Department of Migrant Workers magsisimula nang maglingkod sa OFWs

Nagkabisa na noong February 3, 2022 ang Republic Act (RA) 11641 na lumikha sa Department of Migrant Workers, ang bagong department na tututok sa mga isyu at problemang kinakaharap ng OFWs.

Nagkaroon na ng bisa simula February 3, 2022 ang batas na lumikha sa Department of Migrant Workers (DMW).

Ito ang inihayag ni Department of Foreign Affairs Undersecretary Sarah Lou Arriola sa ginanap na Blas F. Ople Forum noong nasabi ring petsa.

Nilagdaan ni President Rodrigo Duterte noong December 31, 2021 ang Republic Act (RA) 11641, “an Act Creating the Department of Migrant Workers,” upang mas mapaganda ang koordinasyon ng mga ahensiya ng pamahalaan na nangangasiwa sa mga OFWs.

Sakop ng DMW ang mga isyung may kaugnayan sa mga documented and undocumented OFWs.

Magsisilbi rin itong one-stop-shop ng mga OFWs mula sa kanilang pre-employment, employment, at maging sa kanilang pagbabalikbayan.

Ayon kay Arriola, "Today, the DMW Act takes effect but then what's going to happen within the whole year, actually the subsumed agencies will be on a holdover capacity except that we expect the President to appoint a secretary or acting secretary anytime soon because there are really timelines that have to be met."

Sinabi rin niya na dapat ay nakahanda na sa March 5 ang department order para sa paggamit ng actual fund ng DMW.

Ang implementing rules and regulations (IRR) ay dapat na ring mailathala sa mga pahayagan at sa Official Gazette sa April 18.

Sisimulan naman ang pagtatalaga ng mga tauhan ng DMW sa June 3.

Paliwanag ni Arriola, "It is said in the law that [DMW] will only be constituted having, first it has a budget for 2023, it has an IRR, and there is a staffing pattern.

“Technically, it would really depend on the political will of the next president and how the next administration will value migration and our OFWs [overseas Filipino workers]."

Magkakaroon ng isang taon na transition period bago mapasailalim ng DMW ang pitong ahensiya ng pamahalaan na kasalukuyang tumututok sa OFW affairs para hindi maantala ang pagbibigay ng mga ito ng serbisyo.

Kabilang sa mga ahensiyang ito ang Office of the Undersecretary for Migrant Workers' Affairs (OUMWA), International Labor Affairs Bureau (ILAB), National Reintegration Center for OFWs (NRCO), National Maritime Polytechnic, Philippine Overseas Employment Administration (POEA), Office of the Social Welfare Attache (OSWA), lahat ng Philippine Overseas Labor Offices (POLO).

Sinabi ni Arriola na nagpupulong na ang technical working group ng DFA para paghandaan ang pagbubuo ng DMW transition committee.
