PhilHealth eliminates single period of confinement policy

Effective October 1, 2024, PhilHealth has lifted the single period of confinement policy. This means a patient can get PhilHealth aid in case of readmission within 90 days after the first admission.

Tinanggal na ng Philippine Health Insurance Corporation (PhilHealth) ang "single period of confinement policy" nito simula October 1, 2024.

Ano ang benepisyo nito sa mga members?

Ang paliwanag ni Dr. Israel Francis Pargas, PhilHealth senior vice president and spokesperson sa interview ng TeleRadyo Serbisyo interview:

“Single period of confinement policy dahil sa isang pagkakasakit o same ailment nako-confine po tayo o nare-readmit within 90 days, ang polisiya po diyan ng PhilHeath ay hindi na po mababayaran."

Sa pagtatanggal ng policy na nabanggit, covered na ng Philhealth ang bayarin kapag kinailangang magpa-confine ulit sa hospital.

Pagpapatuloy ni Pargas, "Lahat ng sakit na mako-confine o mare-readmit ay mababayaran na po natin.

"Lifted na po ang policy na iyon.

“Lahat ng members na mako-confine at mare-readmit because of same illness ay makakakuha o makaka-avail ng benepisyo ng PhilHealth.”

Nagbigay ng ideya si Pargas kung gaano karami ang mga pasyenteng napagkaitan ng aid dahil sa dating policy ng PhilHealth.

Sabi ng spokesperson, “For 2023 ang number one cause ng denial ng single period of confinement yung pneumonia—1,700 cases ang na-deny.”

Applicable daw ito sa private at public hospitals.

Binanggit din ni Pargas ang tatlong sakit na madalas bumalik sa hospital—pneumonia, gastroenteritis, at urinary tract infection o UTI.

PHILHEATH TO IMPLEMENT "CONTROLLED MEASURES"

Pero nilinaw ni Pargas na magpapatupad pa rin sila ng “controlled measures” para matiyak na quality care of service ang ibinibigay sa mga pasyente.

Baka kasi maging paulit-ulit ang confinement dahil hindi nagagamot nang maayos ang pasyente o kuwestiyonable ang quality of medical service na ibinibigay rito.

Ang punto ni Pargas, kailangang matiyak na hindi maabuso ang benipisyo para sa beneficiaries na nare-readmit.

May posibilidad kasing magpapabalik-balik sa ospital ang pasyente since covered naman ng PhilHealth benefits ang pagpapagamot.

HOW MUCH DOES PHILHEALTH COVER?

Meron ding amount set for the financial aid depende sa karamdaman.

Ang package para sa moderate pneumonia ay PHP32,000, habang sa severe case naman ay PHP90,000.

Sa mild case ay may benepisyong primary care, tulad ng consultation at antibiotics.

May PHP10,000 package naman sa UTI.

Paalala naman ni Pargas, hindi pa rin nito covered ang chronic diseases tulad cancer.

Ang medical procedures kasi nito—tulad ng hemodialysis at chemotherapy— ay paulit-ulit na ina-administer sa pasyente.

Idinagdag ni Pargas na retrospective din ang effectivity ng pag-lift ng policy, kaya puwedeng mai-file ng ospital o ng pasyente ang expenses sa PhilHealth para ma-reimburse kung sakaling nakapagbayad na siya at hindi nahabol ang benefit noong October 1, 2024.
