Nakatakdang sumailalim sa mandatory drug test si Senator Juan Miguel Zubiri at ang kanyang mga tauhan sa Senado sa Lunes, Agosto 18, 2025.
Hinihikayat din ni Zubiri ang mga kasamahan sa Senado na tularan ang kanyang gagawin para mawala na ang mga pagdududa ng publiko dahil sa kontrobersyal na isyu na kinasasangkutan ng aktres na si Nadia Montenegro, ang political affairs officer ni Senator Robinhood Padilla.
Inaakusahan si Nadia ng paggamit ng marijuana noong Agosto 12 sa ladies room ng Senado.

“This coming week, I will subject my office to random drug testing. Talagang ipapa-test ko silang lahat. I will mandatorily ask my staff to take drug testing, including me. Pati senador, isama natin para wala nang duda,” pahayag ni Zubiri sa panayam sa kanya ng DWIZ.
“Kung ako [ang masusunod], gagawin ko po ang binanggit ng dating Senate President [Tito] Sotto na magkaroon ng random drug testing.
“I encourage all the other offices, all the other senators, to do the same… Lawmakers should not be lawbreakers.
“Kaya kailangan mag-drug test kami lahat, pero follow the leader. Kaya dapat, mauna po ako. And willing din po akong mag-hair follicle test para sa ganun e walang duda, na alam ko din na sa opisina ni Migz Zubiri e walang nagdo-droga doon.
“Kung wala ka namang kasalanan, hindi ka dapat matatakot. We want to show and lead by example, I think together with Sen. Joel [Villanueva], hinihingi niya din po yan.”
Hindi pa nagsasalita si Nadia tungkol sa maselan na isyu na ibinibintang sa kanya, pero nagkomento siya ng “I love you!” sa Facebook post ni Angeli Pangilinan-Valenciano ngayong Sabado, Agosto 16.

Post ni Angeli, ipinagdarasal niya na mabigyan si Nadia ng hustisya.
Lantaran na ipinagtanggol ni Angeli si Nadia tungkol sa mabigat na akusasyon na nahuli diumano ang aktres na gumagamit ng marijuana sa bakuran ng Senado.

Isiniwalat din ni Angeli sa nasabing post ang naging pakikipaglaban ni Nadia sa kanser.
“Nadia has just come out of a battle with cancer and she nearly died. Why on earth would she even engage in substance abuse at the Senate?
“She is an intelligent, godly and brilliant woman, always silently helping the poor. We have prayer chats and she is active in some of these chats. Why would she ruin her testimony by what they are accusing her of!!!?
“But that’s just me. She didn’t ask me to write this post. I am just fiercely loyal to friends who have changed their lives and want to live righteously. I am praying for justice for Nadia !!!”

Sa Senate incident report ni Victor Patelo ng Legislative Service Office kay Senate Sergeant-at-Arms PMGEN Ma. O R Aplasca, sa pamamagitan ni Dir. Manuel Parlade, ang Service Chief ng Security Enforcement Service, inilahad ni Patelo na dalawang beses nalanghap mula sa ladies' comfort room na malapit sa Senators extension offices ang “unusual scent.”
Lahad ni Patelo: “The first incident, as far as I can recall, occurred at 1700H approximately around the second week of July 2025.
"While manning my post on the 5th level, I received a call on the local trunk line of my post from a male staff member, reporting a strong odor in their area.
"I proceeded to their office, where most of the staff confirmed the unusual scent. I then inspected the surrounding areas but did not observe anyone smoking.
“The second incident occurred at around 1700H on 12 August 2025 [Tuesday] while I was on active duty in the 2nd shift [1300H-2300H] at the 5th level.
"A male Senate employee approached me, after introducing himself as a staff member of Senator Lacson, and reported noticing an unusual odor coming from the ladies’ comfort room near the Senator's extension offices.
"He claimed the odor resembled that of 'marijuana' and stated that the only person in the area at the time was allegedly Ms. Nadia Montenegro.
“The male staff member asked me to discreetly approach Ms. Montenegro, which I did when she walked past my post. I was unable to leave my station being the only one on duty at the time.
“Ms. Montenegro denied smoking inside the ladies’ comfort room or using marijuana for that matter, but acknowledged possessing a vape in her bag, which she said could have produced the unusual scent reported earlier by Senator Lacson’s staff.”
