Si Lakam, isang negosyante, ay nakatatandang kapatid ng aktres na si Kim Chiu.
Ang pag-aresto kay Lakam ay ipinost sa Facebook page ng Quezon Police District (QCPD) kung saan tinagurian siyang "No. 6 Most Wanted."

MWP VS. TTMWP
Ang distinction ay ipinaliwanag sa inilabas na Memorandum Circular No: 2022-028 ng National Police Commission (NPC) noong March 16, 2022.
Ang sirkular ay may titulong “Revised Guidelines in the Arrest and Accounting of Wanted Persons.”
Tinukoy rito ang mga importanteng paliwanag ukol sa Most Wanted Person (MWP), na ang kahulugan ay “the most notorious among the wanted persons whose arrest is prioritized and most sought as this will provide relief and comfort to the community.”
Nakasaad dito ang General Guidelines pagdating sa MWP, at binanggit na ang pag-aresto rito ay priority.
Ayon sirkular, pagdating sa MWPs, ang Police Regional Offices (PROs) at National Operational/Administrative Support Units (NSUs/NOSUs) ang magde-deliberate para sa kanilang kani-kanilang listahan ng Top Ten Most Wanted Persons (TTMWP) sa regional, district, provincial, city, municipal levels.
Inisa-isa ang apat na “parameters” para sa pagtukoy ng MWPs at TTMWPs.
Depende ang mga ito sa krimen, bilang ng reklamo at kaso, bilang ng biktima, pati na rin ang scope at impact ng krimen.
Gravity of the crime committed
MWP
- The crime is heinous (kabilang dito ang treason, parricide, murder, infanticide, kidnapping, rape, robbery, destructive arson, plunder, drug-related offenses)
TTMWP
- The crime is sensational (tumutukoy ito sa krimen na naka-attract ng national/international public attention/scrutiny na may wide coverage ng media, ayon sa NPC Circular No. 2020-006.)
- There are at least two victims
Notoriety of the accused
MWP
- More than one outstanding warrant of arrest;
- With recommended bail bond of PHP100,000.00 and above, including that with no bail recommended
TTMWP
- Degree of his/her involvement in the crime, either by principal, accomplice, accessory;
- The accused is habitual/delinquent offender and/or recidivist (ibig sabihin ay paulit-ulit na gumawa ng krimen)
Position of the accused in the crime organization/syndicate
Sa parameter na ito naiiba ang TTMWP.
- Mastermind, occupying a sensitive position in the organization other than mastermind.
Individual/crime group’s scope of operation and impact to security, peace, and order in the area
Para rin ito sa TTMWP.
- National – operates in two or more regions;
- Regional- operations in two or more cities/provinces/districts;
- Provinces/Districts – operates in two or more municipalities and/or cities;
- Cities/Municipalities-operates in two or more barangays
Noong November 2024, pinangalanan ang aktres na si Neri Naig bilang pampito sa Most Wanted Persons ng Southern Police District (SPD).
Sa isang interview, ipinaliwanag ni Police Major Hazel Asilo, Public Information Office chief ng SPD, kung paano napasali ang aktres sa listahan.
“It’s the number of counts of her case kasi 14 counts po kasi yung kanyang case 14 counts of Section 28 of RA 8799, as well as syndicated estafa…” anito sa At The Forefront ng Bilyonaryo News Channel noong 2024.
Sabi pa ng pulis, “Nagbi-base po kasi kami sa number of counts at sa gravity ng case, ganun din po sa bail na kailangan nilang i-comply para makalaya.
“So, may mga kino-consider na parameters para sa Top Ten Most Wanted.”
Siya ay endorser noon ng isang derma clinic na nasangkot sa investment scam.
Ibinasura ng Pasay City Regional Trial Court Branch 112 ang kasong syndicated estafa na inihain laban kay Neri noong March 2025.
Nitong August 2026 naaresto sa Kuala Lumpur, Malaysia, ang umano'y owner at operator ng Dermacare - Beyond Skincare Solutions na si Chanda Atienza at ang kapatid nitong si Venux Gonda.
