DOTr announces the 'no vax, no ride' policy
Ipinag-uutos ng DOTr ang “no vax, no ride” policy sa mga pampublikong sasakyan sa NCR simula January 17, 2022 para maiwasan ang hawahan ng virus at public-transport shutdown.

Ipatutupad ng Department of Transportation (DOTr) ang “no vax, no ride” policy sa mga pampublikong sasakyan sa National Capital Region (NCR) simula January 17, 2022.

Ito ang inihayag ni DOTr Undersecretary Artemio Tuazon Jr. sa isang virtual press conference noong January 12.

Ayon kay Tuazon, “Para mabigyan ng konting allowance ang mga tao to prepare for this, ang utos ni Secretary Tugade is to make this fully effective by Monday.” Si Arthur Tugade ay Secretary ng DOTr.

Naglabas ang ahensiya ng Department Order No. 2022 – 001. Isinasaad nitong tanging mga fully vaccinated individuals ang papayagang makapagbiyahe sa mga pampublikong sasakyan papunta, pabalik, at sa kabuuan ng NCR.

Batay sa Department Order, ang isang indibidwal ay itinuturing na fully vaccinated laban sa COVID-19, dalawang linggo matapos nitong matanggap ang second dose ng two-dose vaccination series ng Pfizer, Moderna, AstraZeneca, at Sinovac, o dalawang linggo matapos makatanggap ng single-dose vaccine gaya ng Johnson & Johnson ng Janssen.

Saad pa sa Department Order, “This DO shall cover public transportation for individuals who reside outside NCR but who work and/or travel to the same."

SINU-SINO ANG EXEMPTED?

Kabilang naman sa exempted sa kautusan ang mga indibidwal na may medical conditions at hindi puwedeng tumanggap ng full COVID-19 vaccination “as evidenced by a duly-signed medical certificate with name and contact details of the physician.”

Exempted din ang mga bibili ng essential goods and services, gaya ng pagkain, tubig, at gamot “as evidenced by a duly-issued barangay health pass or other appropriate proof to support and justify such travel.”

Sinabi naman ni DOTr Assistant Secretary Goddes Hope Libiran na hindi required ang antigen-test result para sa mga indibidwal na exempted dahil may medical conditions.

“Hence, for those passengers claiming to be covered under the medical reason exemption, transport authorities shall only look for their Medical Certificate,” ani Libiran.

"POOR, DRACONIAN, OR PUNITIVE"; NETIZENS REACT

Bagaman at may pumabor, maraming netizens ang kontra sa “no vax, no ride” policy. Ayon sa kanila, hindi ito makatarungan at dagdag na pahirap ito sa mga mamamayan.

Citizens reactions to DOTr's 'no vax, no ride' policy
Kasama si Walden Bello, kandidato sa pagka-bise presidente sa May 2022 elections, sa mga hindi sumang-ayon sa DO. Aniya pa, ang “no vax, no ride” policy ay “poor, draconian, or punitive.”

"Yes, [vaccine] certificates should be checked, but segregation, not repression is the answer, as in the case of restaurants. Unvaccinated people should be able to ride buses and public transportation specifically designated for them, just as in restaurants," ani Bello sa ipinadalang Viber message sa mga mamamahayag noong January 12.

Dagdag pa niya, "There is already a negative incentive here, since unvaxxed people have to wait longer for special buses, but it is not draconian and repressive. More broadly, financial incentives like a P1000 award for complete vaccination are preferable to draconian methods, which often don't work."

Sagot ni Libiran sa ipinadalang Viber message sa mga reporter, makatutulong ang kautusan para matiyak ang kaligtasan ng publiko at ng public transport workers, at maiiwasang maulit ang public-transport shutdown.

“Mas anti-poor at anti-life kung mahahawa at makakahawa ang ating mga kababayan dahil sila ay hindi bakunado,” ayon pa sa opisyal.

Ang bakuna ay libre.
