Parehong pinabulaanan nina Ako Bicol Partylist Representative Zaldy Co at House Speaker Martin Romualdez ang alegasyong kumukuha sila ng porsyento sa flood control projects na nakuha ng mag-asawang Curlee at Sarah Discaya mula sa Department of Public Works and Highways (DWH).
Ito ay kasunod ng pagbubunyag ng Discaya couple ng mga pangalan ng mga mambabatas at DPWH officials na humingi umano ng porsyento mula sa kanila kapalit ng mga nakukuha nilang government projects.
Ginawa nina Curlee at Sarah ang kanilang pagbubunyag sa hearing ng Blue Ribbon Committee sa Senado kaninang umaga, September 8, 2025.

ZALDY CO
Si Zaldy Co ang isa sa mga nagtatag ng Sunwest Construction and Development Corporation, samantalang ang kanyang kapatid na si Christopher Co ang founder ng Hi-Tone Construction and Development Corporation.
Ang dalawang nabanggit na construction company ay kasama sa ibinulgar na listahan ni President Ferdinand Marcos Jr. ng Top 15 contractors na nabigyan ng DPWH ng mga proyektong nagkakahalaga ng PHP105 billion.
Maliban dito, sinabi naman ni Navotas Congressman Toby Tiangco na si Zaldy Co ang proponent sa mahigit PHP13.8-billion insertions para sa flood control sa 2025 General Appropriations Act (GAA) o national budget ngayong taon.
Sa inilabas na written statement ng kanyang opisina ngayong hapon, sinabi ni Zaldy Co na walang basehan ang mga paratang sa kanya.
Nakasaad dito: "I vehemently deny all the baseless and irresponsible accusations made against me during the Senate hearing held today.
"These unsubstantiated claims, which attempt to implicate me are not only hearsay but are also politically motivated designed to mislead the public and deflect accountability."
Inaprubahan daw ng dalawang kapulungan ng Kongreso ang 2025 budget at pinirmahan din daw ito ng Pangulong Marcos.
"The 2025 GAA was certified and approved by both Houses of Congress and signed by the President.
"As mentioned during the Senate hearing, the President even vetoed some provisions and withheld the release of funds for projects."
Sa kabilang banda, hindi pa raw siya makapagbibigay ng pahayag sa 2025 GAA dahil may nakabinbin itong kaso sa Supreme Court.
Saad ni Co: "However, the validity of the 2025 GAA is currently the subject of a case before the Supreme Court and the Ombudsman.
"For this reason, I am unable to comment on the matter to the public but reserve my right to comment on this matter, if and when, required by the courts where this matter is pending."

SPEAKER MARTIN ROMUALDEZ ALSO DENY ACCUSATION
Naglabas din ng pahayag si Speaker Martin Romualdez dahil sa pagbanggit ni Curly ng kanyang pangalan, kakabit ng pangalan ni Zaldy Co.
Bahagi ng salaysay ni Curlee: “Si Congressman Marvin Rillo naman ay ilang beses na binabanggit ang pangalan ni Speaker Martin Romualdez bilang kanyang malapit na kaibigan.
“Basta sa tuwing umiinom kami sa Wine Story sa BGC at EDSA Shangri-La Mall, sinasabi pa ni Cong. Rillo na lahat ng kanyang request para sa pondo ay galing pa mismo sa unprogrammed funds at insertions na inaaprubahan ni Speaker.
“Ang tao ni Marvin Rillo, si Bogs Magalong, ang pumupunta sa amin para kunin ang pera sa aming opisina.
“Si Cong. Jojo Ang naman, palagi ring binabanggit sa lahat ng projects sa kanya ay papondo ni Speaker at ni Zaldy Co.
“Mataas ang hinihingi sa project. Dagdag pa niya, hindi naman lahat ng pera ay para sa kanya kundi para kay Speaker at kay Zaldy Co."
Ayon kay Romualdez, kasinungalingan ang mga pahayag ng mga Discaya laban sa kanya.
Diin ng Speaker of the House: "I cannot and will not allow lies and name-dropping to pass unchecked.
"The claim in the Discaya couple's affidavit that my name was used for commissions is false, malicious, and nothing more than name-dropping.
"Let me be clear: Wala akong kinalaman, wala akong pahintulot, at wala akong basbas sa mga ganyang gawain."
Ang gawain lamang daw ng House of Representatives ay magpanukala at mag-apruba ng budget.
Hindi raw nila saklaw ang project implementation nito.
Kung mayroon man daw mambabatas na gumawa nito, wala raw basbas niya ang mga ito.
Saad ni Romualdez: "Congress debates and approves the budget. It does not release funds. It does not implement projects.
"That is the sole duty of the Executive and agencies like the DPWH.
"If anyone invoked my name, they did so without my knowledge and without my consent.
"At kung ginawa nila iyon para kumita, sila ang mandaraya at sila ang dapat managot."
Kaya raw niyang humarap sa lahat at sabihing hindi siya tumanggap ng suhol. Sariling-kayod daw ang kanyang pagyaman.
"And I say this with all honesty: I have never, and I will never, accept a bribe from anybody.
"Walang sinuman ang kayang manuhol sa akin. Alam iyan ng lahat ng House Members.
"I am self-made, and I have been blessed with the trust of the Filipino people.
"I do not need—and will never allow myself—to be corrupted by money that does not belong to me.
"Kung may nang-abuso o gumamit ng pangalan ko para kumita, sila ang dapat managot—kahit sino pa sila, sa loob o labas ng gobyerno.
"But let us not allow lies and name-dropping to destroy reputations or weaken faith in Congress."

