Vivian Velez reacts to report that she's not welcome at FAP

Vivian Velez serious about implementing changes in FAP.

Desidido ang bagong director general ng Film Academy of the Philippines (FAP) na si Vivian Velez na ipatupad ang mga pagbabagong nais niyang mangyari sa ahensiya.

Ito ay sa kabila na ilang kasapi at kaalyado diumano ng FAP ang kumukontra rito.

Naitalaga si Velez bilang FAP director general noong November 2019.

Pinalitan niya sa puwesto si Leo Martinez, na 16 taong nanungkulan bilang FAP director general.

Ayon sa ulat ni George Vail Kabristante sa The Manila Times noong Sabado, January 25, hindi raw pabor sa appointment ni Velez bilang FAP director general ang mga guild na nasa ilalim ng FAP.

Ang mga guild na ito ay kinabibilangan ng mga direktor, artista, manunulat, cinematographers, musikero, designers, at iba pang nagtatrabaho sa pelikula katulad ng production managers, assistant directors, at producers.

Ang pinaka-vocal daw sa pagkontra sa pagkakatalaga kay Velez ay ang pinuno ng Kapisanan ng mga Direktor ng Pelikulang Pilipino (KDPP) na si director William Mayo.

Partikular daw kinontra ni Mayo ang abiso ni Velez na lahat ng guild members ay magpa-accredit muli.

Marami pa raw ipinanukala si Velez na hindi sinang-ayunan ng guild members.

Sa Facebook post ni Mayo ay binanggit nito sa dating Executive Order ni dating Pangulong Ferdinand Marcos, lahat ng Guilds na nasa ilalim ng FAP ay independent sa isa't isa at maaari itong tumayo kahit wala ang FAP, pero hindi maaaring tumayo ang FAP nang wala ang Guilds.

Sa kanyang Facebook post ngayong Lunes, January 27, sinabi ni Velez na ang mga pagbabago sa ahensiya na kanyang ipinanukala ay hindi talaga madaling tanggapin ng mga taong matagal na sa FAP.

Sinabi rin niyang may mga hindi tamang ginawa ang mga nagdaang namuno sa ahensiya.

Pahayag ng aktres (published as is): “Refinement doesn't always come easy and yes, old bad habits die hard.

“When I assumed office, we had to go back from the very beginning on how the Film Academy got started...up to my assumption from office.

“Do I have a problem with how F.AP. was managed before? Yes, very much so.

“The results of toxic, misguided leadership carry long-lasting effects.

“We've been studying and analysing the present, ‘toothless’ state of F.A.P. over its guilds.”

Dagdag pa niya, nakikipag-usap sila sa mga guild na kaalyado ng FAP, hindi upang linisin ang mga dating kamalian kundi upang isaayos ito.

“We conducted a series of one on one discussions with some F.A.P accredited guild presidents on their responsibilities for a productive organization.

“We came out not to clean our hands but to fix what was before us.

“We can't afford to fight amongst ourselves with the present situation of our film industry.

“But we intend to do what is right, take the bull by the horns, then move forward with projects that will benefit the whole industry.”

FAP ISSUES STATEMENT

Noong Sabado, January 25, nauna nang naglabas ng pahayag ang Film Academy of the Philippines ukol sa mga pasaring ni Mayo.

Narito ang buong pahayag ng FAP:

“The Film Academy of the Philippines wishes not to comment on Mr William Mayo's public tirade against the institution while pending investigation are underway at this time.

“The complainants are former officers and members of his own guild, and some complaints are criminal in nature.

“First off, FAP is organizationally a government institution. As such, it cannot be registered with the Securities and Exchange Commission (SEC) and ruled by corporate constitutional by-laws.

“Instead, an Implementing Rules and Regulation (IRR) must be constructed for FAP's daily function which the present FAP management is doing now.

“Secondly, under EO 640-A, FAP is the overseer of representative guilds in the various creative and technical sectors of the industry, and the sole body that can provide due recognition through awards distinction, appreciation, and other forms of awards to the film industry.

“FAP can establish, operate and maintain such administrative units as it may seem necessary or proper for the purpose; appoint, control and supervise the personnel therein; and promulgate such rules and regulations governing the duties, functions and responsibilities of such units in conformity with the objectives stated in this order. (likewise regulate, legislate, reprimand, suspend, or terminate members under its umbrella in violation of the the current EO.)”
