Lubos ang pasasalamat ng Movie and Television Review and Classification Board (MTRCB), na pinamumunuan ni Chairperson at CEO Lala Sotto-Antonio, sa Senado ng Pilipinas sa ilalim ng liderato ni Senate President Francis “Chiz” Escudero, matapos pumasa sa plenaryo ang PHP164 million budget ng ahensya sa 2025.
Pinasalamatan din ng board si Jinggoy Estrada, ang senate pro tempore, bilang sponsor ng budget.
Wala pang dalawang minuto ang itinagal ng deliberasyon nang aprubahan ang budget noong Nobyembre 14, 2024, Huwebes, sa plenaryo.
Wala ni isang senador ang tumutol.

PHP164M BUDGET, MALAKING TULONG PARA SA 'RESPONSABLENG PANONOOD' CAMPAIGN
“Malaking tulong ang pondong ito sa mga plano namin na maisulong ang isang ‘Responsableng Panonood tungo sa Bagong Pilipinas’ ayon sa lakbay-tanaw ni Pangulong Marcos,” sabi ni Chair Lala.
“Dahil din sa suporta ng ating kongreso, patuloy kaming magsisikap na mapataas ang kamalayan ng publiko sa tamang paggamit ng media.”
Mula sa bagong budget ay ilalaan din ang pagbili ng mga makabagong kagamitan at pagpondo sa mga proyektong pagsasanay para sa mga empleyado ng ahensiya.

Nitong Martes, ika-12 ng Nobyembre 2024, pormal na nilagdaan ng MTRCB, Presidential Communications Office (PCO), Philippine Information Agency (PIA), at ng Office of the Executive Secretary (OES) ang isang Memorandum of Agreement (MOA) para sa produksyon ng “Tara, Nood Tayo!” infomercial sa New Executive Building, Malacañang Palace, Maynila.
Dinaluhan ito nina MTRCB Chairperson at CEO Lala Sotto-Antonio, PCO acting secretary Dr. Cesar B. Chavez, PIA director-general Ms. Kath De Castro, at OES assistant secretary Jomar Canlas.

"TARA, NOOD TAYO!" INFOMERCIAL
Binigyang-diin ni Chair Lala na ang kolaborasyon ay layong itaas ang kamalayan sa industriya ng paglikha at ng pamilyang Pilipino sa pamamagitan ng pagsulong ng angkop at tamang pagpili ng mga palabas na panonoorin.
"Ang sanib-pwersang ito ng iba’t ibang ahensya ng gobyerno ay sumasalamin sa aming dedikasyon na magkaroon ng isang ligtas at maunlad na industriya ng paglikha… na mapanuri at akma sa tiyempo ng responsableng panonood,” sabi ni Chair Lala.
“Layunin namin na hindi lamang magbigay ng impormasyon kundi matulungan na maiangat ang industriya ng telebisyon at pelikula sa pamamagitan ng pagpapalakas sa paglikha ng lokal na mga palabas na hindi lang nakaka-aliw kundi may aral ding mapupulot.”
Sa ilalim ng kasunduan, layon din ng proyekto na palakasin ang pakikipagtulungan sa mga stakeholder at mahikayat ang mga Pilipino na suportahan ang mga lokal na pelikula at programa sa telebisyon.
Ang “Tara, Nood Tayo!” infomercial ay ipapalabas sa telebisyon at mga sinehan bago simulan ang pelikula.
Mapapanood din ito sa iba’t ibang social media platforms, digital media at tradisyunal na broadcast media.
“Sa mga kasamahan natin sa lingkod-bayan — ang PCO, PIA at OES — maraming salamat sa inyong pagsuporta at pakikipagtulungan sa amin sa MTRCB,” sabi pa ni Chair Lala.

The MTRCB received commendation for its “Responsableng Panonood” (Responsible Viewing) campaign during the recent International Institute of Communication (IIC) Annual Conference in Bangkok, Thailand.
Attended by global regulators and industry leaders, including members of the Asia Video Industry Association and the IIC, the event spotlighted MTRCB’s role in promoting responsible media consumption and family-friendly creation in the Philippines.
MTRCB Chairperson Lala Sotto-Antonio was a featured panelist, presenting the Board's best practices in content classification and age-appropriate ratings for films, TV programs and promotional materials.
The highlight of the MTRCB chief’s presentation was Responsableng Panonood (RP), MTRCB’s flagship program which was lauded for its collaborative and community-oriented approach.
The RP initiative equips parents and guardians with the tools needed to nurture responsible viewing habits at home, focusing on co-viewing and media literacy, and establishing clear screen time guidelines to encourage active parental participation in children's media engagement.
Chair Lala told her audience that the RP program is anchored on three core pillars:
1. Responsableng Panonood (Responsible Viewing): Educates parents, primary caregivers and supervising adults to guide children’s media use through effective use of parental controls and safety features on digital platforms.
2. Responsableng Paggabay (Responsible Guidance): Offers clear guidance to networks, TV and film producers, and content creators to align their work with established rating and classification standards in accordance with Presidential Decree No. 1986.
3. Responsableng Paglikha (Responsible Content Creation): Fosters collaborative partnerships within the creative industry to produce content that upholds responsible media content creation and cultural sensitivities.
Said Chair Lala, “First is, we empower the Filipino families by consciously educating the parents and supervising adults wherein we equip and empower them on the parental controls and safeguards on the online curated content services.
“We also do this for the Subscription Video on Demand streaming services. Our focus remains on empowering Filipino viewers to make wise, informed content choices while respecting the creativity and freedom of those who bring these stories to life.”
Chair Lala said the recognition of MTRCB’s Responsableng Panonood program on the global stage is a proud moment for the Philippines. Despite the technological advancements of other nations, the Filipino approach to co-regulation and collaboration stands as a shining example of how community, family and culture can drive effective media governance.
In conclusion, Chair Lala said, “This international acknowledgment celebrates the unique strength of the Filipino spirit—one that values empowerment, inclusivity and a shared responsibility for building a healthier media landscape.”
