.

“I think that is an immediate solution—instant solution.

“So that, baka naman may bagong idea, bagong… because we need, literally, an urban renewal.

“When we talk of urban renewal, we are not only talking of physical renewal of the city of Manila, although we are deteriorating, physically.

“Try to drop by to the city or go around the city, you’ll see.

“Financially we are deteriorating, as what you can see, it’s happening.

“So ang point lang namin, it has nothing to do with the incumbent leadership, I think…

“Ang sinasabi lang namin, ‘Sir, pinagbigyan ka na namin. Sir, siguro it’s time to have a change. Wala naman kaming masamang laban sa iyo, e. I think Sir, tama na, panahon nang huminto, ibigay naman natin sa iba.’”
