Kinumpirma ni Film Development Council of the Philippines (FDCP) Chairperson Liza Dino ang naganap na pag-uusap nila ni Senate President Tito Sotto kamakailan.
“It was a very fruitful meeting with Senator Sotto kasi gusto niyang magbuo ng isang National Film Commission. We reached out to him and I had a meeting, a very productive meeting on how paano mabuo ‘tong commission,” pahayag ni Chair Liza sa ginanap na presscon ng FDCP para sa mga proyektong gagawin nila sa 2019.
“Kasi masasagot ng National Film Commission yung mga challenges ng FDCP when it comes to regulatory powers.
“Magkakaroon ng technical working group in April. Dahil July niya gustong ihain or i-ano, ipasa yung bill for the creation of the National Film Commission and I hope FDCP can play a big part because we’ve had a lot of consultations with our stakeholders for possible policies.”
Ano ang mangyayari sa kanyang ahensya kapag naitayo na ang National Film Commisison?
“FDCP will turn into the National Film Commission. That is the goal.”
Madi-dissolve ba ang FDCP?
“Oo, parang ia-upgrade yung FDCP into the National Film Commission. At dun sa National Film Commission na yun iko-consolidate ang lahat ng film-related agencies like OMB, FAP, MTRCB.”
Ang OMB ay ang Optical Media Board, ang FAP ay ang Film Academy of the Philippines samantalang ang MTRCB ay ang Movie and Television Review and Classification Board.
Pati ba ang Metro Manila Film Festival (MMFF) ay sasailalim sa pamamahala ng National Film Commission?
“MMFF is an MMDA [Metropolitan Manila Development Authority] initiative kasi based on history, it was with Imelda Marcos’ Metro Manila Commission. Since Metro Manila Commission turned into MMDA so napunta sa kanila yung function na i-organize.”
Kailan mangyayari ang pag-turnover ng FDCP sa National Film Commission?
“Ah, ano, ilo-lodge pa lang ni Senator Sotto yung bill in July. May committee hearings pa ‘yan.”
Posible kayang abutin ng isang taon o mahigit pa ang pagbuo ng National Film Commission?
“Oo, matagal pa. Baka iba na ang Presidente noon. Pero sana pagdating sa regulatory powers mag-ano, kailangan talaga.”
Aprubado ba sa kanya ang ideya na mawala na ang FDCP at magkaroon na lamang ng National Film Commission?
“I approved kasi when we talk parang tinanong niya ako mismo like ano bang perspective mo? Do you support this?
“Sabi ko, based on the bagong function napakaraming mako-cover to support the industry. Kahit hindi ako ’yan, for the industry, it’s good for us to have this, kasi mas malawak ang magiging sakop ng function ng National Film Commission.
Kanino nanggaling ang idea na magbuo ng National Film Commission?
“I think, it’s a consolidation, ang sabi sa akin ni Direk Joel [Lamangan], umpisa pa lang, the DGPI [Directors' Guild of the Philippines, Inc.] has already been pushing for a National Film Commission.
"And there was even a time that he sat with my predecessor to discuss the National Film Commission.
“Pero ngayon pa lang talaga siya nagma-materialize because the Senate president himself is very supportive of empowering or strengthening pa the scope of the Film Development Council as a National Film Commission.”
