DILG orders implementation of Anti-Epal Drive

Bawal nang umepal ang public officials.

Ipinag-utos ng Department of Interior and Local Government (DILG) ang mahigpit na pagpapatupad ng Anti-Epal Drive nationwide.

Sa ilalim ng polisiyang ito, inuutusan ang local government units (LGUs) at DILG offices na tanggalin ang mga pangalan, larawan, at anumang magdidikit sa pagkakakilanlan ng opisyal sa mga government-funded projects, programs, activities, and properties.

Karaniwan kasi sa Pilipinas na inilalagay ang pangalan at larawan ng mga government officials sa mga proyekto sa kanilang lugar na pondo naman ng bayan ang ginamit.

Inanunsiyo ng DILG ang utos nito sa Facebook post nitong Sabado, January 31, 2026.

DILG CITES BASIS OF ANTI-EPAL DRIVE

Sa ilalim ng Anti-Epal policy, o DILG Memorandum Circular No. 2026-006, sakop ng utos ang lahat ng “provincial, city, municipal, and barangay officials, including DILG central, regional, and field offices and attached agencies.”

Inuutusan silang tiyaking hindi lalagyan ng kanilang pangalan, larawan, logo, initials, color motif, slogan o anumang “identifying symbol” ang anumang project signages, markers, tarpaulins, at kaparehong materyales na ginamitan ng pera ng bayan.

Giit ni DILG Secretary Jonvic Remulla, ang government projects ay “paid for by the people and must never be used for personal promotion.”

Parte pa ng pahayag ng DILG, “Government programs are not personal billboards. These are funded by taxpayers and must reflect public service, not political credit grabbing.”

Ang utos na ito ay ibinatay sa 1987 Constitution principle na “public office is a public trust;” sa Code of Conduct and Ethical Standards for Public Officials and Employee, at Commission on Audit rules na sinasabing “such personalized displays as unnecessary expenses.”

Saklaw rin ito ng 2026 General Appropriations Act na mahigpit na pinagbabawalan ang government officials na ilagay ang kanilang pangalan at lrawan sa government-funded projects.

Nauna nang sinabi ni Remulla na ang mga opisyal na lalabag sa utos na ito ay maaaring parusahan ang kasong administratibo, tulad ng preventive suspension.
