Duterte calls Roxas pretentious and a fraud; Roxas says Duterte is a liar

Davao City Mayor Rodrigo Duterte and Mar Roxas engaged in a heated discussion over their different brand of leadership, particularly in dealing with crime and disaster/emergency situations.

It all started when Pilipinas Debates 2016 panelist Ed Lingao questioned Mayor Duterte’s vow to wipe out crime in the country within first six months of his administration if he wins the presidential race.

Citing a statistical data about Davao City having the highest crime rate in 2010 and 2012, Ed asked Mayor Duterte: “Paano ni’yo tutuldukan ang krimen sa buong bansa ng anim na buwan kung sa Davao City where you have been mayor for two decades already may problema pa rin pala sa krimen?”

Mayor Duterte, for his part, dismissed the reported findings about the crime rate in his hometown as “malicious” and doesn’t completely show his brand of justice.

“Kaya nung sinabi niya [Roxas] may shabu sa Davao, sabi ko pati sa Maynila.

“So, one week after there was a raid dito sa Davao at sa Maynila. Look what happened.

“Yung doon sa Malabon nakita, hinuli, buhay [yung suspects].

“Yung akin sa Davao, nahuli, patay apat.

“I said wipe out, I am still wiping out,” said Mayor Duterte, who’s known for his tag as “The Punisher” in Davao.

Just like his previous claims, Mayor Duterte said that he wouldn’t think twice about killing criminals.

“Sabi mo [Lingao], how can I do it in three to six months? Ibahin mo ako sa iba.

“Gagawin ko kung anong ginawa ko sa Davao.

“If I say do not come here, do not come here. When I say leave Davao, you leave Davao.

“If you do not do that you’re dead.

“Ganun lang naman ang istorya diyan, marami pa tayong drama.”

Roxas rebutted Mayor Duterte’s statement, insisting that around 30 or 40 barangays in Davao City were “deemed by PDEA to be drug-infested.”

Below was the heated exchange between Mayor Duterte and Roxas, based on the third part of the Visayas leg of Pilipinas Debates 2016.

1. DUTERTE CALLS ROXAS ‘PRETENTIOUS’ AND A 'FRAUD'; ROXAS CALLS DUTERTE A 'LIAR'

Roxas: “Naalala ko nung DILG ako, sumulat ako kay Mayor Digong [Duterte’s monicker] para sabihin na halos 40, ‘di ko masiguro yung bilang ng barangay.

“It’s either 30 or 40 barangays were deemed by the PDEA to be drug-infested mamgula noon hanggang sa ngayon nandiyan pa rin yung mga barangaya na ‘yan.

“Drug-infested, hindi ko kinukuwestiyon ang kanyang pagnanais na tanggalin ang drogsa sa Davao sa buong Pilipinas.

“Ang kinukuwestiyon ko yung kakayahan na magawa ito ng six months at hindi basta-basta mangyayari ito.”

Duterte: “Secretary [Roxas] has forgot that he was the DILG secretary.

“He controls the police. He has the administrative control of everybody kahit sa PNP [Philippine National Police].

“Kaming mga mayor, we only give the guidance to the police.

“We do not exercise control over the police. Kayo ang nagpipili ng mga tao. It is not us. We do not have control of the PDEA.”

Roxas: “Noong ako po ay nanunungkulan sa DILG, ang nakumpiska naming droga sa buong Pilipinas was 700 and a half billion pesos.

“Tama na ba ito? Kuntento na ba tayo? Hindi pa.

“Pero ‘yan ang aming actual na accomplishments—700 million of confiscations and arrests.

“All of these have arrests. May mga tao na nasa presuhan ngayon na naaresto sa mga drug busts na ‘yan.”

Duterte: “Yes, inaresto mo pero anong ginawa ninyo?


“This administration allowed shabu to be cooked inside the national penitentiary. Is that your performance?”

Roxas: “Kaya nahuli nga ‘di ba?”

Duterte: “Ikaw yung chief of police. Pinaka chief DILG, it is under you. Philippine National Police.

“Alam mo, wala kang ginawa, and you are claiming credit which is not yours.

“Ang mahirap sa ‘yo, Mar, you’re always a pretentious leader.”

Roxas: “Ang hirap sa ‘yo—it’s my time, oras ko na ngayon.

“Ang hirap sa ‘yo Digong, hindi mo sinasabi yung totoo.

“Ang totoo ay nahuli nga, e.

“Kaya ginawa natin nahuli. Kung ginawa naming ‘yan, e yun ang masasabi mo...

“Pero nahuli ‘yan, e. Naaresto. Tinigil. At patuloy ang ating laban sa droga.

“Hindi ‘yan pagiging pretentious.

“Nangyari ‘yan. Nasa dyaryo ‘yan. Totoong nahuli 'yang mga gumagawa ng droga sa loob ng presuhan.”

