Maaari na ngayong magkaroon ng college degree ang mga Pilipinong hindi nakapagtapos ng kolehiyo.

Ito ay matapos lagdaan ni Pangulong Ferdinand R. Marcos Jr. nitong March 3, 2025, ang batas na nag-i-institutionalize sa expanded tertiary education equivalency and accreditation program o ETEEAP.

Sa ilalim ng Republic Act 12124, o ang ETEEAP Act, pinahihintulutan ang mga Filipino—lalo na ang mga working professionals—na makatapos ng college education para sa kanilang career advancement.

Sa pamamagitan ng ETEEAP, ia-identify, ia-assess, iba-validate, at ia-assign ang katumbas na undergraduate level and special graduate programs of prior learning mula sa formal, non-formal, and informal learning systems and relevant work experiences para maging kuwalipikado ang isang indibidwal na mapagkalooban ng karampatang academic degree.

CHED IS THE LEAD AGENCY IN IMPLEMENTING ETEEAP

Ang Commission on Higher Education (CHED) ang magsisilbing lead agency sa pagpapatupad ng ETEEAP.

Kabilang sa mga functions ng CHED ang mag-deputize ng Higher-Education Institutions (HEIs) with academic degrees para sa ETEEAP.

Ito rin ang magde-develop ng standards para sa iba’t ibang mode of assessing skills, values, knowledge, and levels of competence.

May karapatan din ang CHED na pagkalooban o alisin ang kapangyarihan ng HEIs sa pagpapatupad ng ETEEAP.

Sa ilalim ng RA 12124, inaatasan din ang CHED na i-monitor at i-evaluate ang isinasagawang implementasyon ng ETEEAP ng deputized HEIs.

Ito ay sa pamamagitan ng pag-oorganisa ng malawak na inter-agency consultation meetings, at pagtatakda ng standard fees and other administrative charges for accreditation.

Ang malilikom na pondo mula rito ay ilalagak sa special account ng ETEEAP.

WHO ARE QUALIFIED FOR ETEEAP

Para matiyak ang epektibong implementasyon ng ETEEAP, palalakasin ang kakayahan ng Office of Programs and Standards Development (OPSD) sa ilalim ng CHED.

Ito ang magsisilbing technical secretariat para sa pagpapatupad ng functions ng RA 12124.

Ang mga Filipino citizens—sa Pilipinas man o sa ibang bansa naninirahan—ay maaaring mag-apply para sa equivalency and accreditation kung matutugunan nila ang mga kinakailangang requirements.

Ang applicant ay kinakailangang 23 years old na kapag nag-apply.

Kailangan ding nakatapos ng secondary school program, at dapat na may katibayan, tulad ng high school diploma.

NOOD KA MUNA!

Maaari ring magpakita ng resulta ng Philippine Educational Placement Test or Alternative Learning System Accreditation and Equivalency Assessment and Certification bilang patunay na ang applicant ay kuwalipikado para magkolehiyo.

Kinakailangan ding may “at least five years of aggregate work experience in the industry related to the academic degree program or discipline where equivalency of learning is sought.”

Naririto ang list of requirements ng ETEEAP for CHED pre-evaluation:

  1. ETEEAP application form
  2. Comprehensive resume/Work experience (past and present)
  3. NSO birth certificate
  4. NBI/Passport/Barangay clearance (present)
  5. Certificate of employment (past and present)
  6. Training certification/Workshop/Seminars
  7. Transcript of records/High school diploma/High school report card
