Woman cries foul over rude treatment by BIR employee

The incident happened at the Bureau of Internal Revenue–Novaliches.

Nag-viral kamakailan ang video ng isang babaeng humihikbi sa iyak dahil sa diumano'y hindi magandang trato sa kanya ng isang government employee.

Marami ang na-curious sa in-upload na TikTok video ng babae, pero kulang ito sa konteksto.

At press time, naka-10 million views na ang viral video.

Hindi nagtagal, nag-upload ng six-minute explanation ang babae na nagpakilalang si Nica Cadalin.

Inilahad niya rito ang hindi kanais-nais na karanasan sa pakikipag-usap niya sa empleyado ng Bureau of Internal Revenue (BIR) Novaliches branch.

Ang video na ito ay mayroon nang 1.1 million videos makalipas lamang ang ilang araw.

WOMAN RECOUNTS ENCOUNTER

Ikinuwento ni Nica na kinailangan niyang magpagawa ng TIN ID, pero nag-fail ang kanyang online registration.

Kaya nagsadya siya sa tanggapan noong Lunes, October 27, 2025.

Pagpasok sa opisina, itinuro raw sa kanya ang isang male employee.

Lumapit si Nica rito.

Sa simula pa lamang ay hindi na raw maganda ang paraan ng pakikipag-usap sa kanya ng empleyado.

Sinabihan daw siyang mag-register online.

Ipinaliwanag ni Nica na nagkakaproblema siya sa online registration.

Ani Nica sa kanyang video: “Alam ko na may online, ang concern dito may problema kasi nga.

"Kaya kailangan kong mag-direct. May problema nga.”

Ipinakita pa raw ni Nica sa government employee ang kanyang cellphone para mapatunayang nagkakaroon ng error.

Sa mismong gamit na computer ng empleyado, sinubukan daw niyang i-register si Nica, pero nag-fail din daw.

Pagpapatuloy ni Nica, “Sinabihan niya ako na, ‘Kung hindi ito gumana, patay ka.’”

Tinanong ni Nica ang empleyado kung ano ang ibig niyang sabihin.

Pabalang daw siyang sinagot ng empleyado nung nagtanong si Nica ukol sa ibang options.

Halata na ring naiinis daw sa kanya ang empleyado.

“Nakakainsulto lang all throughout our conversation, nag-e-English talaga siya na para bang gusto niyang ipamukha sa akin na dapat kong maintindihan lahat,” himutok ni Nica.

“Sobrang impatient niya, yung sarcasm, yung parang magmumukha ka talagang bobo, na ba’t di ko daw maintindihan. Paulit-ulit nga lang daw siya ng sinasabi.”

Pinuna raw ni Nica ang asal ng empleyado.

“Sabi ko, ‘Siguro po kailangan niyong magpahinga kasi baka po hindi kayo ready to serve the people.’

“Tumaas talaga yung boses niya. Pagkakaalala ko, sabi niya, wala daw akong karapatan para sabihin daw iyon sa kanya.”

Ikinuwento rin ni Nica na may kasabay siyang isang nanay na nakasaksi sa pangyayari at kinumusta siya.

Doon daw napaiyak si Nica at iyon ang nag-viral na video.

Maging ang isang empleyado raw ay nasaksihan ang paninigaw sa kanya ng government employee.

“Sana matigil na ito kasi imposibleng ako lang ang nakakaranas nito. Sana makuha natin yung justice,” sabi ni Nica.

Sa ulat ni Mav Gonzales ng GMA News, naghain na si Nica ng reklamo sa Anti-Red Tape Authority.

Sinabi rin sa report na naka-leave ang empleyado at effective ang resignation nito sa November 1, 2025.

Tugma ito sa kuwento ni Nica na sinabi raw sa kanya ng empleyado na hanggang November 1 na lamang ito sa trabaho dahil hindi na ito masaya sa ginagawa niya.

ANTI-RED TAPE AUTHORITY'S RESPONSE

Kaninang umaga, October 31, nag-post na ng sagot ang Anti-Red Tape Authority (ARTA) sa reklamo ni Nica.

Natanggap daw nila ito noong October 28, at sumailalim na sa "initial evaluation by an assisting lawyer."

Ang next step ayon sa statement:

"In line with ARTA’s standard procedures consistent with due process, the handling complaints officer has issued a Request for Completion (RFC) to Ms. Cadalin, seeking additional information and supporting documents necessary to proceed.

"These include simple transaction details and pertinent evidence to aid in the appropriate evaluation of the case, whether or not to proceed with a formal complaint which will require the concerned BIR employee to submit a counter-affidavit."

REPUBLIC ACT NO. 6713

Ang dapat maging asal ng mga public officials at government employees ay nakasaad sa Republic Act No. 6713 o ang Code of Conduct and Ethical Standards for Public Officials and Employees.

Ang layon ng RA 6713 ay: “to promote a high standard of ethics, integrity, and accountability in public service."

Nakasaad pa rito: "It requires public servants to act with patriotism and justice, uphold public interest over personal gain, and adhere to norms of conduct, such as professionalism and a modest lifestyle.”

Nasa Section 4 naman ang “Norms of Conduct of Public Officials and Employees.”

Mas tinalakay rito ang “professionalism” ng government employees.

“Public officials and employees shall perform and discharge their duties with the highest degree of excellence, professionalism, intelligence and skill.

“They shall enter public service with utmost devotion and dedication to duty.

“They shall endeavor to discourage wrong perceptions of their roles as dispensers or peddlers of undue patronage.”

Idiniin ang mataas na standard pagdating sa serbisyo.

“Public officials and employees shall remain true to the people at all times.

“They must act with justness and sincerity and shall not discriminate against anyone, especially the poor and the underprivileged.

“They shall at all times respect the rights of others, and shall refrain from doing acts contrary to law, good morals, good customs, public policy, public order, public safety, and public interest.”

Naka-highlight din ang “responsiveness to the public” at pagiging magalang.

"Public officials and employees shall extend prompt, courteous, and adequate service to the public.

“Unless otherwise provided by law or when required by the public interest, public officials and employees shall provide information of their policies and procedures in clear and understandable language, ensure openness of information, public consultations and hearings whenever appropriate, encourage suggestions, simplify and systematize policy, rules and procedures, avoid red tape and develop an understanding and appreciation of the socio-economic conditions prevailing in the country, especially in the depressed rural and urban areas.”
