Miriam Defensor-Santiago says Juan Ponce Enrile is guilty of "persecution, bad faith, malice, and dictatorial" acts during Marcos regime

In her counter-privilege speech yesterday, December 4, Senator Miriam Defensor-Santiago delivered a detailed account of Senator Juan Ponce Enrile’s hand in the persecution of countless Filipinos during the martial law era (1972-1981).


“My attacker is the icon of shameless lying.”

Sa kanyang counter-privilege speech kahapon, December 4, idinetalye ni Miriam Defensor-Santiago ang kawalan ng kredibilidad ni Senator Juan Ponce Enrile—na guilty umano sa pagpaslang ng may 4,000 katao noong panahon ng martial law.

Noong panahon ni dating Pangulong Ferdinand Edralin Marcos, sumailalim ang Pilipinas sa martial law mula September 21, 1972, hanggang January 17, 1981.

Ibig sabihin, ang bansa ay isinailalim sa pamamalakad ng kapangyarihan ng sandatahang lakas, o ng Armed Forces of the Philippines. Ang commander in chief ng AFP ay ang presidente ng bansa. Sa kasong ito, si Presidente Marcos.

Si Enrile ang nakaupong Defense Secretary ni Marcos noong mga panahong iyon.

MARCOS HATCHET MAN. Kaugnay nito, lakas-loob na inungkat ni Senator Santiago na may command responsibility si Enrile sa pagkamatay at pagkawala ng mga aktibista at mamamahayag na tumuligsa sa rehimeng Marcos.

Patunay raw nito ang protesta ng Communist Party of the Philippines (CPP) laban sa mga kasinungalingang ibinahagi ni Enrile sa kanyang autobiography, ang Juan Ponce Enrile: A Memoir, na na-publish noong 2012.

Noong 2012, nagpadala raw ng email sa media ang naturang grupo, kunsaan binansagan nilang “hatchet man” ni Marcos si Enrile.

Si Enrile umano ang pumirma ng “countless warrants” na nagresulta sa pagkabilanggo ng libu-libong pinuno, mamamahayag, empleyado, estudyante, at mga aktibistang tumuligsa sa rehimeng Marcos.

Ang tinutukoy na "countless warrants" ni Senator Santiago ay ang nakilala noong panahon ng martial law bilang ASSO, o Arrest Search and Seizure Order, ang kinakatakutang dokumentong may pirma ni Enrile.

Akusa raw ng CPP, ayon sa isang ulat na nakalap ni Senator Santiago, “Enrile’s hands are forever stained with the blood of close to 4,000 people ‘salvaged’ during Marcos’ reign of terror.”

"FALSE IN ONE THING, FALSE IN ALL THINGS." Dagdag pa ng senadora, halatang nagsisinungaling si Senator Enrile, base sa pabagu-bago nitong testimonya tungkol sa papel na ginampanan nito noong panahon ng martial law.

Galit na bulalas ni Senator Santiago tungkol kay Senator Enrile: “Under President Ferdinand Marcos, he claimed that as defense secretary he was ambushed, thus laying the ground for the imposition of martial law.

“Under President Corazon Aquino, he retracted and admitted that his ambush was faked and staged.

“Then, under President Benigno Aquino III, he retracted again and he now claims in his memoirs that the ambush was genuine after all.

“He eats his own words for breakfast.

"In the law of evidence, he has absolutely no credibility.

"Falsus in uno, falsus in omnibus—false in one thing, false in all things.”

REVISING HISTORY. Taliwas sa magandang imahe ni Senator Enrile sa kanyang biography-memoir, marami umano itong pinagtatakpang krimen mula sa publiko.

Sabi ni Senator Santiago, “Enrile’s bungled attempt at revisionist history and his blatant disinformation has been widely condemned by all sectors of society."

Ang tinutukoy ng senadora na "revisionist history" ay ang pagbabago o pagre-rewrite ng kasaysayan upang mapaganda ang pangalan ng isang tao sa history.

