FAP'S SINE-SANDIGAN
Ang Film Academy of the Philippines (FAP) ay may Sine-Sandigan (Legal Unit for Industry) sa mga ganitong usapin.
Pahayag ni FAP Director General Paolo Villaluna sa mediacon noong Hunyo 18, Huwebes, sa Seda Vertis North, Quezon City: “To be honest, noong nangyari yung video scandal, na siyempre kumalat siya, 'no…
“Parang we actually made it public na if any of the victims want or need legal help, open ang FAP to make representation, tulungan kayo to go to NBI [National Bureau of Investigation] for cybercrime.
“I will be candid — not one, walang pumupunta sa FAP. Most of our grievances ngayon are mga workers, mga crew na hindi nababayaran, and/or producers na they complain about a particular worker.
“May isang worker, hindi nag-deliver ng ganitong trabaho. So how do we deal with it? So, yun, maganda na maraming grievances ang naso-solve ngayon.
“But we also want to stress na fraudulent casting, victims... if you’re an audiovisual worker and you’re a victim of a particular crime and if you need help, you can go to FAP for legal help.”

FAP GRIEVANCE PORTAL
Sabi ni DG Paolo: “We’re really proud of this, Worker Rights. We’re handling grievance reporting. As we all know, meron nang Eddie Garcia Law…
“Under Sine-Sandigan, we can do grievance reporting, industry dispute resolution, and legal help desk.
“The legal help desk is public for all audiovisual workers. Meaning, you can go to the office and seek legal consultation. Meron tayong tatlong lawyers in the office.”
Pumirma ng memorandum of agreement ang FAP with IBP-Quezon City Chapter to handle other legal matters outside the industry.
Pagpapatuloy ni DG Paolo: “Pero kung industry-based, it’s actually just FAP. We had Sine-Legal Webinars to help our constituents.
“And then last year we had three cases handled. This year, hindi pa siya super-ano sa media but we handled 38 cases.
“And a hundred percent amicable settlement. Ibig sabihin, lahat nagkaayusan, OK.
“Here’s the deal, the idea natin sa FAP is self-regulatory muna bago mag-abot sa kasuhan.
“The idea is FAP can mediate because we understand the industry, we can meet with the producers and the workers. And it goes both ways, ha?
“We’ve had producers complain against workers, and we’ve had workers complain against producers. So, so far, amicable iyong settlement.”
May grievance portal ang FAP.
“Anyone can go to the portal, file a complaint and then our legal, in three days time, will check kung gaano ka-valid yung inyong complaint,” pakli ni DG Paolo.

EDDIE GARCIA LAW
“The Eddie Garcia Law is two years old now,” sambit ni DG Paolo.
“Hindi tayo puwedeng magmalinis and say we’re all following it. So the campaign is also important and we need the media’s help to also remind everyone.
“Na, ‘Guys, may Eddie Garcia Law, ito yung 10 basic points!’ And we remind the workers, if there are violations, puwede mong isumbong.”
“Kung may magsusumbong, we will listen. It’s a law.”
Natawa si DG Paolo: “OK, I’m a public servant now. I’m representing the government. I cannot comment, I mean, personally.
“But it is always good to have limitations alike. Should the law be amended in the future, ahh kasama yan sa assignment ng FAP. Pinag-aaralan namin yung data.
“Nagwo-work ba yung batas properly? Example, in three years time, if we look at the data, bumaba ba iyong production? Tumaas ba? Nakatulong ba talaga sa mga manggagawa, and our producers?
“Then let’s see. Let’s have the data speak for itself, and then we can endorse recommendations.”
And if all else fails, sa Facebook na lang magreklamo?
“Ahh yun nga! In fact, in fact, kaya nga we’re really hoping. Kasi ang problema sa Facebook, puwede kang ma-cybercrime talaga!” bulalas ni DG Paolo.
“Maling masabi lang and kung mayaman lang iyung taong hiniritan mo, puwede kang makasuhan.
“So we kind of really want to inform lahat ng my hinaing — guys, idaan niyo sa grievance portal.
“I’m telling you, we will answer it. We will give you a recommendation on how to address it.
“Pero avoid Facebook if only to protect yourself. Kasi you can be sued talaga.”

LUNA AWARDS RETURNS
Bahagi ng Silver Screen Success (SSS) program ng FAP ang pagbabalik ng FAP Awards, o Luna Awards.
Pagbabalita ni DG Paolo: “Ire-reboot natin finally this December ang Luna Awards. Finally it will be a peer-to-peer, like the Academy, peer-to-peer voting talaga.
“We will tap the guilds and all, everyone in the database, they can actually vote.”
“We’re hoping, we will not preempt the other award-giving bodies na nakausap na rin namin,” paliwanag ni DG Paolo.
“Like the Academy’s in the U.S., nauuna yung ibang award-giving bodies, tapos huli ang Academy.
“Kaya we chose December, in the awards season it will be the last awards-giving body before Metro Manila Film Festival.
“Metro Manila Film Festival is a unique kind of a festival… so we’re hoping after this year, ma-ingrain sa taong-bayan na at the end season of the award-giving bodies, we’ll have the Luna Awards every December.
“So that means napanood na natin ang Urian, ang ganito, ang ganyan, and all other award-giving bodies.
“And then the guilds will now select, tapos December, they’ll vote for the Luna Awards.”
Siyangapala, gaganapin ang 9th Eddys (Entertainment Editors’ Choice) ng Society of Philippine Entertainment Editors (SPEEd) sa Hulyo 5 sa Ceremonial Hall ng Marriott Grand Ballroom, Newport World Resorts, Pasay City.
Ang 50th Gawad Urian ng Manunuri ng Pelikulang Pilipino (MPP) ay sa Oktubre nakatakda sa De La Salle University, Taft Avenue, Manila.
FILM INDUSTRY MONTH
Ipagdiriwang muli ang Philippine Film Industry Month (PFIM) sa Setyembre.
Pangungunahan ito ng Film Development Council of the Philippines (FDCP) na pinamumunuan ni Chairperson Jose Javier Reyes, at may ambag dito ang FAP.
“We have close relations with Direk Joey. So we’ll actually be having three major events sa Philippine film month,” salaysay ni DG Paolo.
“We are partnering with Metro Manila Film Festival and Quezon City Film Commission for a short film program, which we’re launching sa September.
“Doon ang Oscar announcement sa Philippine film month…
“We’re revealing a new national survey. We tapped a national surveyor to do a film mapping regarding labor practices sa pelikula, which we will be revealing there.”
