Pakiramdam ni Nadia Montenegro ay "vindicated" siya sa reklamong unjust vexation and Violation of R.A. 11313 na isinampa niya laban kay Victor G. Patelo.

Kaugnay ito ng alegasyong may dalawang insidenteng gumamit niya ng marijuana sa Senado.

Si Victor ay officer ng Office of The Senate Sergeant at Arms (OSSA) sa Senado.

Si Nadia ay nagsilbing political affairs officer ni Sen. Robin Padilla, pero boluntaryong nagbitiw sa puwesto ang aktres noong August 15, 2025 dahil sa kontrobersiya.

Nasundan iyon ng pagdemanda ni Nadia kay Patelo noong October 1, 2025.

Marso 6, 2026, Biyernes, lumabas ang resolution ng Office of the City Prosecutor ng Pasay City sa usaping ito.

Pirmado iyon nina Senior Assistant City Prosecutor Ju-haree Tolentino at City Prosecutor Elmer Cris Rillo.

Pormal na nirekomenda ng piskalya na kasuhan si Patelo ng unjust vexation.

Sabi sa resolution, "Respondent's act of grabbing and pulling complainant at the side of the wall with the words 'ingat kana lang ma'am' is clearly unwelcome and pervasive which created an intimidating and hostile working environment for complainant in the Senate premises.

"This clearly constitutes harassment in the workplace. Respondent could have talked to complainant in a proper manner or inviting complainant to their office at Office of the Sergeant-at-Arms (OSAA).

"Respondent need not pull respondent and grab her arms.

"This is an informal way of investigating any incident within work premises.

"Consequently, complainant was traumatized and felt uncomfortable, violated and intimidated because of the actions of the respondent.

"The defenses and arguments of the respondent is better appreciated in a full-blown trial.

"WHEREFORE, premises considered, it is respectfully recommended that the attached Information for Unjust Vexation and Violation of Section 16(c) of R.A. 11313 against respondent VICTOR G. PATELO be APPROVED and FILED in court.”

STATEMENT OF NADIA MONTENEGRO'S LAWYER

Ipinadala sa amin ng lawyer ni Nadia na si Atty. Maggie Abraham-Garduque ang statement ng dating aktres kaugnay sa nasabing resolution:

“This is an early gift for Nadia Montenegro before the Women’s Day on March 8.

“The resolution categorically stated that respondent, the one who made the incident report, despite the fact that he knew that Nadia was not smoking marijuana in the Senate of the Philippines on August 12, 2025, made the incident report which became the basis why Nadia was labeled as ‘adik’ in social media/media to the extreme damage and prejudice of nadia and her whole family.

“This is a vindication for her that the incident being accused of her did not really happen. This revelation of HER TRUTH is the start of healing for Nadia.

“We would like to thank the OCP of Pasay for giving justice to nadia. Nadia also would line to thank all the people who stayed believing in her during these trying times.”

Makalipas lamang ng limang buwan ay nakapaglabas na ng resolution ang Office of the City Prosecutor (OCP) ng Pasay City kaugnay sa reklamong ito ni Nadia Montenegro.

Umakyat na sa korte ang reklamo, at mukhang pursigido si Nadia na ituloy ang kaso.

Base sa summary sa resolusyon ng OCP, nakasaad ang salaysay ng respondent na inamin niyang naghanda at nagsumite siya ng incident report na addressed sa Sergeant-at-arms sa Senado.

Sabi pa ng respondent, ang pagsusumite ng report ay "mandatory, non-discretionary part of his duty for any security-related incident, especially one involving allegations of unauthorized substance use and a public act of smoking or vaping within the Senate complex."

Mariin din daw na pinabulaanan ni Patelo na ipinakalat niya sa media at online platforms ang kopya ng kanyang incident report.

Nagsumite ng reply-affidavit si Nadia, reiterating her allegations.

Nag-submit ang respondent ng rejoinder-affidavit which contains his defenses.

Sa resolusyon ng OCP ng Pasay City, nakasaad na nakadagdag sa "extreme emotional distress" ni Nadia ang pagpapakalat ni Patelo ng kopya ng incident report, kahit na nakumpirma raw nito na hindi naninigarilyo ng marijuana si Nadia noong araw na nagkita at nagkausap sila.

Ayon sa resolusyon ng OCP ng Pasay City: “As a punishable act, unjust vexation should include any human conduct which although not productive of some physical or material harm would, however, unjustifiably annoy or vex an innocent person.

“The paramount question to be considered, in determining whether the crime of unjust vexation is committed, is whether the offender's act caused annoyance, irritation, vexation, torment, distress or disturbance to the mind of the person to whom it is directed.

“The act of respondent caused annoyance, irritation, vexation, torment, distress or disturbance to the mind of the complainant.

“Despite the fact that respondent was able to confirm on that day that complainant was not smoking marijuana, he still issued an incident report on August 13, 2025, addressed to the Sergeant at Arms.

“Respondent released said Incident Report to the public making her the subject of ridicule and misjudgments not only from senators, colleagues in the Senate, friends and also people worldwide online and otherwise.

“Due to extreme emotional distress, her family advised her to resign which means leaving his most love work in the public service, and do therapy to cure her trauma and depression because of the incident.”

Nabalitaan nga natin ang resolution ng Office of the City Prosecutor ng Pasay City.

Salamat at natapos na ang chapter na ito ng buhay ni Nadia na dumaan sa matinding panghuhusga noong kasagsagan ng issue.

Lagpas sa politika ang pakikitungo namin kay Nadia. We may move in different circles pero ang core namin na mga kaibigan ay tunay na magkakabit ang puso.

Hindi man kami madalas magkita, kilala ko siya at alam kong sinisikap niyang maging nasa lugar at maayos ang lahat — at lagi siyang tumutulong sa kapwa.