Sabi pa ng senadora, “The man is an incorrigible liar and criminal, as brought out by the litany of his crimes against the Filipino people.”

ARREST OF STUDENT ACTIVISTS. Sinabi rin ni Senator Santiago na noong panahon ng martial law ay nagkaroon na sila ng matinding banggaan ni Senator Enrile.

Nanunungkulan noon si Santiago bilang isang hukom sa Quezon City Regional Trial Court (RTC), nang hawakan daw niya ang isang kaso laban sa mga estudyanteng aktibistang ipinaaresto ni Enrile.

“During martial law, Enrile was the almighty defense secretary, when I was appointed the youngest RTC judge in the mecca of judges, Metro Manila, serving in Quezon City.

"In 1985, when gasoline prices went up, some fifty students from UP [University of the Philippines] and Ateneo [De Manila University] joined a street demonstration in Cubao to protest the martial law regime.

“Most of them were seniors scheduled to take their final exams and to graduate from college.

"Enrile ordered the military to arrest the students, on the basis of a martial law presidential decree that defined the crime of illegal assembly as any gathering opposed to the administration, and that imposed the death penalty.”

Bilang hukom na na-assign sa kaso, nagdesisyon si Santiago na absuweltuhin ang mga naarestong college students.

Hindi raw siya nagpatinag sa kabila ng malawak na impluwensiya ni Enrile bilang defense secretary noon.

Aniya, “I suspended trial in all other cases and continuously heard the illegal assembly case morning, afternoon, and evening.

“The issue was: Does martial law automatically cancel the right to bail? My decisive answer was no, and I ordered the release of the students.

“However, the military defied my release order, and in fact filed a second charge of inciting to sedition.

“The accused appealed, and the Supreme Court in effect upheld me.

"This was the 1990 case of Brocka, Cervantes, et al. v. Enrile, Ramos, et al., 192 SCRA 183 (1990).”

Ang Brocka at Cervantes na tinutukoy na complainants ay ang mga yumaong mga direktor na sina Lino Brocka at Behn Cervantes, na inaresto dahil naroon sila sa Cubao upang makinig sa rally.

Ang Ramos na binabanggit sa complaint ay si Fidel V. Ramos, na noong panahong iyon ay hepe ng Philippine Constabulary, isang sangay ng AFP.

LONG-RUNNING HOSTILITY. Ayon pa kay Senator Santiago, matagal nang may malaking sama ng loob ni Senator Enrile sa kanya dahil kinontra niya ang maling pamamalakad nito.

Patuloy na saad ng senadora tungkol sa pagbasura ng Supreme Court sa apela ni Enrile—kaugnay pa rin ng mga pinaaresto nitong aktibista noong martial law: “The Court pointed a finger at Enrile, and criticized ‘respondent’s bad faith and malicious intent.’

“The Court warned Enrile that he did not have a license to run roughshod over a citizen’s basic constitutional rights, such as due process, or manipulate the law to suit dictatorial tendencies.

“This was and remains Enrile’s arrogant, tyrannical attitude to young people: persecution, in bad faith, malice, and dictatorial.

"He has never changed.”

ENRILE’S "CONCUBINE" GIGI REYES. Inilantad din ni Senator Santiago ang pakikipagrelasyon umano ni Senator Enrile sa kanyang chief of staff na si Atty. Gigi Reyes.

Ayon sa senadora, si Enrile raw ang dahilan kung bakit na-assign sa malayong lugar ang asawa ni Gigi na si Atty. Rodolfo Reyes.

Sinadya umano ito ng beteranong pulitiko upang paghiwalayin si Gigi at ang asawa nito.

Sabi ni Senator Santiago, “In an interview with Enrile on 25 January 2012, the Inquirer said that after Gigi earned her law degree in 1988, she joined the Enrile law firm.

"At that time, Gigi was married to lawyer Rodolfo ’Inky’ Reyes.

“Enrile caused Inky to be appointed to the CEZA [Cagayan Economic Zone Authority], located at the northeastern tip of Luzon mainland, about 620 km. north of Manila.

