Naglabas ng saloobin ang aktres at vocal President Rodrigo Duterte supporter kaugnay ng diumano’y pagkaka-appoint ng presidente sa hitmaker na si Freddie Aguilar bilang commissioner ng National Commission for Culture and the Arts (NCCA).
Ngunit sa pagkakataong ito, tila hindi sinsusuportahan ni Vivian ang gusto ng Presidente, ayon sa kanyang Facebook post kahapon, July 15.
Saad niya, “We do not wait. We need to vocalize immediately the artists' ideology that it cannot be ran by just anybody deemed by the office of the President.
“It's a delicate position that entails higher educational background about the arts and particularly high management skilled individual.
“It's an agency that gives grants to artists! Develop cultural enlightenment and preserve heritage.
“Ano ang meron kay Freddie Aguilar para ma-qualify s[i]ya sa posisyon na yan?
“While admittedly President Duterte has a soft spot for Freddie, I am afraid the move would be ill-advised considering that Freddie lacks the experiential background and management skills for such a position... Just an honest opinion!”
Noong Huwebes, July 14, ay naibahagi ni Freddie sa kanyang interview sa Aksyon Tonite na gusto ni President Duterte na pamunuan niya ang NCCA.
APPOINTMENT NOT TRUE. Samantala, sa ulat ng BusinessWorld ngayong araw, July 16, nilinaw ng current NCCA chairman na si Felipe de Leon na hindi totoo ang lumalabas na balita.
Aniya, hindi “appointive” ang posisyon ng pagiging chairman sa nasabing departamento.
Sabi niya, “The position of NCCA chairman is not appointive, according to Republic Act 7356. The chairman is elected by the Board of Commissioners.
“There are four levels of elections: general assembly, committee membership, committee chairmanship, and head of a subcommission -- before you can be a member of the Board, who will then elect its Chair.
“The committee members are fiercely independent artists and cultural workers who will always like to choose their own leaders.”
Dagdag pa niya, “I think it is better to treat these rumors with skepticism. He might be severely disappointed. Are you sure he will win all five levels of democratic election?
“The President has not made any formal announcement that he has appointed Mr. Aguilar. Doing that would be patently illegal. I suppose the President will respect the law.”
