The 1st World Costume Festival held in Vigan, Ilocos Sur coincided with the region's Viva Vigan! Binatbatan Festival of the Arts, exhibiting unique festival costumes from different regions in the Philippines. Awards were given to the festivals' outstanding costumes last Sunday evening, April 28 at the Vigan Convention Center in Ilocos Sur.
