Iimbestigahan ng Department of Environment and Natural Resources (DENR) at Department of Public Works and Highways (DPWH) ang kaugnayan ng pagtatayo ng The Rise at Monterrazas sa flash floods na nangyari sa Cebu City, dulot ng typhoon Tino, noong Nobyembre 4, 2025.
Marami ang nawasak na ari-arian at nagbuwis ng buhay dahil sa malakas at malawak na pagbaha, na isinisi ng ilang netizens sa high-end residential project ng Pinoy Big Brother: Unlimited grand winner na si Slater Young.
Sa inilabas na video ng ABS-CBN News, mapapanood ang mabilis na pagragasa ng tubig noong kasagsagan ng bagyong Tino sa Barangay Guadalupe, Cebu City, na diumano’y nasa ilalim ng The Rise at Monterrazas.

DPWH AND DENR TO INVESTIGATE MONTERAZZAS
Pahayag ni DPWH Secretary Vince Dizon sa panayam ng DZMM: “Didiretsuhin ko na, pinagkakitaan itong mga proyektong ito. Yun ang masama dun.
“Iimbestigahan na yan ng ICI [Independent Commission for Infrastructure] at ng team natin sa DPWH. Dapat managot ang mga taong yan.
"Pero tayo, ang focus natin ngayon, ano ba ang dapat nating gawin para hindi na ito maulit?”
Naglabas naman ng pahayag ang DENR sa imbestigasyong gagawin ng kanilang tanggapan tungkol sa malagim na pangyayari.
Nakasaad dito: “To ensure thorough and impartial review of the Monterrazas de Cebu Project, the Department today convened a multistakeholder Joint Inspection, Investigation, and Assessment Team of technical experts from the DENR Region 7, Environmental Management Bureau (EMB-7), Mines and Geosciences Bureau (MGB-7), Provincial Environment and Natural Resources Office (PENRO) Cebu, Community Environment and Natural Resources Office (CENRO) Cebu City, the Cebu City Government, and Barangay Guadalupe.
“The team is tasked to conduct a comprehensive on-site investigation, beginning November 7, to determine:
- project’s compliance with the condition of its ECC and other environmental regulations
- the effectiveness of its drainage,slope protection,and runoff management systems
- the stability of slopes and potential risks of landslides and flooding
- possible alterations to the natural landform and proximity to timberland areas
- evidence of erosion, siltation, or obstruction in nearby tributaries and wasteways
"In the meantime, the Department has directed the project proponent to adhere to its obligation to report its Engineering, Geological, and Geohazard Assessment.
"Compliance to this requirement will be validated by the joint inspection team.
"If the investigation finds any violation of ECC condition or environmental regulations, the DENR will not hesitate to enforce corrective actions, including suspension, penalties, or other legal remedies as provided by law.”
CEBU CITY MAYOR DEFENDS SLATER YOUNG
Nananatiling tahimik si Slater Young sa mga paratang laban sa kanya.
May mga balita na, diumano, nasa ibang bansa ang dating PBB winner.
Pero sa kabila ng kanyang pagsasawalang-kibo, ipinagtanggol siya ni Cebu City Mayor Nestor Archival.
Sa panayam ng Agenda news program kay Archival, sinabi nito: “Wala naman yan related sa baha ngayon, e.
"Saka yung development nila, it’s not actually yun ang support ko. Ang support ko is yung idinonate ko yung ginawa nilang daan.
“Why should Slater make noise? I don’t think so. That’s too far.
"The north district is actually Bacayan, it was the south but I think it’s unfair to connect that Slater thing to this one in Bacayan.”
Ang pagtatanggol ni Archival kay Slater ang dahilan kaya napagtuunan ng pansin ang pagtatagpo nila noong Agosto 26, 2025.
Pati na ang social media post ng alkalde tungkol sa celebrity engineer na kanyang pinuri, dalawang buwan bago maganap ang trahedya ng pagbaha sa kanilang bayan.
Saad noon ni Archival: “I had the opportunity to meet with Engineer and influencer Slater Young, who also serves as Chief Strategic Officer for the developer of a premier hillside residential project in Barangay Guadalupe.
“Our discussion focused on infrastructure projects, particularly Cebu City’s long-term flood control plan under their corporate social responsibility program.
“Slater shared their commitment to building detention ponds, flood control drainage, and road improvements to help mitigate flooding risks in our communities.
“I am glad to see private developers like Slater and his team working hand in hand with the city government to align with our vision og building a safer, more resilient, and sustainable Cebu City.”
