Aniya, "...meron ka din pala ng transaction sa mga Discayas na 431M? May iba pa ba? Terminated recently? Nung pumutok na yung issue? Bakit di mo dinisclose from the start? Akala ko ba good governance?"

Ang tinutukoy niyang "Discayas" ay ang mag-asawang Pacifico, a.k.a. Curlee, at Cezarah Rowena, a.k.a. Sarah, na may-ari ng nakasaad na contractor sa signboard, ang St. Gerrard Construction.

Kasalukuyan silang iniimbestigahan ng Senate Blue Ribbon Committee dahil sa mga anomaliya sa bilyun-bilyong pondong inilaan para sa flood control projects ng Department of Public Works and Highways (DPWH).

Ayon kay DPWH Secretary Vince Dizon, sa kanyang presscon na ginanap noong October 3, mayroong "1,214 flood control contracts" ang Discayas "from 2016 to 2025 amounting to PHP77.934 billion."

Pero ang proyektong nasa signboard post ni Alma ay walang kinalaman sa flood control.

Para ito sa "PROPOSED CONSTRUCTION OF SIX STOREY WITH DECK MULTI PURPOSE BUILDING" sa Brgy. Central ng District 4 sa Quezon City.

At gaya ng binanggit ng dating beauty queen sa caption, nagkakahalaga ito ng PHP431,071,670.99.

May nilagay ding "FACT CHECK" sa caption si Alma.

Published as is, heto ang nakasaad: "Dec.16,2024 Date Started/Done Deal with Discayas? TERMINATED: 2025 when flood control issue came out?"

Hiningi ng Cabinet Files ang permiso ng aktres para mailathala ang kanyang Facebook post sa PEP.ph (Philippine Entertainment Portal).

Sagot niya sa Facebook Messenger kahapon, October 5, "Go ahead. Wala na ako idadagdag ha."

A contrary POV ON THE PROJECT SIGNBOARD

Ang project signboard ay lumabas din sa Facebook feed ng Journal columnist na si Allan Encarnacion noong October 3.

Pero taliwas sa October 4 post ni Alma, pinuri ni Encarnacion ang mabilis na pag-aksyon ni Mayor Joy.

Aniya, "Kinansela na ni Mayor Joy Belmonte ang kontrata dahil nga sa pagputok ng flood control scandal."

Aniya rin sa caption, in "good faith" ang transaction dahil "2025 lang naman pumutok ang flood control scandal."

Ibig sabihin, eligible manalo sa bidding ang St. Gerrard Construction kung pagbabasehan ang dami ng government projects na nahawakan nito.

Pero matapos raw malaman ni Mayor Joy na sangkot ang mga Discayas sa flood control anomaly, "pina-review" niya agad ang kontrata ng Quezon City government at St. Gerrard Construction, saka "pinakansela."

Sabi pa ni Encarnacion: "Salamat sa maagap na aksyon ni Mayor Joy kasi wala pa namang nagastos ang lokal na pamahalaan kahit singko sa proyektong ito."

Kinontak ng PEP si Mayor Joy noong October 5 para hingan ng reaksyon sa post ni Alma, pero kasalukuyang nasa Spain ito upang tumanggap ng award.

Ibinilin niya ang tanong ni PEP executive editor Karen Pagsolingan sa kanilang legal department, na siyang magri-release ng statement upang i-address ang post ni Alma.

Ngayong araw, October 7, naglabas ang Quezon City Government sa Facebook ng official statement nito tungkol sa mga naging transaksyon ng city government sa mga construction companies ng mga Discayas.

Ayon dito, out of 1,300 infrastructure projects, apat—o 0.3% ng kabuuang projects—ang na-award sa "Discaya-linked entities or joint ventures."

Kasama rito ang pinost na project ni Alma, pati na rin ang proposed construction ng "reinforced concrete canal at Ermitaño Creek" at "Housing 32-Balingasa High Rise Housing" para sa Phase 1A at Phase 2.