MARVIN RILLO
Pahayag ni dating Congressman Marvin Rillo: "I categorically deny the allegation or any insinuation that I engaged in influence peddling or corruption.
"I consistently adhered to the highest standards of integrity and accountability in the performance of my duties as a public servant.
"I unequivocally deny the malicious accusations made by the Discayas. Hindi ko kailanman ginamit, pinahiram, o inangkin ang pangalan ni Speaker Martin Romualdez.
"It is both deplorable and unacceptable that my name—and even the name of the Speaker—has been carelessly and maliciously dragged into these falsehoods. Hindi ko hahayaang dungisan ng kasinungalingan ang dangal na itinayo ko sa aking paglilingkod.
"While I recognize that public officials are often the subject of scrutiny, I have always exercised transparency and responsibility in all my official actions. I therefore urge the public to be discerning against unfounded claims meant to cast doubt on my integrity as a public official.
"I will exhaust every legal remedy available to protect my name, clear the Speaker’s good name, and hold accountable those who attempt to destroy reputations with unfounded claims. The truth will prevail.”
MARCY TEODORO
Ayon kay Marikina First District Representative Marcy Teodoro: "Klaro na klaro na pagkatapos kong i-expose ang DPWH project sa 2026 NEP na tapos na pero isinama pa rin sa program (double funding), ngayon naman ay ako ang pilit na idinadawit sa mga kalokohan nila.
"Malinaw pa sa sikat ng araw na ito ay diversionary tactics ng mga sindikato para malihis sa tunay na issue ng corruption and anomalies sa flood control projects ng DPWH."
ELEANDRO MADRONA
Ayon naman kay Rep. Eleandro Jesus Madrona ng Romblon: "I strongly deny the statement of Discaya, [Wala] akong project sa kanya so anong basehan ng sinasabi niyang pagbigay sa akin?"
LEODY TARRIELA
Sabi naman ni Rep. Leody Tarriela ng Occidental Mindoro: "Mariin po nating pinapabulaanan ang mga naging pahayag ni Mr. Pacifco Discaya sa isinagawang pagdinig ng Senate Blue Ribbon Committee na nag-uugnay sa atin sa mga maanomalyang fiood control projects.
"Wala po akong tinatanggap na anumang pera o pabor mula kay Mr. Discaya.
"Ang pagpapatupad ng mga proyektong pang-imprastraktura ng pamahalaan ay tungkulin lamang ng Department of Public Works and Highways(DPWH).
"Hindi natin alam at wala tayong kinalaman sa anumang proseso nito.
"Bilang kinatawan sa Kongreso, ang tungkulin lang natin ay magpanukala ng mga preyektong LOKAL (kalsada, tulay, mulipurpose buildings, classrooms, palengke at iba pa) na hinihiling ng bawat Barangay o Bayan para masama sa General Approprlalions Act(GAA).
"Ang pagtukoy at pagpapapondo ng malalaking national govermant projects tulad ng flood contol ay trabaho ng DPWH Regional o Nalional Oflice, at hindi ng congressman."
FLORIDA FLORES
Sabi naman ni former representative at ngayo'y mayor ng San Jose del Monte, Bulacan Florida Roves: "Kitang-kita naman ng marami kung gaano na kaganda ang San Jose del Monte ngayon. Walang ghost project dito at pang-world class ang aming mga infrastructure."
Magsasampa rin daw siya ng reklamong libelo laban sa mag-asawa.