Duterte: “Hindi yun dyaryo, tabloid yun.

“Alam mo, that is there for the people to see.

“This is a republic. This is nationwide. Kaya alam nila how hard it is really to work for government.

“You're a fraud. You are pretentious.”

Roxas: “Name calling...”

2. ROXAS’S 'FALSE' WHARTON DEGREE VS. DUTERTE’S  'FALSE' SENSE OF JUSTICE

Duterte: “Pati edukasyon mo sinabi mo Wharton, hindi ka pala taga Wharton.”

Roxas: “Hindi ko problema na hindi maunawaan ni Mayor Duterte kung anong ibig sabihin ng pag-graduate sa Wharton.

“Malinaw na malinaw. Wharton na mismo ang nagsabi graduate ako dun sa kanila.

“Kung ayaw mo maniwala ‘yan ang brand ng Duterte justice.

“Kung anong nasa isip niya, kahit hindi totoo ‘yan kanyang papaniwaalan, at ‘yan ang kanyang gagawin.”

Duterte: “We asked Wharton and they said it would be inappropriate for Mr. Roxas to claim that he was a Wharton graduate with an MBA.

Jejomar Binay (interjects): “Hindi, um-attend ata siya [Roxas] ng seminar.”

Duterte: “Yun.”

Roxas: “‘Eto naman si Vice President Binay sumawsaw pa.

“Ang importante dito, ang Wharton mismo nagsabi na graduate ako doon.

“Never kong sinabi na nag-MBA ako. Ikaw lang nag-iisip nun.

“Ikaw lang ang nag-isip na hindi mo maunawaan na hindi mo alam ang ibig sabihin na nag-graduate ako sa Wharton.

“Pero balik tayo sa totoo.”

Duterte: “No, no, no! Balik tayo sa Wharton.

Roxas: “Excuse me, oras ko ito.

“Kung ano ang pumasok sa isip mo, sarado na ang isip mo.

“’Yan ang Duterte justice. Wala nang katotohanan.

“Kung ano lang pumasok sa isip mo, pikit mata, gagawin mo, baka may mamatay pang tao.

“Hindi ko gusto para sa Pilipinas ‘yan.”

3. DUE PROCESS VS. DUTERTE’S EXTRA-JUDICIAL KILLINGS

Duterte: “‘Yan ang problema, kung hindi ka marunong pumatay ng tao at takot kang mamatay.

“’Yan ang problema. You cannot be a president. Believe me.

“’Wag na lang ‘yan. Maghanap ka ng ibang...”

Roxas: “Hindi ako takot mamatay.

“Ako mismo pumunta sa Yolanda. Ako mismo pumunta sa Zamboanga [seige].

“Doon ako tumira, tatlong lingo, para masubayabayan ang ating mga kapulisan, ang ating mga kasundaluhan doon.

“Hindi po ako takot mamatay.

“Ang akin, hindi puwede na basta-basta tayo papatay ng tao nang walang proseso.

“Ang mga mahihirap lang ang pinapatay diyan.

“Sinong malalaking tao ang pinatay mo? Sinong malalaking tao ang binangga mo?

Duterte: “Hindi mo lang alam kasi wala kang alam talaga.”

Roxas: “Ang problema patutsadahan na lang ito.

“Pagkapangulo ang pinag-uusapan dito. Hindi puwede na basta-basta patutsadahan na lang.”

4. ALLEGED MISMANAGEMENT VS. ABSENCE DURING YOLANDA TRAGEDY

Duterte: “I was there in Yolanda day 2.

“This guy [Roxas] cannot handle stress. He is a weak leader.”

Roxas: “You were there. You were asking us for coffee. We were there accommodating you.

“Nandun ako nagpapatakbo ng meeting. Nandun ang mga heneral. Nandun si [Defense] Secretary Volts Gazmin. Nandun si [DSWD] Secretary Dinky Soliman.

“On the second day, nandun ang pangulo [Benigno Aquino III].

“Papa’no mo sasabihin na wala ako doon? Nandun ako.

“I was a central player sa mga meeting na yun.

“Ikaw ang nawawala. Dumating ka doon, ilang oras, nagpa-photo-op, umalis.

“’Yan ang uri ng liderato mo.”

Duterte: “Natural. Because I was among umo-order na hindi mo malaman kung anong gawin.

“I said you were there, you were lost like a zombie.”

Roxas: “For two weeks, araw-araw akong nagpatakbo ng meeting. May mga tao dun.”

5. MORE NAME-CALLING

At this point, Pilipinas Debates 2016 moderator and TV’s head of news and public affairs Luchi Cruz-Valdes mediated between the two arguing presidential candidates.

Luchi: “Titigil na po tayo dito. Mawalang galang lang po ulit. Kasi magiging he says, she says po.”

Duterte (interjects): “Siya walang galang, e.

Roxas: “Nakikita ng tao kung sino ang walang galang dito.
