Maegan Aguilar on testing positive for drug use

Sen. Raffy Tulfo offered Maegan 1 year advance payment of house rent, a livelihood, and medical treatment, if she tested negative.

Maegan Aguilar claims that she is not an addict despite the positive drug test results she received from the Raffy Tulfo in Action team.

In the public affairs show episode uploaded on YouTube on March 3, 2023, Sen. Raffy Tulfo was on a call with Maegan, when he shared the result of the Hair 5 Drug Panel & Extended Opiates Test she agreed to take.

"Metamphetamine, yun po yung iti-nest sa inyo, yung shabu po," Sen. Raffy stated.

"Ang sabi po rito, kayo raw po ay... Ma’am dito o, positive po."

On the test results, Maegan reacted, "Paano nangyari yan?"

"Positive po," Sen. Raffy explained. "Ibig sabihin, within the 90 day-period simula nung kayo po’y pumunta dito, kayo po’y nakapag-take pa ng shabu."

Prior to Maegan completing the test, an agreement was reached that, should she be proven clean from illegal substances, the senator will help her with shelter, livelihood, and hyperthyroidism treatments.

As it was, Maegan had given inconsistent statements about her drug use.

In two other occasions, Maegan answered that the last time she consumed illicit drugs was when she was 15 and 28 years old, respectively.

That she tested positive recently convinced the senator that she needs to undergo rehabilitation.

Sen. Raffy continued, "Now, kung willing po kayong magpa-rehab, tutulong po ako dun.

"Pero bibigyan po ng pinansiyal, bibigyan ng kabuhayan, at kung anu-ano pa, hindi ko po gagawin yun.

"Sa pagamutan, tutulong po ako. At saka sa rehab, tutulong po ako."

MAEGAN'S SIDE

For Maegan, she sees no need for drug rehabilitation.

According to her, "It was one day kasi na, di ba, nga nakuwento ko po sa inyo na na-COVID kami, tapos kung saan-saan kami nakikituloy.

"Minsan po kasi yung tinutuluyan namin, hindi namin kilala.

"And there was an instance na yung isa po na tumutulong sa amin, yun po yung nangyari po sa kanila.

"Hindi po kami puwedeng mag-react, kasi tinulungan lang kami.

"And kailangan lang naming makisama kasi ayaw naming mapahamak. So it was an incident like that.

"Kaya nga po ako nagpa drug test, e, kasi hindi ko naman po alam, e, na, di ba?

"Yung duration, hindi ko naman po alam. Hindi ko nga po alam na merong hair drug follicle test.

"So I thought na it doesn’t matter, no? Kasi nga it was one time.

"Kasi nga wala kaming choice, it was someone na helped us. Ganun po yung situation ng kanilang kabuhayan."

Maegan insists she was forced to take drugs because of extenuating circumstances.

"Marami po kasing nangyari sa akin, Sir Raffy, na hindi po maganda.

"Pero kaya po rin ako lumapit sa inyo, kasi para po maalis kami sa ganitong sitwasyon.

NOOD KA MUNA!

"Hindi na po kami malagay sa peligro, hindi na po kami malagay sa alanganin. Kasi nga, nalalagay po kasi kami sa alanganin, senator.

"Kung kani-kanino lang kami humihingi ng tulong, kung kani-kanino lang kamii nakikituloy. Kaya yun po yun.

"Pero dun po sa addict ako, hindi po ako addict. It was an incident na kinailangan kong makisama."

Sen. Raffy emphasized that this was not a valid excuse, and that Maegan could have said no: "Pero Ma’am, meron po kayong karapatang tumanggi kung gusto niyo."

Maegan responded, "I’m so sorry, pero even my husband, kasama ko na siya non and hindi po maganda ang situation, na kinailangan naming makisama talaga.

"Kung hindi kasi, puwedeng-puwede kaming mapatay doon, Sir. Puwedeng mapahamak kami lalo.

"Sir, sa maniwala po kayo o sa hindi, may mga ganung sitwasyon po na nakaranas po ako. Kaya nga po lumapit ako sa inyo, Sir, Senator. Kasi wala akong matakbuhan, Sir, e."

She went on, "Kasi yung tatay ko, hindi pa kasi [kami] nag-uusap. There was no way to communicate."

"His doors are closed, and that’s what we’re experiencing. So many doors have closed for us.

"So kung sino po yung mag-open for us, pinapakisamahan po namin. And unfortunately, napupunta po kami sa mga ganung situation.

"Meron pa nga po, Sir, muntik akong ibugaw sa matanda. Meron pa pong ganun. May mga hindi po talaga magandang nangyayari.

"Pero hindi po ako addict, Sir, hindi po."

