Naglabas na ang Department of Human Settlements and Urban Development (DHSUD) at ang Department of Economy, Planning, and Development (DEPDev) ngayong December 23, 2025, ng Implementing Rules and Regulations (IRR) of Joint Memorandum Circular (JMC) No. 2025-001.

Tungkol ito sa updated price ceiling para sa socialized housing projects.

Inilabas ng DHSUD ang anunsiyo sa official website at official Facebook account nito.

Layunin ng IRR na mas lalong pasiglahin ang Expanded Pambansang Pabahay para sa Pilipino (4PH) Program ng gobyerno.

Nilagdaan ito nina DHSUD Secretary Jose Ramon Aliling at DEPDev Secretary Arsenio Balisacan.

Sa ilalim ng IRR, ipatutupad na ang adjusted socialized housing price ceiling, na ini-release noon pang December 1, 2025.

PRICE CEILING OF SOCIALIZED HOUSING PROJECTS

Sa pagkakaroon ng IRR, mas nakatitiyak ang patuloy na rollout ng flagship Expanded 4PH dahil mas malinaw na ang mga polisiya at regulasyon.

Ang maximum selling price ay itinakda sa PHP950,000 para sa socialized subdivision o horizontal housing projects.

Aabot naman sa PHP1.8 million ang maximum selling price para sa socialized condominium o vertical developments.

Ang adjustment ay tugon sa umiiral na construction and development conditions para matiyak na ang socialized housing ay nananatiling abot kaya at accessible sa mga pamilyang Pilipino.

MORE FILIPINOS CAN NOW AFFORD SOCIALIZED HOUSING PROJECTS

Ayon kay DHSUD Secretary Aliling: “This IRR keeps housing delivery on track.

“We aligned policy with present conditions to remove uncertainty and maintain steady implementation.

“Both private partners and families deserve clear rules and consistent action.

“Mas maraming pamilyang Pilipino pa ang matulungang magkaroon ng sariling tahanan.”

Binigyang-diin niya na ang DHSUD ay nananatiling nakapokus sa pagkakaloob ng ligtas, de-kalidad, at disenteng tahanan.

“Ang aming serbisyo ay patuloy na nakatuon sa bawat pamilyang Pilipino.

“Lahat nang hakbang ng DHSUD ay layuning maibigay sa ating mga kababayan ang ligtas, maayos, at disenteng tahanan, at tiyakin ang kanilang kapanatagan sa bawat yugto ng pagkakaroon ng sariling tirahan.”

IRR SUPPORTS CONTINUOUS ROLLOUT OF SOCIALIZED HOUSING PROJECTS

Malinaw ding tinukoy sa IRR ang mga responsibilidad ng DHSUD.

Ani Aliling: “Ang bawat patakaran ay nakatuon sa ligtas, maayos, at disenteng tahanan.

“Iyan ang paninindigan ng DHSUD para sa bawat pamilyang Pilipino.”

Tinukoy rin sa revised price ceiling ang problema sa pagtaas ng construction and development costs.

Pinanatili naman ang partisipasyon ng private sector—partikular ang mga suppliers ng construction materials at developers.

Dahil sa malinaw na mga regulasyon at pagtataya sa magiging halaga ng socialized housing projects, suportado ng IRR ang continuous project rollout at stable supply ng abot-kayang pabahay sa buong bansa.

HOW TO APPLY FOR SOCIALIZED HOUSING PROJECTS

REQUIREMENTS

  • 1 original and 1 photocopy of Proof of Income. Any of the following: Certificate of Employment and Compensation, Certificate of Engagement, pay slip, ITR (income tax return).
  • 1 original and 1 photocopy of Birth Certificate. If married, 1 original and 1 photocopy of Marriage Contract and Birth Certificate of the spouse
  • 1 photocopy of valid ID and company ID with signature, 1X1 photo (4pcs). If married, 1 photocopy of valid ID of the spouse, 1×1 photo (4 pcs).
  • 1 original copy and 1 photocopy of Proof of Billing
  • 1 original copy and 1 photocopy of Barangay Clearance
  • 1 original copy and 1 photocopy of Certificate of No Property
  • 2 family photos 3R size
  • 1 original and 1 photocopy of NBI Clearance
  • 1 photocopy of BIR TIN ID
  • Recommendation from HCDRD Development Officer, if Informal Settler Family (ISF)

STEPS

  1. I-submit ang lahat ng requirements sa Direct Sale Section ng Housing, Community Development, and Resettlement Department (HCDRD) na nasa Civic Center Building C ng Quezon City Hall Compound para sa pre-evaluation.
  2. Mag-attend ng orientation/seminar.
  3. Lagdaan ang loan documents sa itinakdang petsa.
  4. Matapos lagdaan ang loan documents at iba pang requirements, muling ie-evaluate ang mga ito para ma-submit sa financing agency.
  5. Ang approval ng loan application at PAG-IBIG Fund ay karaniwang tumatagal ng 30 days matapos maisumite ang complete requirements mula sa HCDRD.
