Sinagot ng Philippine Charity Sweepstakes Office o PCSO ang pahayag ni Senator Raffy Tulfo tungkol sa pagkuwestiyon niya ukol sa isang bettor na nanalo ng 20 times sa loob ng isang buwan.
Si Tulfo ang nangunguna sa imbestigasyon ng Senate Committee on Ways and Means matapos kuwestiyunin ng netizens kung totoo ba ang mga nananalo sa lotto.

Ngayong Miyerkules, March 13, 2024, inilabas ng PCSO ang reaksiyon nito kaugnay ng pagdududa ni Tulfo dahil sa paulit-ulit na pagkapanalo ng bettor.
Idiniin ng PCSO na ang taong nanalo ng 20 times ay lower-tier prizes, hindi jackpot prizes.
“The Philippine Charity Sweepstakes Office [PCSO] would like to clear up the observations raised by Senator Raffy Tulfo about an individual that had purportedly won the lottery games 20 times.
“The list that Sen. Tulfo refers to originated from PCSO and it should not be interpreted in a manner other than what it is meant to be.
“That said list included the name of a person who, on several occasions, claimed lower-tier prizes in the digit games.
“To begin with, we would like to underscore that those are not Jackpot Lottery Games, but only for our Digit Games.”
Giit pa ng PCSO: “What Sen. Tulfo apparently failed to notice was that the same list would also show that for jackpot-bearing games like Lotto 6/42, Mega Lotto 6/45, Super Lotto 6/49, Grand Lotto 6/55, and Ultra 6/58, there was no winner who won more than once.”
Sinabi ng government agency na ang totoong isyu rito ay ang nanalo, at hindi kung ilang beses siyang nanalo.
Nilinaw rin ng PCSO: "To be clear, the reported 20 claims made by one person does not necessarily make that claimant the winner of 20 Digit Games."

Sa kaso raw kasi ng mga winner ng digit games tulad ng 2D, 3D, 4D, at 6D, maaaring ang kumuha ng premyo ay ang lotto outlet agents o kaya ay kinatawan ng winner, kung hindi personal na makokolekta ito ng winner.
“Since they were just minor prizes, a winner can ask someone he trusts to claim the prize for him through the so-called ‘paki-claim.'”
Ayon pa sa PCSO, may mga winners na pinapakuha na lamang ang kanilang premyo (PHP10,000 and above) dahil nasa malayong lugar sila at kailangan ng IDs.
“On the other hand, for jackpot-bearing games like Lotto 6/42, Mega Lotto 6/45, Super Lotto 6/49, Grand Lotto 6/55, and Ultra Lotto 6/58, winners are required to personally appear at the PCSO Main Office to claim their jackpot prizes.
“Certainly, our lotto winners' safety, security, and well-being are paramount in all our endeavors.
“Rest assured that we remain dedicated and committed to fostering a gaming environment that upholds fairness and ensures the integrity of every single draw.”
