Si Eduardo "Ed" Lejano Jr. ang itinalagang bagong Quezon City Screen Commission Executive Director.
Alinsunod ito sa utos ni Quezon City Mayor Joy Belmonte, base sa Office Order mula sa Office of the Mayor na may petsang March 2026.
Nakatanggap ang PEP.ph (Philippine Entertainment Portal) ng kopya ng Office Order nitong Miyerkules, March 25, 2026.
Sabi rito, gagampanan ni Lejano ang "functions, duties, and responsibilities" ng executive director na nakasaad sa Quezon City Screen Commission Ordinance No. SP-3382, S-2025.
Kabilang sa duties niya ang "execution and administration of the policies, programs, rules, and regulations approved by the Commission."
Direkta siyang magre-report kay Giana Aira Barata, officer-in-charge ng Quezon City Tourism Department.
Sinabi rin sa Office Order na in "effect immediately" ang pag-upo sa puwesto ni Lejano, hanggang sa ito ay i-revoke ni Mayor Belmonte.
Bago ng kanyang appointment, si Lejano ay artistic director ng QCinema International Film Festival, ang annual film festival sa ilalim ng Quezon City Screen Commission.
Sa pagpasok ni Lejano sa Quezon City Screen Commission, pinalitan niya ang dating executive director nitong si Liza Diño.
Si Diño, sa panahon ni Presidente Rodrigo Duterte, ang itinalagang chairperson ng FDCP (Film Development Council of the Philippines).
Hindi binanggit ng Office Order ni Mayor Belmonte kung bakit tinapos na ang termino ni Diño.
Naupo si Diño bilang executive director sa loob ng humigit-kumulang tatlong taon, mula 2023 hanggang sa bago magtapos ang buwan ng Marso 2026.

ANO ANG QUEZON CITY SCREEN COMMISSION?
Pinaninindigan ng Quezon City ang bansag ditong "City of Stars."
Ang Quezon City Screen Commission ay dating kilala bilang Quezon City Film Commission, na naitatag noong 2006.
Noong February 2025, ipinasa ang City Ordinance na nagpapalawak ng saklaw ng Commission.
Nakapaloob sa probisyon na, bukod sa pelikula, kasama na rin ang anumang "screen content" na ipinapalabas sa telebisyon, smartphone screen, o computer.
Isinama sa "screen content" ang mga napapanood sa "documentaries, animation, television programs, commercials, music videos, web series, streaming content, video games, and interactive media."
Sinabi rin sa City Ordinance na determinado ang Quezon City government sa pag-invest ng assets at resources upang makilala bilang "Film and Entertainment Capital of the Philippines."

SINU-SINO ANG MGA MIYEMBRO NG COMMISSION?
Ayon pa rin sa City Ordinance na nagtatag sa Quezon City Screen Commission, ito ay binubuo ng 12 ex-officio members o awtomatikong naluklok na mga representative ng iba-ibang ahensya ng Quezon City.
Sila ang mga sumusunod:
- Artistic director of QCinema International Film Festival
- Vice-mayor or any member of the Sangguniang Panlungsod designated by the vice-mayor
- Representative from the Office of the City Administrator (OCA)
- Representative from the Quezon City Tourism Department (QCTD)
- Representative from the Public Employment Service Office (PESO)
- Representative from the Local Economic Development and Investment Promotions Office (LEDIPO)
- Representative from the Small Business and Cooperatives Development and Promotions Office (SBCDPO)
- Representative from the Barangay and Community Relations Department (BCRD)
- Representative from the Department of Building Official (DBO)
- Representative from the Department of Engineering
- Representative from the Public Affairs and Information Services Department (PAISD)
- Representative from the Quezon City Culture and Arts Council
Mayroon ding apat na "regular members" ang Commission mula sa "legally-constituted filmmakers’ association, legally-constituted theater owners’ association, representative from the academe, at ang presidente o duly appointed representative ng QCinema Film Foundation, Inc. (QCFFI)."
Kinakailangang taga-Quezon City ang mga ito.
Nakasaad din sa city ordinance na may tinatalagang executive director na magsisilbi sa loob ng tatlong taon, liban na lang kung ito ay tanggalin nang mas maaga ng Commission.
Samantala, binanggit din sa city ordinance na ang executive director ay maaaring ma-appoint uli ng panibagong termino kapag natapos ang first three years nito.
Kabilang sa functions ng executive director:
- Mag-implement ng policies, programs, rules, and regulations na aprubado ng Commission at in-assign ng chairperson
- Mag-direct at mag-supervise ng operations at internal affairs ng Secretariat
- Magrekomenda sa Commission ng appointment, transfer, or detail ng subordinate officials and employees
- Mag-supervise ng QC Screen Commission permits unit
- Pumirma ng anumang memorandum of agreement para sa Commission, basta may pahintulot ng mga miyembro ng Commission. Nakasaad na hindi kasama rito ang disbursement of public funds.
- Iba pang functions na itatalaga ng Commission
QC GUARANTEES FREEDOM OF EXPRESSION
Sa section 2 ng City Ordinance, nakasaad ang "declaration of policy" na naggagarantiya ng "freedom of expression" at para i-promote at suportahan ang "development and growth of the local screen industry."
Layunin ng Commission na iangat ang "aesthetics, cultural and social values, and the better understanding and appreciation of the Filipino identity."
Layunin din ng Commission na mag-formulate at mag-implement na policies, programs, and regulations para i-upgrade ang "art and craft of screen content for commercial and non-commercial purposes."
Para ito sa mga screen content na ang intensyon ay para sa "public consumption and entertainment, including, but not limited to ntertainment, including, but not limited to, education, values infusion, advocacy for human rights and gender-based rights, nationalism, local history and culture."
Para rin ito sa mga "exhibition that showcases talent in cinematic arts and culture, and that promotes QC in and out of the country."
