Malabon, a city etched with the resilience of its people, now pulses with a different rhythm. It's a different vibe; a feeling of steady progress.

It’s the steady, determined beat of Jeannie Sandoval—its first female mayor, whose leadership is more than just a historical footnote.
She's lived and breathed this city, going from someone who volunteered her time to someone who's leading the charge.
"Witnessing and being exposed to the daily lives of Malabuenos served as my gradual awakening in public service," she states. "I was well aware of their resilience and their desire for a better life after experiencing it firsthand as a volunteer for various non-profit organizations."
This immersion provided her with a unique perspective, a firsthand understanding of the city's challenges, and the determined spirit of its people.

On Being a Woman in Politics
Stepping into the world of politics, especially as a woman, wasn't exactly a walk in the park for Sandoval.
She faced dismissive attitudes and had to consistently prove her competence.
"I may have already heard all the possible variations of statements telling that women cannot hold a public office, let alone lead a city," she recalls. "There were also instances that my expertise was not taken seriously, if not dismissed."
"As a woman, entering politics was really challenging, but as long as there are people who see hope in my brand of leadership, I thrive," she tells us.

When asked about her leadership style, she described it in a way that really hits home: "I lead like a mother that is encouraging, positive, and trustworthy—a leader that prioritizes the well-being and development of her people."
This experience solidified her belief in the power of action and the importance of proving her capabilities through tangible results. It was about showing, not just telling.
"Actions and their results speak volumes," she asserts. "I walk the talk. If we envision a city that is collaborative, leadership that is transparent, and action-driven, I make sure that I do my best at being collaborative, transparent, and motivated."
She believes that women have to work harder to prove themselves, but that's what makes them strong leaders.

Sandoval's commitment to tangible results hasn't gone unnoticed. In 2024, she was named one of the top-performing city mayors in the Philippines according to a “Boses ng Bayan” survey, which evaluated 148 city mayors nationwide. Apart from this, she was also recognized as one of 37 leaders featured in "Asian Heroes 2024"—a coffee table book that features influential public servants across Asia.
This recognition underscores the impact of her leadership, particularly in a field where women still breaking down barriers.
Understanding Malabon City’s Needs
Sandoval's leadership is defined by her commitment to addressing the city's most fundamental needs.
Her flagship initiatives, the "Ligtas at Matibay" Housing Project and the Malabon Ahon Card (MABC) are testaments to this dedication.
"These projects address the most fundamental issues of the city that concern most of the population," she explains. "Despite being ‘trivial,’ we are able to target the most pressing needs of Malabuenos for these interventions were grounded on the principles of dignity and security."
Everyone needs a safe place to live—and that's what the Housing Project's all about: giving families who've been struggling a real chance at a decent home.
"The housing program mainly focuses on the critical need for safe and affordable settlements, especially for informal settler families in high-risk areas,” Sandoval tells us.
Meanwhile, the MABC provides essential support to vulnerable residents. Think of it as a helping hand for those who need it most.
Sandoval explains, "Provision of basic necessities and financial assistance, minus the unnecessary bureaucratic process, lies at the core of the implementation of the MABC.”
She continues, "Both of these programs are the actualization of our then-vision of giving Malabuenos opportunities to change their fate through inclusive, resilient, and progressive development plans for the city."
When asked about which of her initiatives she's most proud of, she tells us that the MABC holds a special place in her heart. "It's becoming the tree that keeps on giving," she reveals.
"We were very optimistic during its conceptualization, [because] will modernize the way we approach the provision of social protection. It definitely is a validation of all the hard work that we dedicated to its success."
Sandoval tells us that to measure the success of the city government's initiatives, they look at the numbers, and they listen to the people.
"We have to show validated and analyzed data to our constituents and prove that they have a local government that they can trust," she explains.
"Apart from this, of course, stories from the ground will validate the data presented in our war rooms. We live for these success stories from Malabuenos who can finally say that a lot has changed for the better because of the programs specifically designed for them and with them.

Her Vision for Malabon
Beyond these signature projects, Sandoval is focused on a range of initiatives aimed at building a more resilient and prosperous Malabon.
"We are also focused on improving our flood control and drainage facilities given the adverse global effects of climate change," she states.
"At the same time, we are in the process of further developing educational and skills training programs, ensuring our valuable contribution to the productive workforce while increasing the quality of life of Malabuenos youth. Tourism and business promotion is another sector that we are counting on to boost the city’s economy."
Her vision for Malabon is one of sustainable development and community empowerment—she aspires to build a community where everyone feels like they belong.

"I envision a Malabon that is a model for sustainable development and community empowerment, with Malabuenos beaming with pride to belong in a vibrant and progressive Malabon City," she says.

Words of Wisdom for Future Female Leaders
Sandoval’s achievements are not defined by her gender but by her actions and the tangible changes she has brought to Malabon.
Her story is a powerful reminder that true leadership is rooted in dedication, resilience, and a strong commitment to the people one serves.
She shared some valuable advice for young women who dream of leading, whether it's in their community or beyond—and she doesn't sugarcoat it, either:
"Getting a position in the leadership will not be rainbows and butterflies. You have to seek mentors and build a strong network to leave a legacy of strength and resilience. You should never stop learning and improving your skills and expertise!"

She continues: "Do not be afraid to challenge the status quo. Believe that you [have] what it takes to break the glass ceiling, [and that] your voice and perspective matter."
She ends with a reminder: "You are limitless, powerful, and essential. Harness your strengths, be supportive, and create a world that is inclusive. You will never be alone in building a just and equitable society, as you will continue to inspire the younger generation [that] you will lead."
