Bulacan Governor Daniel Fernando airs side on SBMA incident

Bulacan Governor Daniel Fernando on report saying he raised his voice to SBMA Administrator Wilma Eisma: "...I never said anything to mean that I am entitled to special treatment just because I am a governor. Itinanggi ni Bulacan Governor Daniel Fernando na may nalabag siyang quarantine protocols nang magtangka siyang dumaan sa Subic Bay Freeport noong May 8.

Kahapon, May 20, inilathala ng The Manila Times ang isang report na may headline na “Bulacan Gov Daniel Fernando no ordinary man.”

Isinulat ito mismo ng publisher ng pahayagan na si Dante Ang.

Nakasaad sa report na hindi pinayagan si Fernando ng mga guwardiya ng Subic Bay Metropolitan Authority (SBMA) na dumaan sa Tipo gate na lusutan papuntang Morong, Bataan.

Pupunta umano ang 58-year-old actor-politician sa Morong upang magdala ng relief goods para sa mga residente roon.

Nang harangin siya ng mga guwardiya, tinawagan daw ni Fernando si SBMA Administrator at Chief Executive Officer Wilma Eisma upang payagan siyang dumaan.

Ayon pa sa ulat, pumayag diumano si Eisma at papaeskortan pa siya sa mga guwardiya ng lugar.

Dito na diumano nagkaroon ng problema dahil wala raw dalang relief goods ang Bulacan governor.

Ayaw rin daw ng gobernador na eskortan siya kaya hindi na siya pinayagan ni Eisma dumaan sa Tipo gate.

Binago raw ni Fernando ang kanyang unang sinabing may dala siyang relief goods. Bagkus ay pera raw ang dala niya para sa kamag-anak sa Morong na nagda-dialysis.

Pero hindi pa rin siya pinayagan ng SBMA head.

May nakapagsabi rin daw kay Eisma na ang sadya lamang umano ni Fernando sa Morong ay ang bisitahin ang resort niya roon.

Dahil sa hindi nagpatinag si Eisma, nataasan daw ito ng boses ni Fernando.

Sabi pa raw ni Fernando kay Eisma: “Hindi mo man lamang ako binigyan ng galang. Hindi naman ako ordinaryong tao.”

Hindi pa rin daw nagpatinag si Eisma.

Ang ending, bumalik daw si Fernando sa Bulacan.

Sa pahayag na inilabas ng gobernador, na nailathala din sa The Manila Times ngayong araw, May 21, mariing itinanggi ni Governor Fernando ang nakasaad sa report.

Ayon sa kanya, nagdesisyon siyang pumunta ng Morong upang mag-abot ng tulong.

“They have previously called me to help them in their dire situation and I decided to make the trip as they are not allowed to travel due to the lockdown.

“I also thought of it as an opportunity to visit and extend help to Bulakeños stranded in the area needing immediate help.”

Hindi raw siya pinayagang makadaan ng mga guwardiya ng SBMA sa Tipo gate.

Kaya hiniling daw ni Fernando na makausap si Eisma upang ipaliwanag ang kanyang sadya, at nakiusap na makadaan sa lugar dahil ito raw ang pinakamabilis na paraan para makarating sa Morong.

Babalik din daw siya kaagad sa Bulacan sa parehong araw dahil sa isang mahalagang appointment.

Pero hindi siya pinayagan ng SBMA head dahil kailangan daw niyang sumunod sa guidelines ng SBMA at quarantine protocols.

Wala rin daw siyang nilabag na protocols na inilatag ng Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) .

“I am fully aware that I did not violate any law in accordance with the Omnibus Guidelines of the Community Quarantine issued by the IATF.

“As an APOR [Authorized Person Outside of Residence], I can travel within and across areas under any form of community quarantine in order to do my duty and render humanitarian service.”

Itinanggi rin ni Fernando na nagkipagtalo siya kay Eisma.

Humingi pa nga raw ito ng dispensa sa kanya.

“Ang ikinasama lang po ng loob ko ay pinaghintay pa kami ng mahigit isang oras, tapos sinabihan pa ako na… 'Be a good example for others,' eh wala naman ako nilalabag.”

Ayon pa sa kanya, ang lumabas na istorya sa The Manila Times, base sa sinabi ni Eisma, ay nagbigay ng ibang kulay sa totoong pangyayari.

Saad ni Governor Fernando, “I categorically deny that, as the article mentioned, I ‘savaged’ the administrator.

“Or that I said, ‘Hindi mo man lamang ako binigyan ng galang. Hindi naman ako ordinaryong tao.’

“I recall that although I was deeply upset at the time, I never said anything to mean that I am entitled to special treatment just because I am a governor.

“What I reiterated to her was that, as a local chief executive, I am permitted by law to travel to respond to constituents locked down in another province and seeking my help.”

Ikinalungkot ni Fernando ang lumabas na artikulo dahil nalagay raw siya sa alanganing sitwasyon.

Ngunit naniniwala siyang ang mga kababayan niya sa Bulacan, na mas higit siyang kikilala, ay hindi siya huhusgahan base sa artikulo.

Aniya, “I have spoken to Mr. Dante Ang and explained my side.

“I thank him for giving me the chance to clarify matters in the spirit of truth and fairness.

“Most of all, I owe this explanation to my fellow Bulakeños who have suffered enough from this pandemic and do not deserve this kind of untruthful information.”
