Sa huling tala ng National Disaster Risk Reduction and Management Council (NDRRMC), as of November 8, 2025, umabot na sa 204 ang namatay dahil sa pagbaha na idinulot ng bagyong tumama sa Cebu at mga karatig-lalawigan noong November 4.
Kasabay ng pag-akyat ng bilang ng casualties, sinisisi ngayon ng ilang netizens kay Slater ang naganap na trahedya sa Queen City of the South.
Si Slater ang engineer na namamahala sa The Rise at Monterazzas, isang real-estate development na itinatayo sa tabi ng bundok ng Guadalupe.
Noong 2023 pa sinimulan ang proyekto, na ayon kay Slater ay inspired sa Banaue Rice Terraces.
Ayon sa netizens, ang Monterrazas project ang dahilan ng matinding pagbaha sa Cebu, lalo na nang mag-viral online ang isang video kuha noong kasagsagan ng paghagupit ng typhoon Tino.
Dito mapapanood ang mabilis na pagragasa ng tubig sa Barangay Guadalupe, Cebu City, na diumano’y nasa ilalim ng The Rise at Monterrazas.

ALBIE CASIÑO CALLS OUT SLATER YOUNG
Kabilang ngayon sa galit na galit dahil sa nangyari sa Cebu ang aktor na si Albie Casiño.
Sa kanyang magkakasunod na Instagram Stories nitong Biyernes, November 7, lantarang binanggit ni Albie ang pangalan ni Slater sa mga litrato ng bahang lugar sa Cebu.

Tulad ng sandamakmak na netizens, pinagpapaliwanag din ni Albie si Slater tungkol sa proyekto nitong diumano'y nagpalubog sa mga taga-Cebu.
"Slater, comments? Many people were commenting that this would happen on your post as long as 115 weeks ago. Looks like they were spot on,” pasaring ni Albie sa dating PBB big winner.
Sa isa pang hiwalay na post, ini-repost ni Albie ang isang quote card ni Slater sa naging panayam niya noong 2023, kunsaan dito ay siniguro niyang makikinig siya sa mga hinaing ng mga taga-Cebu kaugnay sa proyekto ng The Rise at Monterrazas.

DENR launches joint probe of Monterrazas de Cebu Project
Samantala, dahil sa dami ng reklamo online, nangako ang Department of Environment and Natural Resources (DENR) at Department of Public Works and Highways (DPWH) na iimbestigahan nila ang kaugnayan ng pagtatayo ng The Rise at Monterrazas sa flash floods na nangyari sa Cebu City.
Pahayag ni DPWH Secretary Vince Dizon sa panayam ng DZMM: “Didiretsuhin ko na, pinagkakitaan itong mga proyektong ito. Yun ang masama dun.
“Iimbestigahan na yan ng ICI [Independent Commission for Infrastructure] at ng team natin sa DPWH. Dapat managot ang mga taong yan.
"Pero tayo, ang focus natin ngayon, ano ba ang dapat nating gawin para hindi na ito maulit?”
Naglabas naman ng pahayag ang DENR sa imbestigasyong gagawin ng kanilang tanggapan tungkol sa malagim na pangyayari.
Nakasaad dito: “To ensure thorough and impartial review of the Monterrazas de Cebu Project, the Department today convened a multistakeholder Joint Inspection, Investigation, and Assessment Team of technical experts from the DENR Region 7, Environmental Management Bureau (EMB-7), Mines and Geosciences Bureau (MGB-7), Provincial Environment and Natural Resources Office (PENRO) Cebu, Community Environment and Natural Resources Office (CENRO) Cebu City, the Cebu City Government, and Barangay Guadalupe.
“The team is tasked to conduct a comprehensive on-site investigation, beginning November 7, to determine:
- project’s compliance with the condition of its ECC and other environmental regulations
- the effectiveness of its drainage, slope protection, and runoff management systems
- the stability of slopes and potential risks of landslides and flooding
- possible alterations to the natural landform and proximity to timberland areas
- evidence of erosion, siltation, or obstruction in nearby tributaries and wasteways
"In the meantime, the Department has directed the project proponent to adhere to its obligation to report its Engineering, Geological, and Geohazard Assessment.
"Compliance to this requirement will be validated by the joint inspection team.
"If the investigation finds any violation of ECC condition or environmental regulations, the DENR will not hesitate to enforce corrective actions, including suspension, penalties, or other legal remedies as provided by law.”