"The Reyes couple eventually separated."

Binanggit din ni Senator Santiago sa kanyang speech ang ulat ng Chicago Tribune, na si Gigi ang dahilan kung bakit nakipaghiwalay kay Senator Enrile ang asawa niyang si Cristina, noong January 1998.

Ulat ng Chicago Tribune, “His wife, Cristina, a socialite, walked out on him this month, after charging adultery.

"The ’other woman’ is reported to be Gigi Gonzales-Reyes, chief of staff of his Senate office, and about 30 years his junior."

GRAND 50TH BIRTHDAY OF GIGI. Inungkat din ng senadora ang mga nabalita sa pahayagan at online news websites ang tungkol sa grandiyosong 50thbirthday celebration na ipinahanda ni Senator Enrile para kay Gigi noong October 2012.

“At one point in his glittering career as Senate President, Enrile had the audacity to throw a birthday party at a five-star Makati hotel for his concubine, to which he was able to drag President Aquino.

“Photos of the decadent party were splashed in the front pages of top newspapers.

"And this libertine pontificates about morality?” patutsada pa ng senadora.

Sa kasalukuyan, isa si Gigi sa nahaharap sa kasong plunder na isinampa ng Department of Justice at National Bureau of Investigation sa Office of The Ombudsman.

Ayon sa sinumpaang salaysay ng pork-barrel whistleblowers, si Gigi ang tumatayong tulay sa pagitan ni Senator Enrile at ng businesswoman na si Janet Lim-Napoles.

Si Napoles ang itinuturong utak sa likod ng 20 fake non-government organizations, na tumanggap umano ng P10 billion mula sa PDAF ng mga nasasangkot na mambabatas sa pork-barrel scam.

“HIS MIND IS SICK, SICK, SICK!” Samantala, pinabulaanan din ni Senator Santiago ang paratang ni Senator Enrile na mayroon siyang diperensiya sa pag-iisip.

Patunay raw nito ang patuloy na tiwala na ibinibigay sa kanya ng taong-bayan, at pati na rin ang accomplishments niya bilang public servant.

Nanggagalaiting saad ni Senator Santiago, “Mr. Dementia tries in his clumsy way to raise suspicions about my mental health.

"I appear frequently on TV, and I am widely exposed in other media.

“And yet, despite the repeated innuendoes during election campaigns, the Filipinos have elected and reelected me to the Senate.

“Most recently, I was elected by the U.N. General Assembly to be a judge of the International Criminal Court.

"I will be the first Filipino there.

“I was elected number one judge, a tribute to my country, and the result of a demanding schedule of lectures by me, and questions from the audience, at separate gatherings of U.N. delegates grouped in geographical order.

“By comparison, Enrile with his eternal philandering and unexplained wealth, desperately needs a shrink, as a mental health measure.

"His mind is sick, sick, sick!”

"HE SHOULD BE FUNNY, AND I’LL BE THE ASSHOLE." Sinagot din ng senadora ang patutsada ni Senator Enrile na palagi na lang niyang “idinadaan sa pagpapatawa” at “popular pick-up lines” ang paninira umano sa beteranong pulitiko.

Pahayag ni Senator Santiago, na hindi nagdalawang-isip batikusin si Senator Enrile:

“In Cagayan, it is said that when he was a baby, his mother dropped him on his head.

"Now he is the poster boy of stem-cell treatment that has long gone past its expiry date.

“He looks like a female llama surprised in her bath.

"He reminds me of nothing so much as a dead fish, before it has time to stiffen.

“If he has the courage, he should switch place with me: He should be funny, and I’ll be the asshole.”

Ilan pa sa inihayag ni Senator Santiago na mga krimen umano ni Senator Enrile ay ang papel nito bilang "mastermind of the biggest plunder case in Philippine history, king of a smuggling empire, anticipated king of online gambling empire, king of martial law illegal logging empire, psychopatic hypersexualized serial womanizer."

Guilty rin umano si Senator Enrile sa tax evasion.
