Congress may postpone third reading of bill granting ABS-CBN provisional franchise

Posibleng sa susunod na Lunes, May 25, maganap sa Kongreso ang third reading ng panukalang batas na magbibigay ng provisional franchise sa ABS-CBN.

Ngayong araw na sana, May 18, nakatakda ang third at final reading ng House Bill 6732 o An Act granting the ABS-CBN Broadcasting Corporation A Franchise to Construct, Install, Operate, and Maintain Television and Radio Broadcasting Stations in the Philippines, and For Other Purposes.

Pero ipinagpaliban ito dahil kailangan daw sundin ng Kongreso ang nakasaad sa batas na ang bawat pagbasa sa isang panukalang batas ay idaraos sa magkahiwalay na araw.

Ginawa ang first at second reading ng House Bill 6732 noong May 13, Miyerkules.

Dapat din daw ay may kopya ang lahat ng mambabatas ng panukala tatlong araw bago ang final reading nito sa plenaryo.

Maaari lamang daw itong hindi sundin kapag sinertipikahan ng Pangulo na ito ay urgent at dapat maisabatas agad, gaya ng kapag may pambansang kalamidad o emergency.

Sa panayam ng Teleradyo sa Channel 5 ng ABS-CBN TV Plus ngayong Lunes, May 18, sinabi ni Cagayan de Oro Representative Rufus Rodriguez na gagawin ulit ngayong araw ang second reading sa panukala, sa halip na third reading.

Saad ni Rodriguez, “What may happen this afternoon is that the Majority Leader may already ask for the reconsideration of the second reading and bring us back to the plenary.

"So in the plenary, tapos ako naman may mga ammendments akong gustong ipasok, mag-deliberation 'yan, and it will be called again for the second reading vote this afternoon.”

ONE WEEK DELAY

Dahil dito, magkakaroon ng delay ang pagpapadala ng kopya ng panukala sa Senado.

Sabi ni Rodriguez, “So, kung maaprubahan namin ngayon for second reading, that will be a separate day from last Wednesday [May 13], so okay na tayo sa separate days ng first and second reading.

“Now, under our rules, kailangan three days notice, then giving the printed form of the approved bill of the second reading, bibigyan lahat ng members.

"And then after three days, it can be voted [on] for the final third reading.

"Since our hearing, our session is only until Wednesday, for this week, therefore hindi aabot ng three days.

"Kasi two days lang, e, from today to Wednesday.

"So what will happen, next Monday, we can approve it on third reading and then it will be sent immediately to the Senate.

"And in the Senate they promised to take it up immediately, Tuesday or Wednesday.

"And if they will adopt our version, ipapadala agad namin kay Presidente."

Mag-a-adjourn ang Kongreso sa kanilang sesyon sa June 5.

URGENT REITERATIVE MOTION

Ngayong hapon din, naghain ng urgent reiterative motion ang ABS-CBN sa Supreme Court upang magpalabas na ito ng temporary restraining order o preliminary injunction laban sa cease and desist order ng National Telecommunications Commission (NTC).

Ayon sa ulat ng News5, kahit may nakabinbing panukala sa Kongreso na maaaring magbigay sa istasyon ng provisional franchise, posibleng tatagal pa ito ng ilang buwan bago maipasa.