LEARNING TO SAY NO

In response, Sen. Raffy said, "Well, hindi ko po sinasabi na kayo po ay addict, Ma'am.

"Ang sinasabi ko dito ngayon, A, nagsinungaling kayo.

"And then B, kayo po, ayon sa inyo, napilitan lang gumamit ng droga bilang pakisama dahil kung hindi, kayo po’y mapapahamak dun sa tao na tumutulong sa inyo, which is unbelievable.

"Kasi Ma'am, maraming nanonood sa ating kabataan ngayon," he continued.

"At yung pagsabi ninyo na hindi niyo kayang tumanggi, gusto niyo makisama, kayo po’y napilitan mag shabu, wag po yun.

"Dapat po turo po natin ang ating mga kabataan, na matutong magsabi, ‘No, I don’t want to. Ayoko.’"

Maegan brought up her upbringing to the table, as part of her defense.

"Sir, ano po kasi, Sir, e, hindi po kasi ako lumaki sa proteksyon ng mga magulang ko, Sir," she reasoned.

"Bibihira din po siguro yung ganon, yung bata ka pa lang, kailangan mo nang mag-mature kasi walang mag-a-asikaso sa yo.

"Walang magtuturo sa yo, walang mag-po-protekta sa yo. Ganun po yung dinaanan ko, Sir."

FINAL DECISION

When it was time to give his final statement, Sen. Raffy recalled, "Ms. Maegan, willing na willing talaga akong tulungan kita noon, nung nag-usap tayo rito.

"If you remember, sabi ko, bukod sa pagpapagamot, ako’y kukuha ng bahay na re-rentahan mo for one year, babayaran ko. And then bibigyan kita ng kabuhayan.

"I was even willing na bibigyan kita ng sasakyan, na para makatulong for you to move around.

"Babaguhin ko yung buhay mo, with the condition [na] papasahin mo lang yung drug test na sabi mo yes."

Maegan reiterated that what she did was a one-time drug use.

"I didn’t know, Sir, na it would result to that," Maegan replied.

"Hindi ko po alam. I’m not really like ano, oriented. I’m not drug-oriented, Sir. It was just a situation talaga.

"And hindi naman namin inulit yun, yung high po kami doon. Yun po talaga yung totoo.

"Kaya nga malakas po yung loob ko magpa-test kasi alam kong hindi ako gumagamit. It was just that one time, Sir.

"And how I wish na magustuhan niyo pa rin po kaming matulungan, kasi Sir yan din po yung mag-aayos sa amin, e."

Sen. Raffy then mentioned the previous help that was extended to her before the administered test.

He said, "If you remember, binigyan kita ng PHP20,000 kasi wala pa yung drug test result, e. Pero kung ngayon nangyari yon, hindi kita sana nabigyan ng 20K.

"Pero nung time na pumunta ka rito, binigyan kita ng 20K thinking na sana pasahin mo. For the meantime, may 20K.

"At least, kahit papaano po, meron po tayong natulong."

Maegan answered, "Alam ko po yan, Sir, pero yun nga po, e. Gusto namin magkaroon ng kabuhayan.

"Alam niyo po, Sir, yung nag back to zero kami, ang hirap pong i-explain, e.

"Wala po talagang nagsu-support, wala pong nag-a-assist. We’re on our own.

"Pumupunta po kami sa iyo, and then we all hope na we will have a better life.

"Kasi nga, hindi naman namin kagustuhan na maipit sa ganun."

Finally, after seeking advice from the Department of Health Hospital III Treatment & Rehabilitation Center Chief, Dr. Alfonso Villaroman, Sen. Raffy made his final decision.

"Libre na po [drug rehabilitation] sabi ni Dr. Alfonso Villaroman, kasi wala naman po kayong trabaho. So free po yun," the TV and radio host explained.

Maegan asked, "Will that help, Sir, po with you? Will that help?"

"That will help," Sen. Raffy replied. "Yes, Ma'am, magpa-rehab muna kayo kay Doc, tapos pag sinabi ni Doc, 'Certified nagbago na ito,' then puwede na tayo mag-usap ulit."

"Talaga po," she asked in disbelief.

"Sige po, punta po kayo kay Doc, Ma'am, at libre po yun," he guaranteed.

Before the end of the episode, Maegan appealed once more for help regarding a place to live in: "Pero Sir Raffy, wala pa rin po kasi kaming bahay ngayon.

"Wala pa kaming matuluyan. Ano po bang puwede mangyari?"

Ultimately, the senator was firm with his judgment. He said, "Ma'am, I'm sorry.

"Kasi pag tinulungan ko kayo Ma'am, parang kinain ko na po yung aking salita na binitiwan dito noon, na I will not help you kapag kayo po ay nag-positive.