Binigyang-diin sa statement na may transparency sa lahat ng "procurement processes, including adherence to competitive bidding, publication, and posting" para sa mga proposed projects.

Lahat daw ito ay makikita sa official website ng Quezon City.

And as of September 19, 2025, "terminated" na ang mga transaksyon.

Narito ang kabuuan ng statement (published as is):

Since the start of this administration in July 2019, and out of more than 1,300 infrastructure projects of the Quezon City Government, four (4) projects were awarded to Discaya-linked entities or joint ventures, representing 0.3% of its total projects.

Upon the issuance of Philippine Contractors Accreditation Board (PCAB) Board Resolution No. 075, Series of 2025, on September 1, 2025, which revoked the licenses of Discaya-linked companies, and the subsequent cancellation of their PhilGEPS membership, due to violations of licensing requirements and procurement laws, the Quezon City Government immediately conducted a review of its infrastructure projects.

The review found four (4) projects, namely: (1) Proposed Construction of Six (6) Storey with Deck Multi-Purpose Building; (2) Proposed Construction of Reinforced Concrete Canal at Ermitaño Creek; (3) Proposed Construction of Housing 32-Balingasa High Rise Housing (Phase 1A) at Brgy. Balingasa; and (4) Proposed Construction of Housing 32-Balingasa High Rise Housing (Phase 2) at Brgy. Balingasa.

After the observance of the periods required by law, or as of September 19, 2025, all four (4) of the said projects involving Discaya-linked companies have been terminated.

The Quezon City Government has always observed transparency in all its procurement processes, including adherence to competitive bidding, publication, and posting.

This is the reason all our infrastructure projects are publicly posted on our website.

The Quezon City Government has nothing to hide.

We welcome all good-faith examinations of competent legal authorities of our projects and processes.

We condemn any and all malicious insinuations that only seek to distract from the actual schemes and perpetrators that have victimized our City and our Country.

We remain steadfast and unwavering in upholding the trust of our people, and we will continue to ensure that public funds are used solely for the benefit of our QCitizens.

ALMA's other posts on flood-control issue

Ang social-media feeds ni Alma ay madalas patungkol sa kanyang workouts, health, at dogs.

Pero batay sa kanyang recent posts, makikitang sinusubaybayan niya ang flood control anomaly.

Hindi naman kaila sa publiko na si Alma ay malapit na kaibigan ni Sylvia Sanchez, ang ina ni Quezon City First District Representative Arjo Atayde.

Si Arjo ay pinangalanan ni Curlee Discaya sa Senate Blue Committee inquiry noong September 8, bilang isa sa mga mambabatas na tumanggap umano ng komisyong "25 to 30 percent" mula sa mga proyekto ng St. Gerrard Construction para sa flood control projects ng DPWH.

Mariing itinanggi ito ni Arjo sa statement na ipinadala sa media noong September 9. Aniya: "We never talked anything about any project. And I’ve never dealt with them."

Sa Setyembre 7 na panayam naman ni Mayor Joy Belmonte sa YouTube channel ni Karmina Constantino, isang broadcast journalist, binanggit nitong ang "pumping station in Matalahib Creek, which is a tributary of the San Juan River," ay hindi raw bahagi ng "drainage masterplan" ng siyudad.

Saad pa ni Mayor Joy: “That was clearly not coordinated with the city. Clearly, the city objected to it.

"Naituloy ng contractors, pero... the congressman of that district, I sought his help, and he did actually intervene and set up a meeting with me and the DPWH regional director."

Ang tinutukoy niyang congressman ay si Arjo.

Dagdag ni Mayor Joy, “Yes, it happened under his watch. In fact, in the beginning he told me he didn’t know about it, and I'm thinking tuloy, I don’t want to judge, ok?"

Nag-crowdsourcing daw si Mayor Joy sa mismong citizens ng siyudad para ipa-check ang flood control projects sa Quezon City at nang malaman kung meron dito ang sangkot sa mga maanomalyang proyekto ng DPWH.

Aniya: "We’re still trying to assess, so that’s why at this point, no fingers have been pointed and everything is still ok."
