The Pinoy filmmaker was chosen as winner by an international jury.
Last May, the Cannes Best Actress award went to Ma' Rosa lead star Jaclyn Jose, making her the first from the Philippines and South East Asia to win the said honor.
Ma' Rosa tackled the struggles of a mother captured by corrupt policemen for selling illegal drugs.
The cast was comprised of Andi Eigenmann, Julio Diaz, Baron Geisler, Neil Ryan Sese, Mercedes Cabral, Mark Anthony Fernandez, and Maria Isabel Lopez.
Brillante Mendoza previously earned the Best Director trophy for his film Kinatay at the Cannes Film Festival in 2009.
