Maraming netizens ang nag-react sa anunsiyo ng Civil Service Commission (CSC) last October 4, 2025, na ang mga nahalal at naitalagang opisyal ng Sangguniang Kabataan (SK) na may “good standing” ay entitled na ngayon sa civil service eligibility.
Karamihan sa mga nagkomento ay nagsabing unfair ito.
Katwiran nila, dapat nga ay may eligibility muna ang tatakbong SK officials.

Hindi umano dapat bigyan ng eligibility ang mga ito dahil lang sa naging SK official.
Sa ilalim kasi ng Resolution No. 2500752 ng CSC na inilabas noong July 24, 2025, ang qualified SK officials na nakakumpleto ng full three-year term of office, o katumbas nito, ay maaari na ngayong mag-acquire ng Sangguniang Kabataan Official Eligibility (SKOE).
Maaari silang mag-apply sa first-level positions sa career service sa gobyerno nang hindi na kailangang kumuha ng civil service examination.
Ito ang pinapalagan ngayon ng netizens.

NETIZENS’ REACTIONS TO SKOE
Ayon sa isang nagkomento: “Aspirants [for career service in government] who have diligently sought to meet the Civil Service Exam requirements may be disadvantaged, while others are granted eligibility despite inconsistencies in the administration and performance of SK officers.
“Considering the leadership responsibilities inherent in SK positions, it is submitted that SKOE should be applied uniformly to ensure fairness and accountability.”

Pagbabahagi naman ng isa: “While reviewing for the CSC Professional Exam last August, I often encountered RA 6713 in both my reviewer and the test.
“However, how can this implementation truly uphold that law when many people still disagree with it?
“Even granting sub-professional eligibility seems unfair to those who dedicated time to prepare for the exam or work hard in their respective offices.
“I think it would be better if SK candidates earned their CSC eligibility before running for election. That way, it promotes integrity and shows that these young public servants are genuinely prepared and qualified for the position.”
Ang RA 6713 na binanggit ng netizen ay ang Code of Conduct and Ethical Standards for Public Officials and Employees.
Ito ang nagsisilbing moral framework and ethical guidelines para sa lahat ng public servants sa Pilipinas.
Binibigyang-diin nito ang prinsipyo ng "public office being a public trust."
Kabilang sa key provisions ng RA 6713 ang “disclosure of assets, prohibiting conflicts of interest, and setting norms of conduct such as prompt service, responsiveness, and simple living.”
Nagtatakda rin ang naturang batas ng mga parusa sa mga lalabag dito, at incentives naman para sa napakagandang serbisyo.
Saad ng isa pang netizen: “Good standing doesn’t always mean you fully understand the work.
“Ang dami kayang topics na sakop ng CSC exams like laws, ethics, admin stuff, public service principles.
“Hindi lang dapat basta attendance o service record ang sukatan ng qualification.”

CSC’S CLARIFICATION ON SKOE
Nitong October 7, naglabas ng pahayag ang CSC sa official Facebook page nito ukol sa isyu.
Ayon sa ahensiya: “CSC clarifies that grant of Sangguniang Kabataan Official Eligibility [SKOE] is not a prerogative of the CSC outright, but as part of the implementation of the provision of Republic Act No. 11768, otherwise known as ‘An Act Strengthening the Sangguniang Kabataan.'
“Thus, those qualified for the grant of SKOE are SK officials in good standing, whether elected or appointed, who were in office upon the effectivity of RA No. 11768 and those who have completed a full three-year term of office or its equivalent.”
Gayunpaman, hindi pa rin ito acceptable para sa maraming netizens.
Komento ng isa: “While I understand that it [SKOE] aims to recognize the service of SK officials, not all who held the position truly fulfilled their responsibilities.”
Obserbasyon ng nagkomento: “Some were inactive or were appointed mainly because of family connections, which makes it unfair to those of us who worked hard and passed the CSC examinations through merit.
“I believe eligibility should still be based on actual performance and contribution, not just on holding a title.”
Dagdag ng isa pa: “Kung hindi kayang ipasa ang civil service exam, eh, dapat hindi bigyan ng eligibility.”

CIVIL SERVICE ELIGIBILITY SHOULD BE A PREREQUISITE, NOT A REWARD
Maging ang isang naging SK official ay hindi pabor sa SKOE.
Anito: “As an appointed SK official and having taken the Civil Service Exam last August, I firmly believe that eligibility should be a prerequisite, not a reward.”
Bakit?
“Granting eligibility only after serving a term may lead to a situation where individuals enter youth governance without the necessary competencies, qualifications, or commitment to genuine public service.
“This undermines the professionalization and credibility of youth leadership.”
Suportado naman ng nagkomento ang pananaw na ang aspiring SK officials ay dapat munang magpakita ng kahandaan at pagiging qualified sa pamamagitan ng merit-based eligibility system.
“This would ensure that only those capable and responsible youth leaders are entrusted with the role of public servants.
“I think, making eligibility a requirement before holding office could elevate the standards of youth governance and protect the integrity of the Sangguniang Kabataan.”
