Senator Nancy Binay says her first proposed Senate bill is not directed at Vice Ganda

Nilinaw ni Senator Nancy Binay na ang kanyang unang panukalang batas sa Senado, ang Electronic Violence Against Women (E-VAW), ay hindi upang gantihan ang mga tumira sa kanya sa Internet noong nakaraang eleksyon.


Nag-file na si Senator Nancy Binay ng kanyang kauna-unahang panukalang batas sa Senado—ang Electronic Violence Against Women (E-VAW).

Pero itinanggi ng bagong senador na ito ay patama kay Vice Ganda, na tumuligsa at bumatikos sa kanya bago mag-eleksyon.

Sa ulat ng InterAksyon.com kahapon, June 3, sinabi rin ni Senator Binay na ang kanyang ipinanukalang batas ay hindi para sa mga taong nanlait sa kanya o kumuwestion sa kanyang kakayahan bago ang May 13 mid-term elections.

Ipinasa raw niya ang nasabing panukalang batas para maprotektahan ang mga kababaihan sa online bullying at para palawigin pa ang mga probisyon ng Republic Act 9262 o mas kilala bilang Violence against Women and Children Act (VACW) of 2004.

Ani Senator Binay, "Although the VAWC Law already protects women and children against physical, sexual, emotional, economic, and psychological abuses, it does not include other forms of digital harassment like cyber bullying.

"The bill is not about me, it’s about the women who are being subjected to bullying online by somebody close to them.”

Dagdag pa ng baguhang senador, sakop sa panukala ang "cyber stalking" at iba pang klaseng "digital or electronic harassment," na hindi kasama sa kasalukuyang batas na R.A. 9262.

Saad niya, “So this bill just seeks to add this provision to the law.

"It is not about what I experienced during the campaign because under the bill, there should be a personal relationship between the victim and the one who committed the crime in order to qualify.

"They could be an ex-husband, ex-boyfriend, or they had some sort of a close personal relationship.

“And in my case, of course, I don’t have any personal relationship with Vice Ganda, and the people who criticized me online.”

Sinabi pa niyang ito ay base sa mga pangyayari noon kung saan maraming mga kababaihan ang nakaranas ng "online abuses."

Aniya, “So this is not about me. I’m just sad because I’m being criticized and accused of trying to suppress press freedom."

Dagdag pa niya, yung mga biktima ng bullying or harassment ng mga kakilala nila o may kaugnayan sa mga biktima ay nakakaranas daw ng more "serious emotional and psychological impact than being hassled by a stranger."

Saad niya, “Mas masakit sa mga biktima kung kakilala nila ang gumagawa ng mga panliligalig sa kanila."
