Senator Juan Ponce Enrile wants public apology from Inquirer for report on memo naming him the brains behind pork-barrel scam

Nag-demand ng public apology si Senator Juan Ponce Enrile mula sa national daily na Philippine Daily Inquirer, dahil sa nailathala nitong “false report” kung saan itinuturo siyang mastermind diumano ng kontrobersiyal na P10-billion pork barrel scam.

Ibinalita ng Philippine Daily Inquirer (PDI) ngayong araw, November 21, na nakakalap sila ng impormasyon na nagdidiin kay Senator Enrile bilang "mastermind" ng naturang scam.

Taliwas ito sa mga naunang ulat na si Janet Lim-Napoles daw ang utak sa likod ng 20 bogus non-government organizations, na tumanggap ng sampung bilyong piso mula sa Priority Development Assistance Fund (PDAF) o pork barrel.

Ginawang basehan ng PDI ang nakalap nilang “8-page memorandum,” na isinumite diumano ng investigative team ng Office of the Ombudsman kay Ombudsman Conchita Carpio-Morales, noong November 11.

Bahagi ng memorandum, na pirmado umano ni Assistant Ombudsman Joselito Fangon, ang mga sumusunod:

“The repetitious but unwarranted designation by Sen. Enrile of Mrs. Napoles’ NGOs and his eventual receipt of kickbacks through a representative by itself shows an implied conspiracy.

"Mrs. Napoles and Senator Enrile operated their pork enterprise as if the hideous scheme was their regular business.

"Clearly, no matter how layered the scheme may have been perpetrated or unrelated the players may appear, all facts point to Senator Enrile as the unseen hand directing the compass and the tempo of the whole orchestra."

NOT TRUE. Ngunit sa hiwalay na ulat ng GMA News website ngayong araw, pinabulaanan ni Ombudsman Morales ang tungkol sa “eight-page memorandum” na nakalap ng PDI.

“I’m surprised about that eight-page memo. There’s no such thing as an eight-page memo...

“I have several memos. I don’t recall about an eight-page memo.

“Pero ang memo na natatanggap ko, more than 200 pages,” giit ni Ombudsman Morales.

Nilinaw niya na hindi pa nagbibigay ng rekomendasyon ang kanyang tanggapan, kaugnay ng mga isasampang kaso laban sa mga sangkot na mambabatas sa Sandiganbayan anti-graft court.

Dagdag pa niya, ang mga kasong inirekomenda ng Field Investigation Office laban kina Senator Enrile, Senator Jinggoy Estrada, at Senator Bong Revilla, noong November 18, ay dadaan muna sa preliminary investigation.

“Iba yung preliminary investigation, iba yung filing of case ng Sandiganbayan,” paglilinaw ni Ombudsman Morales.

VINDICATED. Matapos magsalita ni Ombudsman Morales hinggil sa isyu, agad namang naglabas ng opisyal na pahayag ang tanggapan ni Senator Enrile, kaugnay ng nailathalang “false report” ng PDI.

“His [Enrile] lawyers are also writing the Inquirer to demand an apology and to require that the Ombudsman’s denial be given the same prominence as that of the false report,” saad sa official statement ni Senator Enrile, na natanggap ng GMA News ngayong araw.

Bukod dito, hinihiling din ng senador na paimbestigahan at disiplinahin ng Office of the Ombudsman ang lahat ng sangkot sa nagpakalat ng “inexistent” memorandum, na naging basehan ng ulat ng PDI.

Ayon pa sa official statement ni Senator Enrile, walang katotohanan at puro paninira lang ang nilalaman ng ulat ng naturang broadsheet.

“This is a violation of due process and a clear breach of journalistic ethics," saad ni Senator Enrile.


Sa kabilang dako, ipinahayag ng PDI na pinaninindigan nito ang inilathalang report tungkol sa memo.

DE LIMA: ENRILE, STILL A CONSPIRATOR. Samantala, hiningan din ng reaksiyon si Department of Justice (DOJ) Secretary Leila de Lima, kaugnay ng lumabas na newspaper report, na itinuturong mastermind ng pork-barrel scam si Senator Enrile.

Sabi ni Secretary De Lima, ang mahalagang punto na dapat pagtuunan ng pansin ay ang ebidensiyang nagpapatunay na sangkot si Senator Enrile at 37 pang kataong sinampahan ng kasong plunder sa Office of the Ombudsman.

"As far as the National Bureau of Investigation (NBI) is concerned, all those charged are conspirators.

“Each participated in a grand conspiracy to steal public funds, in varying roles and degrees of culpability.

Sa kasalukuyan, nahaharap sa kasong plunder, malversation, at graft sina Senators Enrile, Estrada, at Revilla, na isinampa ng DOJ at NBI sa Office of the Ombudsman, noong September 16.
