Binawian ng buhay ang mambabatas bandang 5 P.M. nitong Huwebes dahil sa cardiac arrest, ayon sa pahayag ng kanyang anak na si Tabaco City, Albay mayor Krisel Lagman.
Si Edcel Lagman ang kasalukuyang pangulo ng Liberal Party.

“He left this world the way he lived his life - with integrity, compassion, and fearlessness,” pahayag ni Mayor Krisel Lagman ukol sa kanyang ama.
“He fought until the end with the dogged determination, tenacity, and unshakable hopefulness that defined all that he stood for.
“He will be remembered and honored by his family, friends, and colleagues as a remarkable and generous father; a warm, thoughtful and loving brother, uncle and lolo; a true and loyal friend; and an upright, principled, and unwavering advocate of human rights and the rule of law.”
Sinabi pa ng alkalde na pumanaw ang kanyang ama na napapaligiran ng mga mahal nito sa buhay.

LAGMAN AS A POLITICIAN, LAWMAKER
Si Edcel Lagman ay siyam na terminong naglingkod bilang representative ng first district ng Albay: mula 1987 hanggang 1998; 2004 hanggang 2013; at 2016 hanggang sa kasalukuyan.
Siya ay nagtapos bilang cum laude sa kursong Bachelor of Arts (1962) at Bachelor of Laws (1966), sa University of the Philippines, ayon sa kanyang official website.
Natapos naman niya ang kanyang Doctor of Humanities mula sa Bicol University noong 2013.
Ilan sa mga batas na siya ang author ay ang Responsible Parenthood and Reproductive Health Law (Republic Act o R.A. No. 10354); Compensation for Martial Law Victims (R.A. No. 10368); Free High School Education Act (R.A. No. 6655); Anti-Torture Act (R.A. No. 9745).
Kabilang din dito ang Cheaper Medicines Act (R.A. No. 9502); Centenarian Act of 2016 granting additional benefits and privileges to Filipino Centenarians (R.A. No. 10868); Abolition of Death Penalty (R.A. No. 9346), at marami pang iba.
