#FDCPISSUE NO.3: Liza Dino FDCP funds go through check and balance

Walang "one-woman rule" sa pamumuno ni Liza Diño sa pag-apruba ng mga proyekto at budget expenses ng Film Development Council of the Philippines (FDCP).

Ito ang pagsusuma sa opisyal na pahayag ni Liza, na siyang immediate past chair ng FDCP at nanungkulan mula August 2016 - July 2022.

Ipinadala ni Liza ang kanyang mga sagot sa May 16, 2023 e-mailed questions ng PEP.ph (Philippine Entertainment Portal), sa pamamagitan rin ng e-mail, dalawang araw ang makalipas, bandang Huwebes ng hapon.

Nagsimulang ilathala ng PEP ang #FDCP ISSUES 1&2 kahapon, May 18. Kahapon din inilabas ng PEP ang sagot ni Liza sa ISSUES 1&2.

Ngayong May 19, naglabas ang PEP ng #FDCP ISSUE NO.3, na tumatalakay sa pera.

Inilatag dito ang reklamo ng industry insiders sa anila'y "crazy," "lavish," at "like there was no tomorrow" na paggastos ng FDCP.

Partikular na pinagtuunan ng pansin ng insiders ang "malalaking expenses" ng FDCP—staff hires ("bloated manpower"); annual Film Ambassador's Night ("umabot ng P4.5M yung huli"); international film festival parties (na may "free bar" at "inuumaga" sa ibang bansa na nasa tab ng FDCP); acting workshops ("na napakamahal at para lang sa kakaunti"; air travel (na sagot ang entourage, "hindi lang sa economy class"); at marami pang iba.

Ang artikulong ito ang naglalatag ng side ni Liza tungkol sa ginastos na millions ng FDCP.

Sa palitan ng email ng PEP at ni Liza, ipinaliwanag nitong sinisiguro ng Council na maayos ang paggasta sa pondo ng FDCP.

Tanong ng PEP.ph: "How does the Council ensure that the funds are properly spent?"

Sagot ni Liza (published as is): "We have monthly board meetings, we also have budget briefings with the Department of Budget and Management and other instrumentalities of government that checks and balances each agency's performance.

"Even the Commission on Audit, during their annual reports weigh in on our finances and accomplishments."

Ang Department of Budget and Management (DBM) ang ehekutibo sa ilalim ng Office of the President na namamahala sa disbursement at evaluation ng public funds.

Ang Commission on Audit (COA) ang independent government body na sumusuri kung paano ginasta ang pondo ng isang government entity at kung akma ito sa budget allocation para rito.

Base sa pahayag ni Liza, napag-uusapan ng Council members ang budget allocations para sa mga project, event, at activity ng FDCP.

Taliwas ito sa alegasyon ng insiders at sources na nakausap ng PEP na wala umanong check and balance sa pamunuan ni Liza kaya lumobo nang lumobo ang expenses ng FDCP.

LIZA "SURPRISED" BY ALLEGATIONS AGAINST HER

Sa e-mail ni Liza sa PEP, sinabi nitong inaamin niyang nasorpresa siya sa ipinarating naming mga katanungan.

Ang mga tanong ay parte ng investigative work ng PEP sa reklamo ng industry insiders sa FDCP chairmanship ni Liza.

Limitado raw ang e-mail exchange para maidetalye niya nang husto ang kanyang panig.

Ipinaliwanag ni Liza na kasalukuyan siyang nasa Cannes, France, para sa Cannes International Film Festival.

Aniya, "... as to this story that you're working on about alleged 'irregularities' during my term, I’m curious as to what kind of information and documents that you have already gone through before approaching me with your questions.

"I say this because most of your questions here can actually be answered by supporting documents from FDCP itself."

Handa raw siyang magbigay ng context sa oras na mabigyan siya ng "specific instances of such irregularities."

LIZA ON TRANSPARENCY IN IMPLEMENTING PROJECTS

Ayon pa kay Liza, may standard operating procedure rin ang FDCP pagdating sa implementasyon ng FDCP projects.

Aniya, "We have monthly board meetings regarding FDCP's initiatives and programs.

"Mechanics and guidelines are also presented to the board and when these programs are approved, a board resolution is drafted for the council's concurrence."

Isang ibinigay niyang halimbawa ay ang pagboto ng majority ng Council members sa kontrobersiyal na Revised Implementing Rules and Regulations ng FDCP.

Sabi pa ni Liza, may division din sa FDCP na in charge sa mga proyekto ng film council.

Paliwanag ni Liza (published as is): "The FDCP is the country's national film agency composed of various divisions and departments that implements each approved project.

"Everything from education, to incentives, festivals and even procurement, there are guidelines and standard procedures prescribed by the government to implement this."

Sabi rin niya (published as is): "We actually have a PUBLISHED Citizen's charter so you can be guided on our process.

"Please check the FDCP WEBSITE for these and the guidelines for each program.

"These and more are all transparent and reflected during my time. Even the beneficiaries that were granted support."

FDCP'S CITIZEN CHARTER

Sinuri ng PEP.ph ang sinabi ni Liza na FDCP Citizen Charter.

Base sa records ng FDCP, na nakalathala sa FDCP Website, ang Citizen Charter ay outline ng "standard processes and services" para sa stakeholders ng film industry.

Isa sa mga nakalista ritong process of application at requirements para sa mga gustong kumuha ng film-incentive grants.

Matatandaang sa PEP Special Report #FDCPIssue No.1, inilantad ng limang industry insiders na si Liza lang umano ang solong nagdedesisyon ng approval ng film-incentive grants.

Sa binanggit nitong FDCP Citizen Charter, nakasaad na ang FilmPhilippines Office ang namamahala sa film incentive grants ng FDCP, kabilang ang Film Location Incentives Program (FLIP).

Ang FLIP ang programa ng FDCP na nagbibigay ng "PHP10M" rebate sa "Qualifying Philippine Expenditures"— o incentive para sa foreign production companies na magsu-shoot sa Pilipinas.

Nakasaad sa Citizen Charter na dumaraan ang mabibigyan ng funds sa isang application stage at isang evaluation stage. Ang in-charge sa pag-check ng application ay ang "Team Leader" ng FilmPhilippines Office.

Walang nabanggit kung may technical review committee ang FilmPhilippines Office.

Pero para sa ibang programs ng FDCP — tulad ng travel assistance para sa filmmakers na dadalo ng international film festivals at assistance sa Philippine embassies abroad na may film-related event — nakasaad sa Citizen Charter na dadaan ito sa technical review commitee at sa officer-in-charge ng isang partikular na division.

Ang 56-page document ay inilathala ng FDCP noong 2020, ang taon kung kailan inaprubahan ng Council ang binuong Revised IRR, na ngayon ay sentro ng kontrobersiya.

Ginawa raw ang Citizen Charter para mabawasan ang "red tape" sa proseso ng applications sa mga programa ng FDCP. Alinsunod daw ito sa R.A. 9485 o Anti Red Tape Act of 2007.
