18M Pinoy senior high grads have low comprehension skills –PSA

One in five Pinoy high school graduates is "functionally illiterate."

Paano nakapagtapos ng senior high school ang higit 18 milyong Filipino students na hindi nakauunawa sa kanilang binabasa, sinusulat, at kino-compute?

Ito ang ikinakabahala ng Senate Committee on Basic Education sa ginanap na hearing nito lamang April 30, 2025.

Nangangahulugan kasi itong isa sa bawat limang nag-graduate mula sa senior high ang “functionally illiterate,” o may problema sa comprehension, ayon sa press release na inilabas sa Senate of the Philippines website.

Ang datos na 18 milyong Filipino high school graduates na functionally illiterate ay mula sa Functional Literacy, Education, and Mass Media Survey (FLEMMS), na isinagawa ng Philippine Statistics Authority sa second half ng 2024.

Ginagawa ng PSA ang FLEMMS, na isang national survey, para sukatin ang basic and functional literacy rates at educational skills qualifications ng populasyon sa bansa.

Binanggit sa statement na para sa 2024, binago ng PSA ang definition nito ng “functional literacy.” Bukod sa basic reading, writing, and numeracy, isinali rito ang higher-level comprehension skills.

Sa 2019 definition kasi, automatic na kinakategorya ang high school graduates o junior high school completers bilang functionally literate.

"There are high school and junior high school graduates who...did not pass the new definition of functional literacy...

"In other words, 18 million graduates from the system are not functionally literate," pahayag ni Committee Chairperson and Second Congressional Commission Co-Chair Senator Sherwin Gatchalian.

Ang 18 milyong senior high school graduates na ito na functionally illiterate ay bumubuo sa 21%, habang ang 79% naman sa high school grads ay functionally literate, ani Adrian Cerezo, assistant national statistician ng PSA Social Sector Statistics Service.

Binanggit din ni Gatchalian na tinatayang 5.8 milyon ang mga Pilipinong “not basically literate,” na nangangahulugang hindi marunong magbasa, magsulat, at magkuwenta.

Kaya’t lumalabas na 24.8 milyong Pilipino ang may problema sa comprehension.

POSSIBLE SOLUTIONS

Pinaalalahan ni Gatchalian ang Department of Education na maging proactive at tiyaking maging functionally literate ang lahat ng magtatapos ng senior high school.

Iminungkahi rin ng senador na huwag ipasa ang isang estudyante para sa susunod na baitang kung hindi ito functionally literate.

Nais din ng Senate Committee in Education na dagdagan ang subsidy para sa edukasyon at nutrisyon ng mga bata sa Bangsamoro Autonomous Region and Muslim Mindanao, dahil dito ang pinakamaraming lugar na pinakamababa ang literacy.

Iminumungkahi rin sa mga local government units na bumuo ng literacy council para ma-monitor ang mga nasasakupang estudyante.
