Senator Miriam Defensor-Santiago calls Senator Juan Ponce-Enrile "king of smuggling empire" and "serial womanizer"

Senator Miriam Defensor-Santiago does not stop at accusing Senator Juan Ponce-Enrile of masterminding the pork-barrel scam.

In her privilege speech, she narrated a litany of other "crimes" that the 89-year-old senator supposedly committed, which includes smuggling, Internet gambling, womanizing, and tax evasion.


Sa kanyang counter-privilege speech ngayong araw, December 4, itinodo na ni Senator Miriam Defensor-Santiago ang mga akusasyong ibinato niya laban kay Senator Juan Ponce Enrile.

Bukod sa pagiging pork-barrel mastermind, isa-isang tinalakay ng senadora ang iba pang krimen umano ng 89-year-old senator.

Hinikayat din ng senadora si Department of Justice (DOJ) Secretary Leila de Lima na magsiyasat tungkol sa mga isyung ibinunyag niya tungkol sa nakatatandang senador.



“KING OF SMUGGLING EMPIRE.” Inihayag ni Senator Santiago ang tungkol sa pinagsususpetsahang smuggling operation na pinangungunahan umano ng mga kaanak ni Senator Enrile sa probinsiya nila sa Cagayan.

Ang pamangkin ng senador na si Jose Mari Ponce ang tumatayong CEO ng Cagayan Economic Zone Authority (CEZA).

Habang ang manugang niyang si James Kocher ang siyang nagpapatakbo ng isang auto import operation sa naturang free port.

Ayon sa nakalap na impormasyon ng senadora, patuloy raw ang importasyon ng second-hand luxury cars sa CEZA, sa kabila ng partial ban na inisyu ng korte ukol dito mula pa noong 2002.

Sabi pa ni Senator Santiago, “Presumably, because of all the illegal shenanigans in Port Irene, just last month, Senator Sergio Osmeña, chair of subcommittee B of the finance committee, recommended a cut from the CEZA budget of P800 million.

“On Enrile’s appeal, Osmeña agreed to restore this amount of nearly P1 billion, subject to certain conditions.

“That’s how much of the taxpayers’ money go to finance Enrile’s smuggling empire.”

“ANTICIPATED KING OF GAMBLING EMPIRE.” Ibinunyag din ni Senator Santiago ang tungkol sa talamak na Internet gaming na ipinapatupad ng CEZA.

Liban sa Philippine Amusement Gaming Corporation (PAGCOR), ang Cagayan ecozone lang daw ang legal na nakakapag-isyu ng online gambling license sa offshore companies.

Sa kasalukuyan, pitong foreign companies ang inisyuhan ng lisensiya na mag-operate ng online gambling sa loob ng pitong taon.

Kaugnay nito, nagbabala si Senator Santiago sa posibleng pang-aabuso na maaaring gawin ng “unscrupulous companies” dahil sa pag-legalize ng CEZA sa Internet gambling.

“KING OF MARTIAL LAW ILLEGAL LOGGING EMPIRE.” Ayon pa rin sa privilege speech ng senadora, bilang may-ari ng San Jose Lumber ay iginawad kay Enrile ang pinakamalaking logging concession—na may laking 95,770 hectares—noong panahon ng martial law.

Bagamat nag-expire na ito noong 2007, nagpatuloy pa rin daw ang illegal logging operations ng San Jose Lumber.

Protektado umano ang naturang kumpanya ng tinaguriang “Lost Command,” na pinangungunahan ni dating Philippine Constabulary Colonel Carlos Ledesma—o mas kilala bilang Commander Proceso.

Dagdag pa ni Senator Santiago, ang naturang private army ni Senator Enrile ay pinagsususpetsahang may kinalaman umano sa pagpatay sa may 45 na katao noong panahon ng martial law.



"PSYCHOPATIC HYPERSEXUALIZED SERIAL WOMANIZER." Inakusahan din ni Senator Santiago si Senator Enrile na isang serial womanizer.

Kaugnay nito, inungkat ng senadora ang napabalitang extra-marital affair sa pagitan ni Senator Enrile at ng chief of staff nito na si Gigi Gonzales-Reyes.

Noong 1998, naging usap-usapan daw ang tungkol sa ginawang paglalayas ng asawa ng senador na si Cristina Castañer Enrile.

Hindi na raw kasi kayang i-tolerate ni Cristina ang pambababae ni Senator Enrile, lalo pa’t pati mga katulong, cook, at assistant ay pinapatulan umano nito.

