Party-list Rep. Teddy Casiño files bill in support of local music industry

Suportado ni Bayan Muna Party-list Rep. Teddy Casino ang adbokasiya ng ilang local artists sa pagpapababa ng buwis para sa kanilang mga concert.



Noong nakaraang linggo ay nag-file si Rep. Casiño ng isang bill na naglalayong i-exempt ang mga concert ng mga local artist mula sa amusement tax.



Ang House Bill 3787, na may titulong "An Act Providing for Tax Exemptions and Subsidies for the Local Music Industry" ay magbibigay-proteksiyon umano sa mga local artist mula sa sunod-sunod na concert ng mga foreign acts sa ating bansa.



Ayon kasi sa Local Government Code, lahat ng concerts, mapa-local o foreign, ay kailangang magbayad ng 10 percent ng gross receipts at admission fees bilang tax.



Kapag naipasa ang bill, hindi na pagbabayarin ang mga ito ng 10 percent amusement tax ang lahat ng "operas, concerts, dramas, recitals, painting and art exhibitions, flower shows, musical programs, literary and oratorical presentations, including pop, rock, or similar concerts" na nagpi-feature ng mga artist na Filipino, at mga komposisyong Filipino.



Nais din ng bill na ilagak ang porsyento ng tax na nakokolekta sa mga foreign acts sa workshops at training para sa local theater musicals, artists, at composers.



Pahayag ni Casiño, "The music industry has been dying since the 1980s. This is evident with the greater number of foreign artists' concerts that do not pay regular income taxes that Filipino artists do. Thus our own musical artists' growth is stunted and have the least access to advertising support, marketing and promotions since these have been eaten up by foreign gigs."



Kahapon, February 23, nagkaroon naman ng hearing para sa naturang bill. Dumalo sa Kongreso ang mga opisyal ng Organisasyon ng Pilipinong Mang-aawit (OPM) na sina Ogie Alcasid (President) at Mitch Valdez (Chairperson).



Dumalo rin ang mang-aawit na si Jim Paredes at ang independent concert producers na sina Pelita Peralta-Uy at Carmela Honrado.
