Bob Arum on Manny Pacquiao’s tax issue: "The fault lies with this bureaucratic government officials—whether they are in the United States or in the Philippines. This is so, so unfair to Manny Pacquaio who is been a model citizen, who has allowed us to withhold everything from his purse."


Ipinagtanggol ng Top Rank chief executive officer na si Bob Arum si Manny Pacquiao kaugnay ng isyu ng Filipino boxer sa Bureau of Internal Revenue (BIR).

Ang Top Rank ang namamahala ng mga laban ng Pambansang Kamao sa ibang bansa.

Naging malaking balita ang freeze order ng BIR sa lahat ng bank accounts at ng ilan pang ari-arian ng People’s Champ at ng maybahay nitong si Jinkee Pacquiao.

May unpaid taxes daw si Manny na umabot sa halagang P2.2 billion, noong 2008 at 2009, mula sa mga laban nito kina Juan Manuel Marquez at David Diaz ng Mexico; Oscar de la Hoya ng U.S.; Ricky Hatton ng England, at Miguel Cotto ng Puerto Rico.

Sa pahayag ng abugado ni Pacquiao sa GMA News Online, sinabi ni Atty. Tranquil Salvador na ang mga hinihinging dokumento ng BIR na galing sa Internal Revenue Service (IRS) ng U.S. ay nakasumite na sa Court of Tax Appeals (CTA).



Bahagi ito ng pag-file ng kaso ni Pacquiao laban sa BIR, na kasalukuyang dinidinig ng CTA.

“With all due respect… ang sulat ho ng Top Rank ay may attachment ng IRS payments niya [Pacquiao]. Ang paniwala po namin ay nagpasa na po kami ng dokumento,” saad ni Atty. Salvador sa phone interview nito sa News to Go, na nailathala sa GMA News Online.

Dagdag ng abugado, “At this point of time ay nasa husgado na po ito… nasa jurisdiction na ng Court of Tax Appeals.”

Sinabi rin into na magkakaroon ng hearing ang CTA sa kaso ni Pacquiao laban sa BIR sa December 5.



ADDRESS THE QUESTION TO THE IRS. Ayon naman kay Bob Arum, awtomatiko nilang kinakaltasan ng 30 percent ang bawat kinikita ni Manny sa mga laban nito sa Estados Unidos, bago nila ibinibigay ang porsiyento ng boksingero.

Sa panayam sa kanya sa Unang Hirit ng GMA kaninang umaga, November 27, iginiit ni Arum na binayaran ni Manny ang lahat ng kanyang tax dues sa mga laban nito sa Amerika.

“Let me explain, when Manny fight in the United States, under U.S. law, we paid to the United States Internal Revenue Service 30 percent of every penny that he gets paid.

“And we have withheld and paid to the IRS 30 percent over the years, every penny that he got from fighting in the United States, and every penny that he’s been paid for U.S. endorsement.

“Thirty percent has gone to the United States IRS.”

Idinaan daw nila ang kanilang pagbayad ng buwis sa IRS, sa pamamagitan ng electronic money wire transfer.

Sabi ni Arum, “We pay the IRS by something called electronic transfer.

"That means we wire the money to the IRS, and we got a receipt that comes back that we have received $2 million, $3 million dollars whenever we wire.

“And we have sent a letter to the Philippine tax authorities, saying just that, and explaining how much have been withheld and how much have been paid.

“Now, the Philippines-US tax treaty, Manny is entitled to a credit against his Philippine tax, of Manny’s tax he’s paid to the United States.”

Dagdag pa niya, “Now, the Philippine tax authority says that a letter from Top Rank is just a scrap of paper.

“What they want is a certification from the US-IRS that the payments were received, credited, et cetera.

“Manny’s accountants in the United States have asked the IRS to send such certification…

“The IRS has not yet sent certification, because the bureaucracy was slow.”

Bakit ba natagalang magpresenta si Manny ng naturang certification mula sa IRS?

Dalawang taon na raw kasing may abiso ang BIR kay Manny, pero wala daw kasagutan ang kanilang kampo.

Tugon ni Arum, “That is a question that they should not address to Manny or Top Rank—but with the IRS.

"The IRS has collected over the years multimillion dollars from Manny’s purse—millions and millions of dollars."



IRS AND BIR AUTHORITIES SHOULD TALK. Giit pa ni Arum, ang IRS ng America at BIR ng Pilipinas ang dapat mag-usap para maayos ang gusot na ito.

Sabi pa niya, “Those have been paid, religiously, a hundred percent.

“And why the IRS has not yet furnished a certification to the Philippine government is really something I don’t understand.

“But it is not Manny’s fault; he can do nothing about it.

“It’s not our fault; we can do nothing about it.

“Expect the IRS to send that certification.”

Gobyerno raw dapat ang mag-request nito—through diplomatic channel—sa IRS para makuha ang hinihingi nitong dokumento.

Dapat bang maghintay na lang ang BIR dahil nakatakda nang magpadala ang IRS ng katibayan?

Sagot ni Arum, “That is our understanding, yeah.”

Noong 2008 and 2009, masasabi ba ni Arum na ang kanyang kumpanyang Top Rank ay awtomatikong nagbayad ng mga karampatang buwis ni Manny sa Amerika?

Sagot ng veteran boxing promoter, “We have never ever paid Manny, any money for his fight or for his endorsement, where we haven’t withhold… withheld 30 percent and paid it to the IRS.

“There was never once instance in the entire course of our promoting Manny Pacquiao, all these years, that we haven’t done that.”

"But, what should Manny Pacquiao do about it?

Patuloy pa rin daw nagre-request ang mga abugado at accountant ni Manny ng certification sa IRS.

Naalala ba ni Arum kung magkano ang ibinayad na buwis ni Manny sa IRS noong 2008 at 2009?

Hindi na raw maalala ni Arum.

Pero 30 percent daw sa mga kinita nito ay napunta sa IRS.

Ang sa Pilipinas daw ay 20 percent ang buwis na dapat bayaran, kaya mas malaki raw ang naibayad na buwis ni Manny sa Amerika.

May panawagan din si Arum kay Philippine President Benigno “Noynoy” Aquino III:

“What the President should do, of the Philippines, is call in the United States ambassador and ask the United States ambassador to get in the Internal Revenue Service to send the documents, which proves that payments that have been made every single fight and every single endorsement to the United States government.”

Sa tingin ba niya, kung maibigay na ng IRS ang naturang certification, dapat humingi ng paumanhin ang Philippine government kay Manny?

Tugon ni Arum, “No. I don’t know who will to apologize to whom.

“But people… stop being bureaucrat...

"The obligation should have been on the Philippines, the Philippine revenue people, to get this information from the IRS.

"We sent them letter showing everything that we paid."

Sabi pa ni Arum, “Unfreeze Manny’s account because I will affirm and testify that every penny paid to Manny on his purses, we have withheld and paid to the U.S. government, in taxes, 30 percent.”