“This is eyewitness testimony that Enrile is psychopathic and urgently needs treatment for his sex addiction,” giit ni Senator Santiago.

Hindi rin nakaligtaang banggitin ng senadora ang tungkol sa pagkakadawit ng chief of staff ni Senator Enrile sa kontrobersiyal na pork-barrel scam.

Aniya, “Gigi, together with Enrile, has been charged with plunder, and has fled abroad.

“In her absence, the Enrile camp issued a statement that only Gigi, not Enrile, should be accused of plunder.”



ALLEGED TAX EVASION. Pinatutsadahan din ni Senator Santiago si Senator Enrile tungkol sa “under-declared net worth” nito.

Sa pagkakaalam ng senadora, ilan sa mga ari-arian ni Senator Enrile ay isang bahay sa Dasmariñas Village (Makati City), bahay sa Valle Verde (Pasig City), at isang prime beach front property sa Batangas.

Ngunit sa kabila ng angking yaman ng senador, kataka-takang mababa lang umano ang net worth na nakalista sa isinumite nitong Statement of Assets, Liabilities, and Net Worth (SALN).

Sabi pa ng senadora, “But in his SALN 2012, belying his wanton lifestyle, including corrupt minions and a private army on his payroll, he declared a net worth of only P118 million.

“His legal expertise is obviously tax evasion.”



ENRILE’S ACCUSATIONS. Samantala, isa-isang sinagot ni Senator Santiago ang mga akusasyong ibinato sa kanya ni Senator Enrile sa privilege speech nito noong November 27.

Pinabulaanan ng senadora na inangkin niya ang isang Toyota Celica sports car, na kinumpiska umano ng asawa niya mula sa isang nagngangalang Toots Trinidad.

Ang asawa ni Senator Santiago na si Narciso Santiago ay isang customs collector noong panahong nanungkulan ang senadora bilang hukom sa Quezon City Regional Trial Court.

Dagdag pa ng senadora, ang minamaneho niya noon ay isang Mercedes Benz—hindi Toyota Corola.

“Enrile’s charge that I registered the smuggled car in my name in Tarlac is inane, and the product of his febrile imagination.

“My husband already owned and drove a Ford Mustang sportscar as a senior in law school.

“This tale of a Toyota is a non-issue,” giit niya.

Sinagot din ni Senator Santiago ang akusasyon tungkol sa kuwestiyonableng paggamit niya umano ng kanyang PDAF.

Ito ay may kinalaman sa rental fee ng satellite office ng senadora, na matatagpuan sa building na pag-aari ng kanyang pamilya.

Paliwanag ni Senator Santiago ukol dito, “Enrile demands that I should answer the charges of his attack dog, former Senator Panfilo Lacson.

"Mr. Dementia has forgotten that the Senate legal office this year promptly upheld me in a written opinion.

“The Senate as a matter of policy allows senators to maintain satellite offices in premises owned by the senator.

“The legal opinion revealed that the amount I charge—P70,000 monthly for 403 square meters on the fourth floor of the office building—is one of the lowest in the Senate.”

Itinanggi rin ni Senator Santiago na siya ang may-ari ng isang multipurpose hall, na ayon kay Lacson ay ipinatayo ng senadora gamit ang PDAF nito.

“The other charge is that I own the multipurpose hall of the Rizal provincial government.

“Together with a few other senators, I gave a modest amount of pork barrel to help fund its construction, undertaken by the Rizal provincial government.

“This charge is asinine.

"Lacson, like his mastermind, seems to be approaching dementia, too.”



CALL FOR PUBLIC DEBATE. Sa huli, hinamon ng senadora si Senator Enrile na makipagdebate sa kanya upang magkaalaman kung sino ang nagsasabi ng totoo sa kanila.

Kailangan din daw sagutin ng beteranong pulitiko ang tungkol sa kinahaharap nitong plunder case, pati na rin ang ipinamahagi nitong P2 million bilang Christmas bonus kada senador noong nakaraang taon.

Sabi ni Senator Santiago, “The first time I challenged Enrile to a debate, he declined and instead called on Lacson to shower me with near-illiterate insults, including an oxymoron.

“If this second time Enrile again evades debate, that will be an admission that he is the mastermind of the plunder of some P10 billion of the taxpayers’ money; and that he is insulting me on a personal level, as a diversionary tactic, and as a smokescreen for his criminality.”
