Pormal na naghain ng administrative complaint si Sta. Cruz, Laguna Mayor Benjo Agarao laban kay Mark Adrian Napiza.

Si Napiza ang Sangguniang Kabataan (SK) chair ng Barangay Bubukal na kinunan ng video ang sarili habang hinahawakan ang mga ibinebentang siopao at hotdog sa isang convenience store para sa kanyang social media content.

Ang paghahain ni Agarao ng reklamo ay base sa rekomendasyon ng Municipal Interior and Local Government at ng Municipal Legal Office ng Sta. Cruz, Laguna.

Inirekomenda rin ang dalawang buwang preventive suspension kay Napiza habang dinidinig ang kaso para matiyak umano ang patas na imbestigasyon.

Nag-ugat ang reklamo sa viral video ni Napiza na nangyari sa 7-11 convenience store noong Pebrero 15, 2026.

Inilagay ito ni Napiza sa kanyang social media page, pero boluntaryong binura dahil sa matitinding batikos na natanggap mula sa publiko.

AGARAO'S ADMINISTRATIVE COMPLAINT VS NAPIZA

Nakasaad sa reklamo ni Agarao: “While inside the store, Respondent inserted his bare hands into the electric food steamer and touched several food items, including siopao and hotdogs, which were intended for sale to the public.

“The incident was recorded and subsequently posted on social media, where it circulated widely and was viewed by members of the public.

“The act caused public outrage and embarrassment to the local government of Barangay Bubukal and the Municipality of Sta. Cruz.

“As an elected public official, Respondent is expected to uphold the dignity of his office and conduct himself in a manner that promotes public trust and confidence in government service.

“Respondent’s act constitutes behavior that is improper, irresponsible, and damaging to the image of public office.”

Ipinaalaala ni Agarao kay Napiza na nakasaad sa Section 60 ng Republic Act No. 7160 na maaaring displinahin ang isang halal na opisyal dahil sa misconduct in office, dishonesty, at conduct prejudicial to the best interest of the service.

NAPIZA'S PUBLIC APOLOGY

Sa public apology na inilabas ni Napiza noong Pebrero 17, inamin niya ang pagkakamali.

Binili raw niya ang lahat ng mga pagkain na kanyang hinawakan.

Humingi rin daw siya ng paumanhin sa pamunuan ng convenience store.

Nagbitaw rin siya ng salita na handa siyang tanggapin ang anumang nararapat na hakbang na gagawin ng kinauukulan.

Binura na niya ang kontrobersiyal na video. Pero huli na dahil mabilis itong nagkaroon ng mga kopya, at ibinalita pa sa mga primetime news program at news outlets.
