Iginiit ng Adjucation Committee ng Movie and Television Review and Classification Board (MTRCB) na wala silang kinalaman sa indefinite leave of absence ng veteran comedian and TV host na si Joey de Leon sa programang Startalk.
Ayon sa head ng Adjudication Committee na si Atty. Erik Mallonga, sariling desisyon ito ni Joey at walang kinalaman ang ahensiya o si Chairman Consoliza Laguardia dito.
"Wala namang nagsuspinde kay Joey. I think he only went on voluntary leave of absence. Siya na rin ang nag-self regulate sa sarili niya," ayon kay Atty. Mallonga.
COMMITTEE'S OBLIGATION. Sa paliwanag ni Atty. Mallonga, binubuo ng MTRCB ang isang Adjudication Committee para kumatawan sa Chairman na humarap, maglitis, at humusga sa ilang sensitibong usapin.
Sa kaso nina Joey de Leon at Willie Revillame, hindi na naaayon sa isang noontime show na may rating na Parental Guidance ang mga isyung nabubuklat.
"Kasi kung dayaan ang isyu, dapat sa DTI pag-usapan ‘yan. May lumabas pang mga isyung hindi na nararapat na pag-usapan pa sa TV. Kung merong mga rape case o acts of lasciviousness na isyu, dapat sa proper forum ‘yan tinatalakay; hindi sa telebisyon. Kung sa telebisyon man, dapat sa isang news show ‘yan napag-uusapan, hindi sa isang noontime show," paliwanag ni Atty. Mallonga.
Malawak din ang saklaw ng obligasyon ng MTRCB. Nagka-classify lang ang ahensiya kung para sa anong edad ng manonood akma ang isang programa. Pero kasama din dito ang pangangalaga para mapanatiling akma sa audience ang ratings na ibinigay ng ahensiya.
OUT OF THEIR HANDS. Minsan na inimbitahan ng Adjudication Committee ng MTRCB ang mga program producers at ilang executive ng dalawang malaking networks para pakiusapang tumigil na ang palitan ng salita sa pagitan nina Joey at Willie. Nag-ugat ang word war nina Joey at Willie sa nangyaring kontrobersiya sa show ni Willie na Wowowee.
Ayon kay Atty. Mallonga, nag-commit daw ang mga executive ng ABS-CBN at GMA-7 na titigil na ang iringan.
"Ang ABS-CBN ay gumawa na ng isang document na ini-inform ang MTRCB na hindi na nila gagawin ang mga nangyari, yung naganap na alitan ni Joey at Willie, yung palitan ng hindi magagandang salita o gestures. On the other hand, GMA-7 has also come up with a similar commitment," pagsisiwalat ng MTRCB officer.
Wala rin kapangyarihan ang MTRCB na mag-suspinde o magparusa sa mga talent ng mga istasyon. Ang mga TV programs lang ang puwede nilang i-sanction. Nasa mga executives ng TV stations ang paghusga at pag-self-regulate sa kanilang mga talents.
Pero aminado naman ang MTRCB na puwede nilang udyukan ang mga exectives sa kanilang mga desisyon.
"There is persuasive influence, I will accept that. There is persuasive influence when it starts summoning the program producers," ayon kay Atty. Mallonga.
Itinanggi rin ng head ng Adjudication Committee na pinag-iinitan nila si Joey.
"Hindi lang ang executives ng GMA 7 ang pinatawag, pati na rin ang program producers ng ABS-CBN at napagkasunduan na din ang alitan na ‘yan," ayon kay Atty. Mallonga.
GUIDELINES. Aminado ang MTRCB na wala silang nakahandang specific guidelines o balangkas ng mga dapat at hindi dapat gawin, dapat isuot o sabihin sa telebisyon. Minsan ay binabase nila ang kanilang desisyon sa idinidikta ng kanilang konsensiya at prinsipyo.
Pero madalas na ibina-base din nila ang kanilang aksyon sa reaksiyon ng mga manonood.
"Karamihan ng kasong hinawakan namin may mga tumatawag. Nag-file ng complaint. Ganito nga ang nangyari sa alitan ng dalawang television host," dagdag ni Atty. Mallonga.
