Tinalo niya si Carlito Tandog, na nasa ikasiyam na puwesto at may botong, 12,332..
Sa kanyang Facebook page, nagpaabot ng pasasalamat si Napao sa lahat ng sumuporta sa kanya.

DRAW LOTS IN CASE OF TIE IN VOTES
Sa kabilang banda, kung magkaroon ng tie sa dalawang tumatakbo sa public office, pinapayagan ng Commission on Elections (Comelec) ang draw lots.
Nakasaad ito sa Omnibus Election Code – Article XIX.
Ayon sa Section 240 (Election resulting in tie), “canvassers shall proceed to the drawing of lots of the candidates who have tied and shall proclaim as elected the candidates who may be favored by luck, and the candidates so proclaimed shall have the right to assume office in the same manner as if he had been elected by plurality of vote.”
Matatandaang ganito ang nangyari noong 2019 elections sa mayoral race sa Araceli sa Palawan.
Nag-tie noon ang dating mayor na si Sue Cudilla at si incumbent Mayor Noel Beronio dahil pareho silang nakakuha ng 3,495 votes.
Nagkasundo sila sa tie-breaker sa pamamagitan ng toss coin.
Matapos ang best-of-three coin flip, nanalo si Cudilla at naging mayor muli sa Araceli.
