Libre ang pagkuha ng pre-employment documents kapag nag-apply ng trabaho ang first-time jobseekers.
Ito ang ipinaalala ng Department of Labor and Employment (DOLE) sa official Facebook account nito last September 20, 2024.
Nakasaad sa post na hindi dapat maging sagabal ang kawalan ng budget para sa pagkuha ng mga kakailanganing dokumento, gaya ng birth and marriage certificates, transcript of records, to name a few, dahil wala silang babayaran.

Alinsunod ito sa Republic Act (RA) 11261 o ang First Time Jobseekers Assistance Act na nagsasaad na: "An Act Waiving Government Fees and Charges in the Issuance of Documents Required in the Application for Employment of First Time Jobseekers."

PAANO MAG-AVAIL NG FREE PRE-EMPLOYMENT DOCUMENTS?
Para maka-avail ng naturang benepisyo, kailangang kumuha ng barangay certification.
Dapat nakasaad sa certification na first time ng applicant na mag-apply ng trabaho.
Kailangan ding residente siya ng barangay sa loob ng anim na buwan.
Ang barangay certification ay ipapakita ng applicant sa iba’t ibang ahensiya ng pamahalaan kung saan siya kukuha ng pre-employment documents para hindi na siya magbayad.

ANU-ANO ANG MGA PRE-EMPLOYMENT DOCUMENTS NA KAILANGAN NG FIRST-TIME JOBSEEKER?
Kabilang sa mga pre-employment documents ng mga first-time jobseekers ang mga sumusunod:
- Barangay certification and clearance
- Police clearance (local or national)
- National Bureau of Investigation clearance
- Medical certificate from public hospitals
- Birth and marriage certificates
- Transcript of records
- Certificate of graduation/completion and diploma from state colleges and universities, as well as local colleges and universities
- Tax identification number (TIN) from Bureau of Internal Revenue (BIR)
- Philippine Health Insurance Corporation identification card
- Civil Service certificate of eligibility
- Department of Migrant Workers certificate (if will work abroad)
- Mayor's clearance
- Maritime Industry Authority certificates (for maritime workers)
- Technical Education and Skills Development Authority national certificates and certificates of competencies.
Kapag nakumpleto na ng first-time jobseeker ang mga pre-employment documents, kailangan niyang mag-report muli sa barangay para mailagay ang pangalan niya sa database ng mga beneficiary ng programa.

ANG MGA HINDI SAKOP NG REPUBLIC ACT 11261
Hindi naman kabilang sa coverage ng First Time Jobseekers Assistance Act ang mga sumusunod:
- Applications for a professional licensure exam
- Philippine passport authentication and apostille
- Career Service Examination
- Driver's license
- Laboratory tests and procedures needed to acquire a medical certificate.
Batay sa July 2024 Labor Force Survey, ang mga kabataang walang trabaho na edad 15 hanggang 24 ang bumubuo sa 43 percent ng mga unemployed.
Sila ang mga nagtapos sa college o senior high school at nagpaplano pa lang maghanap ng trabaho.
Karamihan sa kanila ay hindi makapag-apply dahil walang panggastos para sa pre-employment documents.
Ayon sa DOLE, "This [First Time Jobseekers Assistance Act] is expected to reduce the financial burden of first-time jobseekers."
