PGH condemns Mon Tulfo's "cyberbullying, doctor shaming"

The Philippine General Hospital: "We condemn in the strongest terms the behavior of Mr. Tulfo as completely unacceptable and unbecoming especially from a supposedly veteran journalist seeking help for the victim his vehicle had bumped."

Kinondenda ng Philippine General Hospital (PGH) at grupo ng mga doktor ang naging asal ng veteran broadcast journalist na si Ramon Tulfo dahil umano sa cyberbullying at panghihiya ng isa sa kanilang doktor.

Kaugnay ito ng insidenteng naganap noong August 15, 2018, Miyerkules, kung saan dinala ni Tulfo sa PGH ang isang 9-anyos na bata na nabunggo ng kanyang sasakyan.

Sa Facebook account ng batikang journalist noong August 16, ipinost nito ang bersiyon niya ng pangyayari.

Aniya, nabunggo ng driver niya ang bata sa Navotas habang pabalik ang kanyang convoy sa kanilang opisina sa Ortigas Center, Pasig.

Sa post ni Tulfo, pinangalanan niya ang emergency (ER) doctor.

Tumanggi raw ang doktor na bigyan ng first-aid treatment ang bata dahil ayaw nitong i-record ni Tulfo ang paggagamot sa bata.

Makikita sa video na kitang-kita ang mukha ng bata na karga-karga ng ina nito.

Mapapanood din ang pakiusap ng ina ng bata sa kampo ni Tulfo na tumigil na matapos magkaroon ng tensiyon sa pagitan ng broadcaster at doktor.

Maririnig din ang pagmumura ni Tulfo sa video.

PGH OFFICIAL STATEMENT

Sa official statement ng PGH, inilahad nitong nakiusap ang doktor na itigil ang pagre-record ng video, pero hindi raw sumunod ang kampo ni Tulfo.

“Instead of compliance with this reasonable and lawful directive, the doctor was shouted at, cursed several times, and even given the ‘dirty finger’ by Mr. Tulfo, not just once,” ayon sa PGH statement na ipinost sa ABS-CBN News Online.

Itinanggi rin ng ospital ang akusasyon ni Tulfo na hindi inasikaso ng doktor ang bata.

“Despite the actions of Mr. Tulfo, the doctor was not intimidated nor allowed himself to be coerced but remained faithful in the performance his duties which he knows to be legally and morally right.”

Inilahad din na ang pakiusap ng doktor na huwag i-video ang pangyayari ay alinsunod sa Data Privacy Law o tinatawag ding information privacy law.

Ito ang batas na nagbabawal na ibulgar ang impormasyon ng pribadong indibidwal nang walang permiso mula mismo sa indibidwal.

Saad ng PGH statement, “The doctors' strict implementation of the PGH policy prohibiting the video recording of the minor victim is in accordance with the right to privacy of the minor victim and the mother as provided under the Data Privacy Law.

"The videotaping was done without the prior written informed consent of the mother.

"Worse, the video recording was of no benefit to the victim whose primary need of the moment was medical assistance.

"According the Mr. Tulfo's staff, the video recording was for their own documentation."

Dahil daw sa “actions and abusive languages” ni Tulfo, nakompromiso ang performance medical staff at ER services ng ospital sa mga pasyente.

Nasa discretion daw ng emergency doctor kung nagpaplano itong magsampa ng demanda laban kay Tulfo.

Gayunpaman, nakikisimpatiya raw sila sa kanilang doktor na labis na napahiya dahil sa insidente.

FUTURE LEGAL REFERENCE

Binanggit din sa official statement na nagkaroon umano ng ilang paglabag si Tulfo.

“The further legal implications of the act of uploading the video in social media, which we maintain is illegal, we leave to the lawyers,” ayon sa PGH.

NOOD KA MUNA!

Binanggit din dito ang Facebook post ni Tulfo, “who outright accused the doctor of deliberately refusing to perform his duties as an ER doctor and of violating his Hippocratic Oath.”

Dagdag pa nito, “We also learned that there was a violation of the Code of Ethics of Media Practitioners as stated in the 2007 Broadcast Code of the Philippines when the face of the minor victim was displayed in the Facebook video without prior consent and with the obvious displeasure of the minor and guardian.”

Pagkondena ng PGH: “We condemn in the strongest terms the behavior of Mr. Tulfo as completely unacceptable and unbecoming especially from a supposedly veteran journalist seeking help for the victim his vehicle had bumped.”

Humihingi ng public apology ang PGH mula kay Tulfo at tanggalin umano ang ipinost nitong video sa social media.

“In the light of all the facts a public apology from Mr. Tulfo is warranted and a commitment to take down ASAP the video taken at PGH as well as all objectionable related posts.”

Sinabi naman ni Tulfo na ang pagkuha ng video ay para sa “future legal reference.”

"Initially, we planned to record the condition of the child for future legal reference at hindi yung doktor na titingin sana sa bata. But the doctor refused to look over the patient, driving me to get upset.

"Kung kayo ang nasa kalagayan ko, mga kaibigan, magagalit din kayo," depensa ng broadcast journalist.

GROUP OF PHYSICIANS BLASTS TULFO

Naglabas din ng official statement, via social media, ang PGH Physicians’ Association (PGH PA) upang kondenahin ang inasal ni Tulfo.

Anila, ang ginawa ng journalist ay cyberbullying dahil sa walang permisong pag-a-upload ng video at paglalabas ng pangalan ng doktor at "doctor shaming" matapos niyang murahin ang doktor.

Bahagi ng statement: “Cyberbullying and doctor shaming are not only punishable by Philippine law, these also demean the healthcare workers’ and patients’ rights to privacy. We stand firm with the PGH community in upholding the rights of our staff, students, and especially the patients whom we serve.”
