Plunder o pandarambong ang kasong inirekomenda ng Independent Commission for Infrastructure (ICI) na ihain laban sa aktor at dating senador na si Ramon “Bong” Revilla Jr.
Si Revilla ay idinawit ng kanyang kumpareng si former Department of Public Works and Highways (DPWH) Undersecretary Roberto Bernardo sa anomalya sa flood control projects.
Si Bernardo ang nag-akusa kay Revilla na tumanggap ito ng PHP125 million in kickbacks mula sa pondo ng flood control projects noong 2024.
Kasama ang pangalan ni Revilla sa listahan ng binasa ni ICI Chairman Andres Reyes sa press briefing na naganap noong Miyerkules, Disyembre 3, 2025.
“Ang posibleng mga kaso ay direct or indirect bribery and corruption of public officials, plunder and administrative sanctions amongst others,” sabi ni Reyes.
Idinagdag ni Reyes na ang testimonya ni Bernardo ang pinagbatayan ng rekomendasyon ng ICI na sampahan ng kaso si Revilla.

BONG REVILLA'S CAMP ISSUES STATEMENT ON ICI RECOMMENDATION
Sa pamamagitan ng kanyang legal counsel na si Atty. Maria Carissa Guinto ng Divina Law, naglabas ng opisyal na pahayag si Revilla tungkol sa bagong pagsubok na kinahaharap niya.
Ayon kay Guinto, hindi pa nabibigyan ng kopya ng reklamo ang kanyang kliyente.
Hindi pa rin daw nagkakaroon ng preliminary investigation at hindi pa nabibigyan ng pagkakataon si Revilla na ipagtanggol ang sarili.
Matinding pagkadismaya raw ang nararamdaman ng actor-politician.
Buong pahayag ng kampo ni Revilla: “We need to clarify that our client, former Senator Ramon Bong Revilla, has not received any subpoena or a copy of any complaint against him.
"He was never asked to explain. He was never given an opportunity to defend himself.
“From the beginning, our client made himself fully available to the ICI and openly welcomed their inquiry.
"Yet he was never invited to speak, never given the opportunity to defend himself, and never allowed to present the truth.
"He is deeply disappointed to have been denied such a fundamental right, though he still holds trust and faith in the system.
“Mr. Revilla remains confident that truth, rather than conjecture, will prevail, especially that the allegations against him are based on the meaningless accusations fabricated by a criminal mastermind and his cohorts who are desperately buying their way to freedom.
"The assertions of those whose conduct reflects a deliberate pattern of moral bankruptcy are suspect at best, and should not, in any manner, to be construed as drawing our client into the web they themselves engineered.
“Ang mga pagdadawit sa pangalan ni Mr. Revilla ay, sa kanila mismong pag-amin, ang mismong mga bumuo, nagtatag, at nagpatakbo ng sindikato.
"Sila ang nakinabang sa daan-daang bilyong piso na ginagamit nila ngayon para bilhin ang kanilang pagtakas sa hustisya.
“It bears stressing that these individuals have themselves confessed to orchestrating and sustaining the massive diversion of public resources which inflicted profoundand lasting harm on the lives and livelihoods of countless Filipinos.
“Wala pang preliminary investigation. Hindi pa po kami nabibigyan ng kopya ng complaint para sagutin.
“Once the Ombudsman accords Mr.Revilla his right to preliminary investigation and the proper opportunity to be heard, he will not only address these malicious accusations but will dispel the false narratives comprehensively.”
