Ruffy Biazon resigns as Customs chief; maintains innocence in pork-barrel scam

Bureau of Customs Commissioner Ruffy Biazon refuses to drag his family into the media circus caused by his alleged involvement in the pork-barrel scam. "No position is worth sacrificing for well-being and peace of mind of my family. A good name is more desirable than great riches,” he says in a press briefing yesterday.


“I resign in order to prevent exploitation of the controversy by parties who would like nothing better but to have an issue to throw against the Aquino Administration.

“Being a presidential appointee to a sensitive post, critics will surely have a field day taking potshots at the President if I stay in the post.

“I would rather see the reforms of his administration succeed than retain my opportunity to serve.”

Ito ang opisyal na pahayag ni Bureau of Customs Commissioner Ruffy Biazon, na nagsumite ng kanyang irrevocable resignation kahapon, December 2.

ALLEGED "CO-CONSPIRATOR" IN PORK-BARREL SCAM. Matatandaang isa si Biazon sa 34 kataong sinampahan ng kasong malversation, direct bribery, at graft and corrupt practices.

Ang mga naturang reklamo ay inihain ng Department of Justice (DOJ) at National Bureau of Investigation (NBI) sa Office of The Ombudsman noong Biyernes, November 29.

Bilang kapartido ni President Benigno “Noynoy” Aquino III sa Liberal Party, marami ang nasorpresa nang mapasama si Biazon sa second batch ng government officials na diumano’y sangkot sa maanomalyang paggamit ng Priority Development Assistance Fund (PDAF) o pork barrel.

Nauna nang naiulat ng GMA News website ang alituntunin na sinusunod ng DOJ at NBI sa kanilang imbestigasyon kaugnay ng pork barrel-scam.

Kinakailangan daw na ang taong sangkot ay napag-alamang may ugnayan sa NGO ni Janet Lim-Napoles; gumamit ng PDAF; may nalalaman tungkol sa pork-barrel scam; kilala ang whistleblowers; at nauugnay sa kaso sanhi ng supporting documents mula sa Commission on Audit (COA).

Base sa nakalap na ebidensiya ng NBI, tumanggap diumano si Biazon ng kickback na nagkakahalaga ng P1.95 million.

Nagsilbing representative ng Muntinlupa si Biazon mula 2001 hanggang 2010.

Kumandidato siya bilang senador sa ilalim ng Liberal Party noong May 2010 elections, ngunit hindi siya pinalad manalo.

Ang businesswoman na si Napoles naman ang siyang itinuturong utak sa likod ng ghost projects at 20 fake non-government organizations, na diumano’y tumanggap ng PDAF mula sa mga nasasangkot na mambabatas.

Sinampahan din ng NBI at DOJ si Napoles ng panibagong kaso ng malversation, bribery, graft and corrupt practices, at corruption of public officials sa Office of The Ombudsman, noong Biyernes, November 29.

Kabilang naman sa mga mambabatas na kinasahuhan ng NBI at DOJ sina Senator Juan Ponce Enrile, Senator Ramon "Bong" Revilla Jr., at Senator Jinggoy Estrada.

CHOOSING FAMILY OVER PUBLIC SERVICE. Sa isang press briefing kahapon, binasa ni Biazon ang kabuuan ng kanyang resignation letter.

Nais daw niyang protektahan ang kanyang pamilya, lalo na ang kanyang mga anak na masyado pa raw bata upang maintindihan ang mga alegasyon laban sa kanya.

“I resign to protect my family, particularly my young children, from the exposure to the hostile environment of a public controversy involving their father.

“The intense discussion in media may be too much for them to endure.

“They are too young to understand that in the face of allegations like these, anyone is deemed innocent until proven guilty in a court of law."

Pinahahalagahan din daw ni Commissioner Biazon ang malinis na reputasyong pinanghahawakan ng kanyang amang si Rodolfo Biazon, dating senador at kasalukuyang kumakatawan bilang representative ng Muntinlupa.

“My father served this country for 52 years with untarnished service.

"I would like to uphold the honor he earned for our name.

“No position is worth sacrificing for well-being and peace of mind of my family.

“A good name is more desirable than great riches.”


WELL-FUNDED ENEMIES. Ibinahagi rin ni Biazon na sa loob ng dalawang taon niyang panunungkulan sa Bureau of Customs, ilang beses siyang sinubukang gipitin ng mga taong kontra sa inilulunsad niyang reporma.

Naniniwala siya na ang pagkakadawit niya sa pork-barrel scam ay parte ng paninira ng kanyang mga kalaban sa pulitika.

Paliwanag ng Customs chief: “I resigned in order to relieve myself from the stress and pressure that have been brought upon me by those who have been affected by the reforms I have initiated, those whose interests I have blocked and disrupted, those who would like to uphold the status quo ’kalakaran’ in Customs wherein they benefit from, and those who have been taken out of their comfort zones.

“Indeed, reform has its enemies. And in the case of Customs reform, well-funded enemies.

"In the past two years, I have so far survived the attacks thrown at me. But I can only take so much.”

HONORABLE THING TO DO. Bagamat pinanindigan niya na walang katotohanan ang mga alegasyong ibinabato sa kanya, pinili pa rin ni Biazon na iwanan ang kanyang posisyon sa Customs.

Ayaw raw kasi niyang makompromiso ang malinis niyang record at mga repormang naipasatupad niya sa naturang ahensiya.

Sabi niya, “It has been said that presidential appointees served at the pleasure of the President.

"Indeed, they do.

"At one point, I have availed of that privilege afforded to appointees.

“But I also believe that public officers serve with the trust of the Filipino people.”

Samantala, tinanggap naman ni PNoy ang isinumiteng resignation letter ni Commissioner Biazon.

Saad ng Presidente nang hingan siya ng reaksiyon ukol dito:

“In his letter to me, and in our conversation, he explained that it would be best to provide the Secretary of Finance the widest leverage and flexibility to steer the future direction of the Bureau of Customs, in light of the controversy brought about by Commissioner Biazon’s inclusion in the complaint of the National Bureau of Investigation before the Ombudsman.”

Sa huli, pinasalamatan ni PNoy si Commissioner Biazon para sa serbisyong ibinigay nito.

“I thank him for his years of service to our administration and the nation. I wish him nothing but the best as he returns to private life.”

Noong Hulyo nitong taon unang tinangka ni Biazon na mag-resign bilang pinuno ng Bureau of Customs.

Ito ay matapos kastiguhin ni PNoy sa kanyang State of The Nation Address (SONA) ang pagkabigo ng naturang ahensya na supilin ang smuggling sa bansa.

Ngunit hindi pinayagan ni PNoy na umalis sa puwesto noon si Biazon.

NOT GUILTY. Ginarantiya ni Commissioner Biazon na handa siyang harapin ang malversation complaint na isinampa ng NBI at DOJ laban sa kanya.

Malaki rin daw ang kumpiyansa niya na mapapatunayan niyang walang katotohanan ang ibinibintang sa kanya.

Sabi ni Commissioner Biazon sa kanyang official statement na nailathala sa www.ruffybiazon.ph noong Biyernes:

“Accounting for public funds comes with the territory of serving in government, whether it be at the lowest levels of local government or in the high levels of national office.

“Therefore, I am willing and ready to face the allegations raised today pertaining to the Priority Development Assistance Fund [PDAF] allocated to my congressional district during my term as representative of the lone district of Muntinlupa.”
